Re: Request for Change in Dispensary Location
Dear Mr. Weiss,

The Department of Health?s Of?ce of Medical Marijuana is in receipt of your
correspondence dated August 25, 2017, which contains your request for a change in location of
your 3225 N. 5th St. Highway dispensary location in Muhlenberg Township, Reading, PA. For the
reasons stated below, your request for a change in location of your 3225 N. 5th St. Highway
dispensary location in Muhlenberg Township, Reading, PA is GRANTED.

Muhlenberg Township has requested that Franklin Bioscience Penn LLC (?Franklin
Bioscience?) enter into an agreement with Muhlenberg Township that requires Franklin
Bioscience to pay a Host Bene?t Fee of up to ?ve percent on gross receipts generated by the
Muhlenberg Township dispensary location. If Franklin Bioscience is required to pay the Host
Bene?t Fee, Franklin Bioscience?s ?nancial position may be negatively impacted, which may, in
turn, result in in?ated medical marijuana prices for patients. In order to avoid any change in
Franklin Bioscience?s ?nancial position, which may result in patients paying higher prices for
medical marijuana and diminished patient access, the Of?ce is granting your request for a change
in location.

The Of?ce will be setting up a meeting with you in the near future to discuss the information that
you will be required to submit regarding the new location. Please note that the regulations require
that the new location must be within the boundaries of the region for which the initial permit was
issued. 28 Pa. Code
