Request for Information (RFI) / Industry Feedback Immigration and Customs Enforcement (ICE) Immigration Detention Services – South Texas Detention Capability A: Introduction: Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE) is issuing a Request for Information (RFI) to identify one or more facilities (existing, renovation, or new construction) to be turnkey ready and able to provide housing, medical care, guard services, meals, and the day to day needs for approximately 1000 ICE adult male and adult female detainees within 50 ground-commute miles of Interstate 35. If utilizing multiple facilities, there may be no less than 200 beds per facility. The preference is for facilities to be dedicated for ICE detainees exclusively, but shared facilities may be considered. ICE anticipates issuing a single award, indefinite delivery – indefinite quantity (IDIQ) contract for this requirement. This RFI is issued to identify potential sources that can provide the physical structure, equipment, personnel, and vehicles in a properly staffed and secure environment under the authority of the Immigration and Nationality Act, as amended. The intent of this RFI is to obtain market information in accordance with FAR 15.201(e) for planning purposes and to determine appropriate strategies to meet the Agency's requirements. If the results of market research and other factors indicate that it is in the Government’s best interest, ICE may release Requests for Proposals (RFP) for these potential requirements in the near future. However, this RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment to an RFP in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Responders are advised that the Government will not pay for any information or administrative cost incurred in response to this announcement and information submitted in response to this RFI will not be returned. ICE is responsible for the detention of aliens in removal proceedings and aliens subject to final order of removal. ICE houses detainees in a variety of federal, state, local, and private facilities. ICE requires facilities and operators to fulfill the detention portion of ICE’s mission in the South Texas area. Interested parties may consider existing facilities, newly constructed facilities, or physical additions to existing structures to augment services, such as food, maintenance, laundry, utilities, and dental/medical/mental health - as a means to minimize construction costs, build-out time, and operational expenses. The ideal facility or facilities will provide both medium- to maximum-security case beds, and low to minimum security case beds designed and operated to process and house adult detainees (male and female), and provide both transportation and guard services in a manner consistent with ICE’s Performance-Based National Detention Standards (PBNDS) 2011, the DHS Final Rule, 6 CFR Part 115, Standards to Prevent, Detect, and Respond to Sexual Abuse and Assault in Confinement Facilities, also known as the DHS Prison Rape Elimination Act (PREA) Standards, and the agency’s civil detention reform initiatives. B. Facility Overview: • • • • • • • • • • Single or multiple facilities of varying sizes are acceptable. If proposing multiple facilities, must be able to provide the full 1000 beds and no individual facility less than 200 beds. The facility or facilities shall also have 26 beds located in a medical unit that is separate from, and in addition to, the overall total of beds. The facility or facilities shall be located within 50 ground-commute miles of Interstate 35 in Webb, LaSalle, Frio, Medina or Atascosa Counties, Texas. The facility or facilities shall be within an approximate 30-minute surface commute time (30 miles or less) to emergency services (medical, fire, law enforcement, etc.). The facility or facilities shall be located within approximately a 90 minute ground-commute radius (90 miles or less) of the San Antonio Airport. Should have access to public and commercial transportation routes and services Will serve as a transportation hub for picking up and dropping off ICE detainees The facility or facilities shall be managed and operable twenty-four hours a day, seven days a week for 365/6 days a year, including any leap years. The Contractor should provide information on medical capabilities, as ICE may choose to provide medical services or include such services in the facility contract. The facility or facilities shall provide a minimum of 37 office spaces and 35 workstations for ICE administrative staff and parking. Responder’s should indicate if administrative space is available at the detention facility. C. Performance Expectations: The services shall be conducted in accordance with industry standards and ICE standards, as well as state, federal and local laws and statues. Facilities will most likely operate under the PBNDS 2011, 2016 revisions; however, depending on the facility layout, population, and physical characteristics, ICE may consider the application of other detention standards. Additional Questions The additional questions in this section are for information purposes only; responses are voluntary and are not required for any RFI response submission. • In the past, the Government has priced detention contracts with an all-in bed day rate. Are there other pricing structures that could be used to better distribute risk between the Government and a Contractor, which might result in better operational and business outcomes for all parties? • The Government has various requirements for operations at its facilities. Based on your experience, which of these requirements drive the most cost? Why? Are there any changes to requirements that you might recommend that would better meet 'best value' -- i.e., by reducing cost substantially without sacrificing the effectiveness of core operations? • The Government would like to work with its Contractors to jointly identify, plan, prioritize, and implement cost improvement initiatives throughout the period of performance.
