Ann Elise Sauer Republican Staff Director United States Senate Armed Services Committee 202-224-4928 Ann_Sauer@armed-services.senate.gov Ann Elise Sauer was appointed Staff Director for the Minority of the Senate Armed Services Committee on February 21, 2012. She reports to United States Senator John McCain, Ranking Republican Member of the Committee and manages the Republican staff of the committee, who are charged with implementing Senator McCain's agenda and supporting his priorities in the national security arena, and particularly, the annual defense authorization legislation. She also ensures the committee staff coordinates with and supports the Republican Members of the committee and their staffs. Ann had previously served on the committee staff for approximately 14 years. Prior to re-joining the Senate Armed Services Committee staff, Ann was the owner of Ann Elise Sauer, LLC, a consulting firm specializing in federal budget and fiscal policy information and insights. She provided advisory services to major defense corporations, worked with think tanks and analytical firms, and supported smaller entities through affiliations with other consulting firms. Ann retired from Lockheed Martin Corporation in January 2011 as the Vice President, Acquisition Policy, Logistics, and Budget, in the Washington Operations office, where she advised the Corporation on all matters relating to the federal budget and managed all senior Executive Branch interactions with respect to the Corporation's programs and pursuits. Ann joined Lockheed Martin Corporation in May of 2000, serving for the next 10 years in a variety of progressively responsible positions. At various times during her tenure at the corporation, she was responsible for identifying and prioritizing wideranging policy issues within the corporation or under consideration in the government, as well as developing and implementing the corporation's strategies related to tax, environmental, procurement, logistics and sustainment, and federal contracting policies and programs. At one time, she managed the corporation's Washington-based strategies related to C4ISR, advanced development, and unmanned systems programs and strategies, and led the Washington Operations team responsible for supporting the corporation's Navy, Marine Corps, Air Force, and Coast Guard programs for the Electronics Systems business area. She was the corporation's federal budget expert, responsible for tracking and analyzing the federal budget, both defense and non-defense. At various times, she was responsible for managing the corporation's senior-evel interfaces with senior Executive and Legislative Branch officials on a wide array of programs and policy issues. Before joining Lockheed Martin Corporation, Ann worked in the United States Senate for 23 years. At the time she left the Senate, she was a senior aide to Senator John McCain (R-Arizona), serving first as his advisor on national security issues and then as his legislative director for three years. During her tenure on Senator McCain's staff, she advised him on defense and foreign policy, federal budget process and policy, and a wide variety of domestic policy issues. From 1979 to 1993, Ann served on the staff of the Senate Armed Services Committee in positions of progressive responsibility. Her responsibilities as a professional staff member included federal and defense budget analysis and process, military readiness, arms control and non-proliferation, chemical demilitarization, and other policy matters. In 1993, prior to joining Senator McCain's staff, she served on special assignments as military legislative assistant to Senators John Warner (R-Virginia) and Bob Dole (R-Kansas). Ann also served on the Reagan Department of Defense Transition Team in November and December of 1980. Ann earned her Bachelors of Arts in Liberal Sciences from Georgetown University, specializing in International Relations. She also received an Associates of Arts Degree in Business from Ashland University in Ashland, Ohio.
