We have recently received requests from two schools to test their water, however. After much debate, I was instructed by Joe to provide lead testing for schools. The issue is that for schools and large buildings, the testing protocol is different than for homes. The protocol calls for testing each ?xture that might be used for drinking from as it is expected that the building's plumbing and ?xtures, not the service line, would be the primary sources of lead. Should we take on the responsibility of testing all the fixtures in a school or should that be the school?s responsibility? I intend to provide guidance manual on sampling schools to the schools. Breland, MMG Sue Robertson, OPSB Dr. Paul Lo, MMG Introductions Purpose of Testing, Tiffany Delcour and Joe Becker Tiffany Delcour explained the purpose of the school was to perform a risk assessment of ten schools to determine if Lead in the water system ?'om internal plumbing was a concern. The schools selected would be a starting point for the team to review the assessment plans and to make adjustments moving forward to test additional schools. The School District is prepared to provide alternative water for drinking, cooking and possibly hand washing depending on the concentration of Lead found in the samples taken at the school. Joe Becker explained role in assisting the School District in this project. Discussion of Action Level, Group The Primary Drinking Water Standard for Lead is 15 ppb. The Action Level for Lead is 10 ppb. There was discussion that any sample above 5 ppb, would trigger a response from the School District to supply alternative source of water. Chad Lavoie and Vincent Fouchi questioned the response based on the Lead level being 5 ppb. MMG and the School District will review action limit for Lead. Discussion of Sampling and Testing Protocol, Group Dr. Paul Lo discussed sampling would begin at 5 am and would consist of 3 possibly 4 draws from various plumbing ?xtures. The first draw would measure the Lead concentration in the fixture. The second draw would measure the Lead concentration in the pipe. These first two draws would be taken within the ?rst 30 seconds of water leaving the plumbing fixture. The third sample would measure the Lead concentration in the water supply ofthe faciIity. This sample would be drawn after the water is flushed 3-5 minutes. The fourth sample would measure the Lead concentration in the source water in the main. The amount of time water would be flushed would depend on each school. Dr. Lo suggested taking this sample from an outside faucet. Chad Lavoie explained this would not be an ideal sample site as faucets contain brass and Lead. Dr. Lo estimated samples would be taken at each school. The group agreed an internal plumbing ?xture would be a better sample site for the source water. The amount oftimc needed for ?ushing was not determined. Dr. Lo stated only one school would be sampled on the ?rst day of sampling. The protocol would be adjusted- as needed during this sampling event. The proceeding sampling events would be taken at multiple schools simultaneously. SWBNO will have representatives at each school being sampled. The only sample SWBNO will take in the water supply source water. SWBNO representatives will observe other samples being taken. Environmental Affairs will assist with sampling of schools. Chad Lavoie stated it was unlikely laboratory technicians could assist with this project as laboratory personnel are needed in the water puri?cation lab. According to Dr. Lo, sampling should begin in 2-3 weeks. Vincent Fouchi and Chad Lavoie stated the lab was not using the approved method for Lead. The approved method is EPA Method 200.8. Dr. Lo will check with Accutest to ensure the correct method is used. Alternative Water Sources, Group The School District is prepared to provide alternative water for drinking, cooking and possibly hand washing depending on the concentration of Lead found in the samples taken at the school. There was discussion that hand washing using alternative water source may not be necessary. There was discussion of use of ?lters as a means to reduce Lead concentration. Until analytical testing is complete, the use of altemative water source or methods to reduce Lead in water found in the schools? internal plumbing is strictly speculative. Release of Analytical Results, Group Tiffany Delcour explained the release of results would be explained in a letter to parents and press release to the media. Ms. Delcour stated press release and letters to parents would be sent to SWBNO before releasing to the media and to parents. Lisa Martin explained having the press release and letters to parents before being released would assist SWBNO to answer any questions about the source water. Mr. Grant mentioned on the phone call yesterday there were two school districts planning to test. Mr. Grant indicated he would send me both contacts, but I have not received this information yet. i see the testing memo included in this email has two school districts, Orleans Parish School Board and Recovery School District. I am attaching a spreadsheet listing each school and location. According to the website, school starts from most students on August 15, 2016 and for preK and on August 22, 2016. In another meeting not involving this issue, Jay Arnold mentioned that newly constructed schools would not have lead issues as there would not be lead service lines or lead solder. I am copying lay on the plan outline and ask him for his opinion on the list of schools and potential for lead in the internal plumbing at these locations. I see the original emails stated sampling would begin today and later email stated sampling would be delayed. Vincent, do you know when the school district plans to sample? Does SWBNO plan to have representative present when samples are taken? Do we plan to take samples? 00 we know what lab the school district plans to use? i recommend we meet with representatives of the school district and Material Management prior to any samples being taken.
