Prepared for: Hudson Bay Railway Company HBR Herchmer Subdivision - Flood 2017_Final Report.docx AECOM 2017 Condition Assessment Project number: 60549929 Executive Summary AECOM was engaged to provide professional assistance to HBR immediately after northern Manitoba experienced unprecedented flooding in the spring freshet of late May 2017. The 155-mile long portion of the Herchmer subdivision north of Amery and leading to Churchill washed out in more than 20 locations and the receding waters uncovered extensive damage to the railway at approximately 130 locations, including bridge damaged locations, culvert separation locations and other locations of concern. Churchill has been cut off from any land access since the flooding occurred. In late June/early July an on-the-ground reconnaissance was conducted by AECOM personnel assisted by HBR staff to inventory the extensive damages to the line. A technical briefing was given to key stakeholders in Winnipeg on July 18, 2017. In the interim, AECOM has also been working with HBR to develop a repair plan and estimate the costs of restoring the line to a safe operable condition. This report outlines a sixty day plan to restore service in the line which is ambitious given the remote locations requiring repair and the shortness of remaining construction season. Critical components for the repair are the construction of an ATCO-like camp on rail cars and the availability of air dumps and an automated conveyor train. Although geotechnical drilling/evaluation is yet to be completed, a typical repair scheme has been assumed for the basis of the cost estimate. The total cost of all essential repairs identified to date is approximately $43.5 million. AECOM is currently readying contract documents to tender the work for repairs to commence by early September 2017. All of the repairs detailed in this report are essential; however; only the immediate repairs are required to restore basic service in the line. Work on non-immediate repairs will start after completion of all immediate repairs and will proceed until freeze-up. Any non-immediate repairs that are not completed before freeze-up will need to be deferred to spring of 2018. If there is sufficient time to complete all repairs in 2017, the total cost will be lower as the estimate prepared for this report was based on performing immediate repairs over a 60 day period in 2017 and all non-immediate repairs over a 90 day period in spring of 2018, which would require additional mobilization and demobilization costs. The plan is to complete at a minimum all immediate work in 2017 with the goal of re-opening the line for safe passage of light loaded trains in early November 2017. However, there are several factors, such as contractor availability, procurement delays, equipment availability, or early freeze-up that may prevent this from happening. Introduction 1.1 Background Project number: 60549929 Hudson Bay Railway Company’s HBR line runs from The Pas to Churchill in Manitoba. This line provides a vital link for commerce and transportation in a remote area that presents multiple challenges to operate and maintain a rail line. HBR is the only land access that serves the town of Churchill and outlying communities on Hudson Bay. Figure 1 shows a map of the HBR line. Figure 1 HBR Line In May 2017, the area endured a flooding event affecting the Herchmer Subdivision (from MP 326.1 in Gillam to MP 509.8 in Churchill). On May 23, 2017, the Herchmer Subdivision north of Amery (MP 355) was deemed unsafe to operate and all train traffic was halted. The zone most significantly impacted was from MP 355 to MP 505. 1.2 Purpose and Scope HBR engaged AECOM to produce a condition assessment of the existing infrastructure of the Herchmer Subdivision. This report summarizes the findings from the assessment and presents a preliminary repair plan and conceptual cost estimate to restore service to the line. Project number: 60549929 Flooding Event AECOM performed a statistical analysis using 40 years of data from three Water Survey of Canada gauges in the region of the HBR Herchmer Subdivision to determine the strength of the flooding event. The results of the analysis are presented in Table 1 and Table 2. For the Weir River, the event from 1983 remains the flood of record although the 2017 event was very close to that level. For further context, the 1983 flood was only the 17th highest for the Churchill River. The reason for this is that the Deer and Weir River watersheds are local to the northeastern portion of Manitoba while the Churchill River is one of the largest watersheds in Canada. As such, extreme events on the Churchill River could be generated from extreme hydrologic conditions in other parts of Canada while the Deer and Weir River are only influenced by local weather patterns. For reference, the 1997 flood of the Red River was close to a 100-year event. It was also subsequently used as the design flood that all of the infrastructure and flood mitigation upgrades in the Red River valley were designed to (i.e. 1997 flood level plus 2 feet of freeboard). This is still used as the design standard today. AECOM performed a site inspection of 182 miles of track, 32 bridges and 484 culvert locations in the Herchmer Subdivision. The flooding resulted in washouts, erosion and damage to various Herchmer Subdivision assets, in particular from MP 393.6 to MP 444.9. A preliminary inspection by helicopter was performed on June 1, 2017, a few days after water levels had reached their peak and following the line closure to traffic on May 23, 2017. This preliminary inspection was conducted by an AECOM specialist. Water levels observed were 1.5m lower than the peaks reached earlier that week. The complete site assessment of the rail infrastructure was undertaken by three AECOM specialists with support from HBR staff. The inspections were conducted by hi-rail and stops were made at all the locations of concern. The chronology of the site reconnaissance was:  MP 326.5 to MP 434: Inspected from June 23 to June 29, 2017.  MP 434 to MP 508.4: Inspected from July 6 to July 12, 2017. Each segment of the rail track as well as bridge and culvert structures were inspected to document the existing conditions and identify deficiencies and the extent of the damage. Additionally, the team identified specific improvements that could be made to help prevent similar damage from future flood events at certain locations as well as locations that require further investigation to fully assess the extent of the damage. The detailed findings from the assessment are described in Section 4. Based on the site assessment and inspection notes, photos, and videos taken during the inspection, a plan to repair and restore the line to safely operate trains (Section 5) as well as a cost estimate to do so (Section 6) were prepared. The deficiencies observed in the condition assessment of the Herchmer Subdivision were grouped into two categories:  Essential and Immediate Repairs (Section 4.1): This includes structures and infrastructure that need to be repaired or stabilized immediately to make the track safe for passage of trains. An example of such repair would be to investigate the underlying strata and engineer the reinforcement of the embankments that need to be made, and then conduct the repair. Improving track surface to eliminate the “impassable track” surface defects that were caused by complete inundation and then rapidly receding waters would be a second example where there are numerous locations which are not tied to washouts or any other easily identifiable damage locations. Track surfacing with mechanized equipment is necessary to restore the track to service.  Essential but Non-immediate Repairs (Section 4.2): This includes structures and infrastructure that do not require immediate repair or rehabilitation. An example of non-immediate repairs would be adding new or additional culverts to improve hydraulic flow capacity at a particular location, or to improve track profile at bridge “pile-jacking” locations. In some areas, additional investigation will be performed (under AECOM’s current scope) to fully determine the extent of the repairs required:   Geotechnical inspection: o Eight unstable areas: MP 413.40, MP 417.97, MP 424.72, MP 433.73-MP 433.78, MP 441.38-MP 441.91, MP 442.45, MP 444.06, and MP 444.90. o Three bridges: MP 419.4, MP 441.5, and MP 496.4. Underwater inspection for scour. Two bridges: MP 331.5 and MP 349.8. o Additionally, a complete inventory of culverts and bridges with no apparent damage is included in Appendix A. 4.1 Essential and Immediate Repairs AECOM identified 30 locations for immediate repair as shown in Figure 2:  21 washouts on track. Project number: 60549929 Repair Plan All repair methods require the use of a mobile (trailer on flat car) camp car set up to be deployed to siding locations close to the work sites. It is estimated that such a camp would need to house approximately 38 people for the duration of the repair period. The locations anticipated to be available for placing the camp are: MP 392, MP 411, MP 426, and MP 442. In addition, all repair methods also require that access to the Limestone pit is restored as this is the location that will be used to obtain pit-run material. 5.1 Repair Methodologies The first repair methodology developed consisted in performing a linear repair from south to north using air dumps (side dump rail cars) and other equipment, supplemented by a second front from Churchill southward. It was quickly learned that the opportunity to open the second front had already passed as the next available barge to Churchill from Montreal would not arrive until mid-October. After detailing the schedule of work and activities required working only from south to north, it was determined that it would take up to five months to complete all immediate repairs. Therefore, this methodology was discarded. An alternative to using air dumps is the use of an automated conveyor train (ACT), shown in Figure 3, to transport/deliver multiple types of earthworks fill material to each site and convey the appropriate type of material directly into the repair location. The ACT can be loaded with a variety of materials to deliver to each site and can place the materials very close to the final location. Bobcats and excavators would still be recommended to move material on site and perform final placement for compaction. The timeline to complete the immediate repairs using this equipment falls within the window of 60 days assumed to be available to perform work this year before freeze-up. Once the immediate works are complete, the line could be re-opened for service. Work on non-immediate repairs will commence right after completion of immediate repairs and will continue until freeze-up. However, if there is not sufficient time to complete all non-immediate repairs this year, work will resume in spring of 2018. The cost estimate presented in Section 6.2 was developed for this cautious scenario. Figure 3 Herzog’s Automated Conveyor Train (ACT) Prepared for: Hudson Bay Railway Company HBR Herchmer Subdivision - Flood 2017_Final Report.docx AECOM 70 2017 Condition Assessment 5.2 Project number: 60549929 Temporary Enabling Works (TEW) Considering the uncertainty in weather and to try to avoid the possibility of an early freeze-up that could interrupt the repairs before the line is ready to be re-opened, an option with repairs in multiple fronts using air dumps was developed. In this option, three hi-rail platform excavators are utilized to initially perform temporary enabling works (TEW) at washout locations from south to north. This strategy will allow for a work train with air dumps to unload washout repair materials (including geogrid grade reinforcement materials) at all locations up to the half mile long repair location at 441.6. Following the TEW, it will be possible to make permanent repairs to three sites at a time and complete all immediate repairs within the 60 day window. Alternatively, the ACT could still be used in place of the air dumps to complete the repairs at multiple locations more efficiently and in less time. It would be prudent to immediately undertake the TEW option as an initial plan which will then reduce the dependency on the ACT delivery system. Activating this option in advance of the main contract start-up adds equipment rental expense for excavators and bobcats (shown as an additional line item in the cost summary) but will potentially reduce the schedule and the project impact of an early onset of winter. It should also be noted that there is not a sufficient supply of air dumps available at this time to execute any 60 day repair plan which is solely dependent upon air dumps to deliver material to repair sites. HBR has only two serviceable air dumps and two more that may be made serviceable. A supply of at least 30 (40 preferred) is required to execute a 60 day repair plan. The TEW would commence by mobilizing an excavator on a high-rail platform pushing and pulling two material haul carts. The initial access would be north of Bird and the operator would need a second employee, in a hi-rail vehicle to follow with a satellite phone. A helicopter would need to be available on standby for emergencies. The excavator would borrow materials from washout material and ballast shoulders on the approach to washout locations and then adequately fill each location to temporarily allow passage of a work train. These temporary works would then allow air dump work trains and/or the ACT to proceed to multiple locations to deliver material. The locations are shown in Figure 4. It would then be possible to begin permanent repairs at multiple locations including the half mile long location at 441.6. Figure 4 TEW Locations The location at 441.6 is the most problematic/expensive repair location and it will be important to commence work at that location as soon as possible. Repair work on locations north of 441.6 will only be able to commence after repair of this half mile long location. Geotechnical investigation is being mobilized to this site now, as well as the other identified unstable areas, and the results will be used to refine the recommended repair schemes for these areas. The cost estimate has been prepared with an order of magnitude of -35% / +35%. A significant portion of the estimate is based on assumptions and allowances which are yet to be confirmed. As this report is an office-based study, geotechnical investigations will be required to increase the margin of accuracy for earthworks and structures. These studies will provide the data needed to refine the estimate. To proceed with our evaluations, certain hypotheses were devised to account for soil conditions, based on experience from similar projects in the region. Precise scope of works, quantities and unit costs must be determined through subsequent inspections. Contingency allowances were assumed to provide for unknown items that are likely to be encountered during construction and variability of field conditions. Construction costs have been derived from a variety of methods as follows:  Manual calculations.  Benchmarked rates and prices derived from past experience.  Input from HBR’s database. The estimates include earthworks, track repair, culverts and an allowance for bridge repairs. An additional allowance for overhead and profit was also included in the estimate. 6.1 Basis of Estimate Prices are in CAD$ using 2017 unit costs (no escalation). The following assumptions were made in the estimate:  Immediate repairs will be completed in 60 days in 2017. Non-immediate repairs will be completed over a period of 90 days in the spring of 2018.  Crews work for a maximum of 12 hours per day.  Equipment and materials will be available by the time construction starts.  Weather will be appropriate until the end of the planned works.  Earthworks: all material from Limestone Pit is assumed to be suitable for granular fill and sub-ballast.  Culverts: corrugated steel pipes (CSP ranging in diameter from 24” to 60”) have been used in this estimate.  Maintenance: an allowance for surfacing and tie replacement has been considered as part of HBR’s maintenance program which was prevented by the flooding. It was assumed that 12,000 ties would be replaced and that surfacing would be performed on 50% of the 185 miles.  Environment: no allowance has been considered for environmental constraints and possible mitigation needs as these costs are not anticipated.  Overhead and Profit: an additional allowance of 15% of the total cost has been included for contractor profit.  Contingency: a contingency allowance of 30% was included. The contingency allowance is provided to cover those costs that are unforeseen at the time the estimate was produced and may become apparent as construction proceeds.  Bridges: it was assumed that no additional repairs will be identified during pier sounding.  Unstable areas: A typical repair was assumed for all unstable areas (to be refined after the geotechnical investigation is performed). See Figure 5. Project number: 60549929 Conclusions and Recommendations The results of the geotechnical and underwater bridge scour investigations that are underway may impact the recommended schedule and cost estimates included in this report. A sixty day repair plan to restore service in the line is outlined in this report. However, repairs must commence in early September if the line is to be reopened this year as the obvious concern is to have enough remaining construction season in 2017. Two methods have been outlined using air dumps or an automated conveyor train to make the repairs. The supply of equipment has not yet been secured and this must be undertaken as soon as possible. The supply of a camp is also essential. Both repair methods require temporary enabling works (TEW) to access multiple sites to commence repairs at up to three locations at the same time. A separate contract for rental of a hi-rail excavator to immediately commence TEW work is recommended. The repair locations are listed as immediate and non-immediate. All repairs are essential for completion to permanently restore the line to service for the safe passage of trains. However, once immediate repairs are completed, the line could be re-opened for service while non-immediate repairs are finalized. The plan is to complete all immediate repairs in 2017 and to perform as much work as possible on the non-immediate repairs until weather prevents further work. If the full repair plan cannot be executed, then non-immediate works will be deferred to the spring of 2018. Additional costs for remobilization of equipment, men and materials in 2018 have been assumed in the cost estimate. The estimated cost of repair work, including contingency, is $ 43,418,956.
