The total amount available for this period is $25,000. Discussion: Below are comments that members included on their evaluation form to either support their evaluation or provide suggestions for ways the contractor can improve. Note: ln the comments below the abbreviation inside parentheses refers to area; Prospect Park (PP), East Bank (EB), and West Bank The score(s) and notes corresponding to the comment are included in brackets after the comment. Maintenance of Access: (PP) Lower score of 6 was given for part A due to issues of maintaining access for Spire on several occasions and the post office as noted in the concern log. (SV) Sidewalks are just now getting completed on the 600 block of Washington Avenue. score of 2 was given for meeting restoration goals.] Safety: heard a lot of positive feedback from neighbors, businesses, and patrons about the rubber mats used as the pedestrian path. (PP) The sidewalk on the north side of University Avenue was closed without providing reasonable pedestrian access. score of 8 was given due to this issue.] (PP) The fences around 29"' Avenue for pedestrians to exit and enter Overflow Coffee and other surrounding businesses were helpful when implemented but they were not implemented at all times and customers, including children from the Montessori school were in a construction zone without safety barriers. score of 7 was given due to this issue.] (PP) Diggers started activity at 3000 University Avenue before safety barriers were put up so pedestrians were walking next to operating diggers. score of 7 was given due to this issue.] (PP) Sidewalk/crosswalk at Malcolm and Bedford was not always safe and clear, barriers were too close to the fence (making the pedestrian path too narrow). score of 4 was given due to this issue.] (PP) Unsafe crossing pedestrian path at Super America routed pedestrians through sandy area. Site Cleanliness Organization: (PP) The main streets were free of debris and trash was minimal but the sidewalks and side streets were littered with dirt and gravel. score of 8 was given due to this issue.] (PP) Trucks were parked in the pedestrian crosswalk at 2829 University Avenue. score of 8 was given due to this issue.] (PP) A smaller digger was left on the boulevard alongside the sidewalk of 28"' and University Avenue for several weeks. (SV) Dust has been getting worse with dry weather and large trucks coming in and out of the construction site. score of 8 was given due to this issue.] (SV) There are multiple private construction vehicles parked daily in the loading zone on the south side of Harvard. [Score of 2 given for minimizing use of space outside the construction zone for personal vehicle parking.] (SV) There have been some issues with parking of private vehicles on the north side of Harvard by construction staff. This was addressed and corrected but it made it difficult for cars leaving the ramp and the hotel. score of 7 was given due to this issue.] (SV) When a fence was knocked down, it was corrected soon. information Distribution: (PP) information provided about what sidewalks were open/closed was not accurate. score of 7 was given due to this issue.] Responsiveness to Community Concerns: (PP) The issue of Street and Malcolm Avenue was ongoing for several weeks. score of 5 was given due to this issue.] General Comments from Group Discussion: (SV) It would have been nice for businesses to get an update on the reopening of Walnut, it was closed for a week more than what was communicated to us by the contractor. (SV) CCPO and AMJV Outreach has been very responsive and quick to follow up on any issue. (SV) The sidewalks are still not totally complete from Harvard to Oak. (SV) There are holes at the base of the building where the sidewalk once met the building that still need to be filled and sealed, this provides an easy entry for pests. Recommendation: After evaluating and discussing the contractor's work, the Civil West members recommend that the contractor be awarded 85% of the available $25,000 or $21,250. -f 2 Project Director Signature
