City Council candidate Dorian L. Hall (Ballot lines: Democratic) 1) Do you support the RBTL/Morgan proposal for Parcel 5 Yes/No and why? No. The project is not diverse enough. We are a City of many cultures and I believe everyone should be able to enjoy a project in center Rochester. When a Tim Hortons can't make it and Starbucks is in a hotel downtown we have major City planning problems. We should take 20% of this development funds and focused on helping maintain our City homeowners? property stock. Most people need help maintaining exterior issues on their homes. I propose a neighborhood maintenance team. 2) On what topic/issue do you most disagree with the current city administration, and why? On which are you most aligned, and why? I disagree with how City administration handles funds for City of Rochester. People need to know how their taxes, CDBG Community Development Block Grant fund, Brownfield funds, and many more funds are being spent. I believe people make good decisiOns when they are given information. Every city development is subsidized by some type of Fund and if you accept money then follow program guild lines without City Council members undermining the process. I am most aligned with targeting grants and funding opportunities to help City of Rochester. 3) Do you support or oppose the proposed redevelopment of Cobbs Hill Village, and why? i oppose development of Cobbs Hill Village because this proposal is missing community involvement. I have witness City administration strategy of having groups falsely represent communities to pass development projects. I spoke with Mark Gregor about a CBA, Community Benefit Agreement for PLEX BOA project. This will be the first CBA in Rochester and should become standard practice for development projects. require developer, city and neighborhood to negotiate points around development and make sure everyone benefits contractually from the project.
