City Council candidate lViattJuda (Ballot lines: Democratic, Working Families, Women?s Equality) 1) Do you support the RBTL/Morgan proposal for Parcel 5 Yes/No and why? I do not support the current proposal to locate a Broadway theater on Parcel 5. Rochester is a city of the arts, and given our reputation for valuing arts and culture, I do not oppose the idea of creating a true performing arts center - what I oppose is the opaque, hasty process that has produced this proposal. I believe an impact study should be conducted to evaluate the impact on existing cultural institutions and City Hall should work together with the arts community to develop a plan that benefits all ofthe arts, notjust out-of?town Broadway shows. Until a comprehensive plan is produced with input from all our artistic institutions, I would like to see Parcel 5 used as a park space for concerts, vendors, and active community uses. 2) On what topic/issue do you most disagree with the current city administration, and why? On which are you most aligned, and why? I strongly disagree with the city administration?s lack of transparency and manipulation of process as it relates to development projects. The need for citizen and community input on projects that shape our collective future is of paramount importance. Whether it is the development of Charlotte Harbor, Parcel 5, Cobbs Hill Village, or the Colgate Divinity redevelopment, residents feel they are being dictated to rather than being treated as partners who have valuable contributions to make. This friction impedes progress, slows development and costs money. We need to adopt and follow the proper processes when it comes to development projects. Additionally, we need to approach urban planning as a cohesive lo ng?te rm process, not a scattershot series of press releases and photo ops to tout stronger, more vibrant neighborhoods(too strong?). We must increase the transparency and give everyday residents a greater voice in shaping our community's future. I strongly support this administration's efforts at increasing landlord accountability, specifically through a Landlord Registry. By requiring property owners to provide a name and contact information for all properties, neighbors and residents have a greater opportunity to collaboratively address issues as they arise. Strengthening relationships between tenants and owners increases transparency and makes it more likely that homes will be properly maintained. 3) Do you support or oppose the proposed redevelopment of Cobbs Hill Village, and why? While I applaud Rochester Management?s efforts to bring additional affordable housing to Rochester, I cannot support the current redevelopment plan. The proposed redevelopment raises too many questions about preserving affordability for senior residents on fixed incomes and would dramatically increase the density of housing at Cobb?s Hill Village a laudable aspiration in a city lacking affordable housing, but one that is not appropriate for a community located within a park. As the Parcel 5 debate has shown, residents of our city are asking for more green space, not less, and increasing density would significantly alter the character of Cobb?s Hill Park. Similarly, the Parcel 5 debate has demonstrated the peril of pursuing unpopular development plans for the sake of development. As a member of City Council, will meet with current residents and neighbors in the area, to make sure that their voice is given proper weight and consideration throughout the final deliberations on this matter.
