City Council candidate Dana K. Miller (incumbent) (Ballot lines: Democratic) 1) Do you support the RBTL/Morgan proposal for Parcel 5 ??Yes/No and why? As representatives of the City of Rochester, it is our responsibility to bring amenities and attractions .to the city. Having green space in our downtown is critical, and we have Washington Square Park, Martin Luther Kinng. Park, St. Joseph's Park, Schiller Park as green spaces. Nearby Charles Carroll Plaza will soon be revitalized into an new urban green space along the river. The original Victor Gruen design for Midtown Plaza was to recreate the town square that he remembered fondly from Austria and I think this is something that should be considered. The latest RBTL renderings do include open space in the project so outdoor concerts, gatherings and recreation could still happen. We don?t have legislation at this point so I need to see more complete information regarding construction costs, funds raised, operating costs, and impact on other arts organizations before making a decision. 2) On what topic/issue do you most disagree with the current city administration, and why? On which are you most aligned, and why? I'm not sure the Focused Investment Strategy worked as well as it was intended. The original goal was to focus time, money and resources in one area of each quadrant, with the goal of not only improving that area but lifting neighboring areas along with it. Rather than helping transitional neighborhoods improve, it seemed to create winners and losers with many neighborhoods patiently waiting their turn for funding. What was supposed to be 4 years of extra attention has turned into 6 and 8 years in some cases because the neighborhoods were so challenged. I am supportive of the administration?s overall housing strategy that includes the creation of market rate and affordable housing in center city, providing renovation support to homeowners and infill housing in our neighborhoods, and creating a Land Bank Corporation (that serve on the board of) to acquire and rehab houses for owner-occupants. I am also very much aligned with the City's work with youth and the funding for rec centers, Rec on the Move, and other supports for young people. 3) Do you support or oppose the proposed redevelopment of Cobbs Hill Village, and why? Any development project requires a series of tradeoffs we never get the exact ideal development, at the right time, in the right place. I met with people who live there who want the existing units kept, have heard from people who live there who would like the new units with new appliances and air conditioning. We have heard from neighbors who want the parkland returned, and neighbors who want new housing for our seniors. Working through these very opposite positions, trying to determine what is in the best interest of the city, and looking for the compromise that is closest to a "win-win" situation is what we do as council members every day. Regardless of what happens on this site, will work to create more affordable housing for seniors.
