was created because of the need for a security plan equal to the energy plan, it wasn't
driven by the price of oil dropping to $30 a barrel as you stated. Additionally, wasn't
created to simply "sideline Iran". It was designed to set the conditions for stability which were
the precursors to building 40 plants. It was also designed to solidify GCC, Jordan, Egypt under a
security construct, lead by two superpowers, using state of the art capability.
