For the reasons stated below, your request for a change in location of your 3225 N. 5th St. Highway dispensary location in Muhlenberg Township, Reading, PA is GRANTED. Muhlenberg Township has requested that Franklin Bioscience Penn LLC (?Franklin Bioscience?) enter into an agreement with Muhlenberg Township that requires Franklin Bioscience to pay a Host Bene?t Fee of up to ?ve percent on gross receipts generated by the Muhlenberg Township dispensary location. If Franklin Bioscience is required to pay the Host Bene?t Fee, Franklin Bioscience?s ?nancial position may be negatively impacted, which may, in turn, result in in?ated medical marijuana prices for patients. In order to avoid any change in Franklin Bioscience?s ?nancial position, which may result in patients paying higher prices for medical marijuana and diminished patient access, the Of?ce is granting your request for a change in location.
