DRAFT: Dear President Tusk, I am delighted today to advise you that the Honourable St?phane Dion will soon depart Canada for Europe as Ca nada?s Ambassador to Germany and my Special Envoy to the European Union and Europe. Mr. Dion is one of Canada?s most accomplished public figures, with a profound interest in and understanding of Europe. This unique appointment is an indication of the importance that Canada places on our relations with the European Union, its Member States, and the rest of Europe at this challenging time for the continent and for the world. As my Special Envoy to the EU and EurOpe, Mr. Dion will of course play an important role in encouraging robust implementation of the two landmark agreements which now guide our relations, the CETA and its counterpart, the Strategic Partnership Agreement (SPA). More than that, however, he will play a central role in advancing Canadian interests throughout EurOpe, ensuring coherence across the activities of Canadian diplomatic missions in the region (including those not hosted in EU Member States), and providing strategic guidance to my Government. In all this, he will have open lines of communication to me, my office and my Cabinet Ministers. Mr. Dion will also work with the EU and other European partners to advance a progressive international agenda based on the long history and common values and interests that Canada and Europe share. Key areas ofjoint cooperation could include: an open, progressive international trade agenda; energy and climate diplomacy; migration management; promotion of diversity, inclusion and pluralism; defence of the rule of law and human rights; and protection of international peace and security. This task is all the more important today as the very underpinnings ofthe post-World War II international economic and geopolitical political order are increasingly being called into question, and as the EU considers reforms to address public discontent and rising populism in this 60"h anniversary year of the Treaty of Rome. In these important assignments, Mr. Dion's unique experience and attributes will be of enormous strategic benefit to both Canada and Europe. From his base in Berlin, he will engage with interlocutors across Europe at the highest levels on behalf ofthe Government of Canada. While Canada will continue to be represented full-time by our existing Mission and our excellent Ambassador to the EU in Brussels, Mr. Dion will be a valuable additional resource to drive Ca nada-EU relations forward, and to drive our shared agenda forward across Europe. I trust and expect that he will be afforded high-level access whenever he does visit Brussels.
