SEA PROSECUTING ATTORNEY CASE SUMMARY AND REQUEST FOR BAIL CONDITIONS OF RELEASE The State incorporates by reference the Certi?cation for Determination of Probable Cause prepared by Detective Nathan Janes of the Seattle Police Department for case number 2017-3195506. Pursuant to OR the State requests a warrant because of the likelihood that the defendant will commit a violent offense. According to the Certi?cation for Determination of Probable Cause, the defendant followed the victims as they were walking toward the King County Courthouse. The defendant was armed with a pair of scissors he held over his head as if he were going to stab them. The defendant?s actions were concerning enough that one of the victims, a King County Sheriff Department deputy in plainclothes, drew his service weapon to stop the defendant?s advance. After a standoff, the defendant then ?ed. He was eventually located and found to be in possession of the scissors. The defendant told the arresting of?cers that he was angry at employees of the courthouse. The actiOns of the defendant are obviously very concerning to the State. The defendant?s adult criminal history includes convictions for Harassment (2001), Malicious Mischief (2005), and Criminal Trespass in the Second Degree (2016). The defendant has juvenile convictions for Taking a Motor Vehicle without Permission (1996 2), and Assault in the Fourth Degree (1997). According to Court Services, the defendant reports being homeless with no mailing address or contact number. In addition, he did not provide any references. Court Services notes that he has aCcumulated six warrants in King County since 2001. There is probable cause to believe that BRADBURY, MATTHEW REED, 1/26/1981 committed the crime(s) of: - Assault in The Second Degree (0 Deadly Weapon), in seattle County of King, in the State of Washington. This belief is predicated on the following facts and circumstances: This incident occurred at 3rd Avenue and James Street in the city of Seattle, county of King, state of Washington on August 29, 2017 at about 0816 hours. The two victims in this case are on duty King County law enforcement officers. They were in plain clothes with police badges clipped to the front of their belts. V/Urquhart noticed suspect Matthew Bradbury sitting down and yelling at random passersby at 3rd and James Street. Urquhart was waiting to cross the street when suddenly he could hear Bradbury yelling in a more directed manner. it appeared that Bradbury had turned his attention to Urquhart and V/Barringer. Urquhart could not tell what Bradbury was saying because it was mumbled, but it sounded very aggressive. As Urquhart and Barringer began to cross the street, they turned around to see if Bradbury was still yelling at them. As they turned, they saw Bradbury following them with a pair of scissors held above his head in a pre-attack stabbing position.? Bradbury had the scissors gripped by the base as a knife, not in the way typically done for normal scissor use, but to be used as a stabbing instrument. Urquhart and Barringer both felt S/Bradbury was going to stab them causing at least significant injury to them unless they acted. V/Barringer unholstered his handgun as Bradbury was getting so close to them with the scissors held over his head. Bradbury ceased his forward movement and a standoff ensued. Bradbury then fled westbound on Cherry Street. Bradbury was located near Occidental Avenue South and Railroad Avenue South by uniformed Seattle Police patrol officers. He was detained. Urquhart and Barringer both identified Bradbury as the suspect. Bradbury was aggressive with Seattle Police officers. He tried to spit on them so they applied a spit sock. During their search incident to the arrest, officers located the scissors on Bradbury and placed them into Evidence. After being advised of his Miranda Rights, Bradbury told officers that he was angry at the court house and all of its employees but did not try to stab the two victims. He also said he did not know that they were law enforcement. He just saw them walking toward the court house and that sufficed as enough information that they were now his targets. Urquhart told the officers that they did not verbally identify themselves as law enforcement to Bradbury during the incident. Seattle Police Officer Jared, in uniform in a marked patrol vehicle, transported Bradbury from the scene. During the drive, Bradbury called Officer Jared derogatory names, and shouted similar insults to people walking on the sidewalk. Bradbury threatened to kill Officer Jaren. Bradbury said that if he found Officer Jared when he got out he was going to slice his throat.
