Dear FOIA Officer,

USA TODAY respectfully requests, pursuant to the Freedom of Information Act, copies
of the following records held by the Office of the Secretary of Defense:

0 All reports to Congress on the total expenditures incurred by the United States
Government which are directly attributable to the exercise of powers and
authorities conferred by Proclamation 7463. These reports are required by 50
U.S.C. 1641(c) and were delegated to the Secretary of Defense under Executive
Order 13313.

USA TODAY also requests a waiver of all fees under 5 U.S.C. Section 
Dissemination of the requested records is in the public interest because it will
contribute significantly to public understanding of the operations or activities of the
government. USA TODAY is a national newspaper of general circulation, and the
requested records are for newsgathering purposes and not primarily in in the
commercial interest of USA TODAY or the Gannett Co., Inc.

Please respond within 20 days, as required by law. Thank you for your assistance.
