Schools: December Renewals Overview of Charter Renewals in OPSB Standards for Renewal Recommended Charter Term Lengths Superintendent’s Recommendations Charter renewals are driven primarily by the schools’ academic outcomes over the charter term, specifically its School Performance Score (SPS). Charter schools become eligible for a range of renewal charter term lengths based upon their State Letter Grade in the year prior to the renewal recommendation. Additional factors from OPSB’s Charter School Performance Framework also inform the final decision, specifically a school’s performance on the Financial (FPF) and Organizational (OPF) performance frameworks. Additional years may be added or subtracted from the base charter term given academic accomplishments and past performance on the OPF and FPF, and the need for specific intervention. The Superintendent’s recommendations must be submitted to the School board no later than the December 2017 Board meeting, and shall be implemented unless rejected by a two-thirds majority vote of the full School Board. OPSB Renewal Policy Guidelines: Term Lengths  State and local policy sets the base and maximum charter term lengths upon renewal  The base term length is determined upon the most recent LDOE School Letter Grade Letter Grade Base Term Length Maximum Length A 8 Years 10 Years B 6 Years 9 years C 4 Years 7 years D 3 Years 4 Years T 3 Years 5 years F Source: R.S. 17:3992; OPSB Policy HAB Not eligible Modifications to Base Term Lengths Local Policy HAB identifies specific modifications charter schools can become eligible for, specifically:   Growth Modifications:  Addition of one year for each letter grade of growth achieved  For an A school, a bonus for every year they meet SPS growth goal for school (Top Gains)  For an A School, a bonus for every year they are in the top 5% of schools for SPS score (by school type)  For a Turnaround school, a bonus for every year they meet SPS growth goal for school (Top Gains), if the school isn’t already eligible for renewal. Financial and Organizational Performance Modifications:   Based upon the Superintendent’s review, up to 2 years can be added or subtracted from the base term given OPF or FPF performance. Intervention Modifications:  Subtraction of one year for any point at which the school is subject to a Tier 2 Intervention  Charter term length halved and/or maxed to 5 years if ever placed in Tier 3 Intervention Tracking Academic Charter School History  When reviewing SPS scores and letter grades over the charter term, we adjusted SPS scores to a “percent of total points earned” in order to account for scale changes over time. Most notably, in this charter term between 2012 and 2013, as the scale shifted from 200 to 150 points.
