His?presence had been requested by Fire Department Station 24, had responded to the fire call. When arrived on the scene, him that the fire was confined to one room and appeared to be of suspicious origin. the fire appeared to be drug related, in that a bunsen beaker appeared to be at the oint of origin. Captain had segregated these items, andl photographed them. spoke with the only occupant at that time, who identified himself as GIL SCOTT HERON, who lives with the homeowner, and has for some that he is a musician. He arrived home at approximately 4:00 AM that morning, and stayed in the room of (fire) origin until about 8:30 AM, when he went up to bed. This investigator? along"with. Capt. proceeded to the incident scene, arriving at approximately 1300 hours. The weather was noted to be cold, partly cloudy and calm, with no precipitation. was found to be the officer in charge and maintaining custody and security of the incident scene. He advised that he recovered what appeared to be a small glass smoking pipe and a propane torch in or about the point of origin. He further indicated that Gil HERON, identified as subject was the only ant home at the time and that he had singed his hair. Capt. advised that they had extinguished a small fire in a ground floor room. DESCRIPTION OF PROPERTY: The involved structure is a three story, brick and frame, middle unit townhouse. The house was occupied at the time as a single family dwelling. No obvious signs of disrepair where noted. ORIGIN AND CAUSE: This fire appears to be accidental in nature. The fire originated and was confined to a ground floor room being utilized as a study . The most probable cause is being attributed to smoking materials. In the previously described room, small wire metal book-shelving was found against the far wall, opposite the door. The shelving contained a large quantity of papers and books. Also noted was an ashtray on the top shelf and a cigarette pack nearby. On the wall next to the ashtray, the drywall showed high heat indicators, thus revealing the point of origin. Examination of a nearby computer and the electrical receptacle, revealed that it was damaged as the result of the fire. The fire was confined to the contents of this room. It moderate smoke damage to the ground floor and minimal smoke damage to the upper floors. EVIDENCE: This investigator photographed the incident scene with a: 35mm Nikon, single reflex camera, utilizing a 50mm lens and an electronic flash. He further indicated that others were also present in the room of origin, when he arrived home. HERON stated that he worked on his manuscript in this room until 0830 hours. At approximately 0900 hours went to sleep upstairs. Between 1100-1130 hours HERON woke and ate. While upstairs watching TV, he noticed smoke coming through the heating vents. Upon investigation he found smoke emanating from around the door of the room of origin. When he opened the door he saw the fire and singed his hair. He then went to the phone upstairs and dialed "911" and exited the house. COMMENTS: The scene was released to subject No further action by this investigator. INVESTIGATION CLOSED ~37" I 9 FD-302 (Rev. 3?10?82) FEDERAL BUREAU OF INVESTIGATION Date of transcription 12/ 2 4/ 8 9 I Police Officer, Fairfax County, b5 Virginia, was interviewed at his place of employment, the Mount b7C Vernon District Station (360?8400). After being apprised of the interviewing Agents' identity through display of credentials and the purpose of the interview, advised as follows: On 12/11/89, he responded to a house fire at 8103 Pinelake Court, Alexandria, Virginia (but legally located in Fairfax County). He arrived at approximately 11:55 AM, and was immediately advised by the Fire Department officers that they did not need his assistance, as it was merely a mattress fire. He then left the scene and resumed patrol. Approximately 40 minutes later, he was dispatched back to the same location. The fire officer advised him that he believed the fire had been caused by someone freebasing cocaine, and inquired if there was any criminal Violation. ranking fire officer on scene, showed where the fire started. Laying on the floor was a glass bowl. An acetylene torch was nearby, by the not touch anything, since he was advised the Fire Marshal was enroute. examined the glass bowl, and observed a screen stuck down into the bowl. He has experience with drug investigations, and determined that it appeared that someone had been smoking crack cocaine with this pipe. Interviewing Agents supplied by the Fire Marshal. He recognized the fire scene, and stated that when he first saw the bowl, it was under the chair, with the burner next to it. The bowl did not appear to have been dropped, i.e. it was set on the floor. There was a cylindrical object to it, identified as a bong pipe. Someone had apparently used the urner to heat the crack. He may have been sitting in the chair, smoking crack, when the burner singed his hair. When he put the torch down to put out the fire in his hair, the torch set the curtains on fire. He was identified as the homeowner?s husband. did not speak with him, as he was being treated by paramedics. has had no contact with the homeowner. did not conduct a field test of the items because they were too badly charred to be of any benefit. A check of the Mount Vernon Station records revealed that there have been no prior incidents at this residence. a DMV check and learned that drivers license is suspended. advised that he will monitor activities at this residence for continued evidence of drug activity.
