RE: Council 0 - nach Contact Protocol

Executive Dammeier is committed to maintaining a constructive relationship with all Council
members. He is also committed to assuring all County employees are treated with respect
and civility.

Regrettably, Councilwoman Roach?s behavior has not been consistently respectful or civil.
To minimize employee exposure to rude and unprofessional behavior, the following
limitations are imposed on all contacts with Councilwoman Roach by department directors
and staff who report to the Executive. Effective today:

. Any personal meeting with Councilwoman Roach must be approved in advance by
me or my designee.

. Directors and staff will respond to requests for information or assistance from
Councilwoman Roach only when the requests are made at public Council meetings
or are submitted in writing.

. At other than public or approved personal meetings, all information or assistance
provided to Councilwoman Roach must be in writing or through Council policy staff.
All related correspondence should be retained.

0 Directors and staff will excuse themselves from any meeting Councilwoman Roach
attends if they perceive they are being treated in a rude or unprofessional manner.
The same standard applies to any phone call or private conversation she initiates.

Rude and unprofessional behavior includes, but is not limited to, insults, aggressive words
or gestures, a raised voice, profanity, directives and threats. Instances of rude or
unprofessional behavior by Councilwoman Roach should be reported to me.

Department directOrs and staff will continue to testify and answer questions at Council
hearings, meet with other Council members and policy staff as appropriate, and provide
them with informationand assistance in the usual manner.

Councilwoman Roach has been informed of the limitations imposed on department staff.
The limitations will be reviewed regularly and may be revised to address unanticipated
circumstances. If her behavior becomes censistently respectful and civil, the limitations will
be rescinded to the bene?t of all.
