9" DENVER THE MILE HIGH CITY NORTH DENVER CORNERSTONE C0 LLABORATIVE Denver City Council Safety Committee September 13, 2017 AGENDA Human Rights & Community Partnerships (HRCP) / Energy Outreach Colorado (EOC) Existing Contract Extension for Phase I of Home Improvements City and County of Denver (CCD) and Colorado Department of Transportation (CDOT) Intergovernmental Agreement (IGA) for Home Improvements in Elyria Swansea • Background • CDOT – CCD Partnership City and County of Denver New Contract Execution with Energy Outreach Colorado to Provide Home Improvements in Elyria Swansea Questions and Comments 2 HRCP – EOC EXISTING CONTRACT & EXTENSION HRCP contract with EOC covers: • Outreach education about energy efficiency programs • Commercial and residential energy audits • Since 2008, EOC has been in contract with the CCD to provide energy improvements to non-profits and affordable housing building • $750K HRCP/EOC Extension: • Adding $925K to existing $750K contract • Total $1.675M – covers 2017 Phase I home mitigation ($175K) & 2018 HRCP work 3 CDOT CENTRAL 70 BACKGROUND  Reconstruction of Interstate 70 corridor between I-25 and Chambers Road (10-mile stretch) east of downtown  Central 70 Project will: • Remove the aging viaduct between Brighton and Colorado boulevards and lower this section of the interstate below grade • Place a 4-acre cover park over the lowered interstate adjacent to Swansea Elementary between Columbine and Clayton streets  January 2017, Federal Highway Administration (FHWA) issued a Record of Decision (ROD) for the project • Acknowledges increased dust and noise during construction as an impact of the project • Requires CDOT to mitigate this impact by providing residents certain mitigation measures 4 CCD – CDOT INTERGOVERNMENTAL AGREEMENT FHWA ROD • 148 mitigation efforts • CCD will coordinate with CDOT on the implementation of most critical mitigations • Home improvements in preparation for construction – part of the of 148 commitments CCD – CDOT IGA • Outlines roles and responsibilities of CDOT & NDCC • Delivers $2.3M from CDOT to CCD (through NDCC) 5 CCD – CDOT PARTNERSHIP Offering home improvements for up to 300 homes located between Colorado and Brighton boulevards and between 45th and 47th avenues. Mitigation boundary defined by the ROD. 6 CCD – CDOT PARTNERSHIP  CDOT will offer the following for up to 300 homeowners within the boundary: • • • • • • • Two portable or window-mounted air conditioning units with air filtration Interior storm windows Attic insulation Caulking & Weather stripping Carbon monoxide detector, smoke detector & programmable thermostat Furnace filters Energy bill credits to offset increased usage with cooling  Homeowners can choose all items offered, some items, or none of the items  Installation of home improvements is free of charge to homeowners  Purpose is to protect homes within 500 feet of construction from dust and noise  Home improvements will be complete before start of construction 7 CCD – CDOT PARTNERSHIP  CCD is providing an additional $1.45M in home improvements that complement CDOT’s offerings  CCD’s offerings include: • Window and door replacement • Heat ventilation and air conditioning (HVAC) • Positive pressure air ventilation  CCD’s offerings will be determined on a case by case basis for homes via the assessment  Home assessments will inform CCD of which homes are in need of the above improvements and/or if the home can feasibly accommodate the offerings  All CCD offerings will be provided free of charge to the homeowners  CCD and CDOT also partnering to provide workforce training in energy efficiency as part of this program 8 CCD – CDOT PARTNERSHIP  CDOT has contracted CREA Results, a grassroots organization, to deliver culturally-sensitive community outreach and education  CCD is contracting with Energy Outreach Colorado (EOC) to conduct the home assessments and implement the improvements. EOC will contract individually as necessary to complete the work with: • Mile High Youth Corps • Groundwork Denver • Energy Resource Center  CCD and CDOT are maximizing on NDCC’s established relationships with neighborhood-based non-profit organizations and other partners dedicated to improve the overall quality of life of residents 9 CCD – EOC NEW CONTRACT EXECUTION  EOC will be the program manager for the mitigation/home improvement efforts associated with CDOT and CCD  EOC will provide monthly invoices and monthly reporting to ensure quality coordination and services. Final inspections of all houses will be completed by EOC to verify accuracy of the assessment and construction  EOC will assess homes for combustion efficiency and safety, general structural integrity of the home, air leakage, indoor air exhaust capabilities, thermal barrier performance, fire hazards, mold or moisture damage, electrical safety and base-load testing, and indoor air quality and moisture inspection  EOC will coordinate with CCD to phase assessments and appropriately prioritize delivery of services  EOC is bringing additional resources, such as: Low Income Energy Assistance Program (LEAP), Xcel Energy rebates, etc. 10 PROGRAM BENEFITS  Increased protection from noise and dust during upcoming construction of Central 70 project  Estimated $10K in free home improvements  Energy efficiency resulting in savings in utility bills  Indoor air quality and safety improvements (smoke and carbon monoxide detectors)  Critical investment in affordable housing stock at key time  Pilot concept of geographically targeted home improvement program  Efficient coordination between government agencies to deliver comprehensive home improvements package 11 Um2w 0 WE. go?m??o?g QcmijZQV
