Yet outside of Texas no one seemed to notice. In 1981. the family began buying shares in Marathon Oil. triggering a takeover battle that ended when US Steel bought the company. In the battle for Walt Disney Productions, beginning in 1984. the Basses played the role of white bright, rescuing Disney from corporate raiders who wanted to carve up the company. Starting with a modest stake. Sid kept buying more shares until he had accumulated 24.9 percent of Disney, at a cost of $478 million. He used his clout to install Michael Eisner and Frank Wells as the new management. They orchestrated a tumaround that sent shares soaring. BRUCE KUHN VERSUS TED LYON When Bmce Kuhn scoreda stunning upset over Ted Lyon by a nearly 2 -1 margin on March 27, 1996, local political observers noted that aside from his position on water transfers, Lyon also su??ered personal problems during the campaign. IAZ DON COX Incumbent IID Director Don Cox won with 52 percent of the vote to Mohamed Niaz"s 48 percent in a very heated race laced with personal attacks, anonymous ads and thousands of dollars of personal loans. Cox thinks his win and Kuhn?s victory were clear signals the public wants a change in the way the board is negotiating a water transfer. (Valley Press, 3/27/96) Cox declared that his victory ?will add a little balance on the board? and that his main concern ?is the direction the water policy will be taking. I want to make sure we go slowly and cautiously." (Valley Press, 3/27/96) INDEPENDENT EXPENDITURES AGAINST DON COX In addition to his opponent, Niaz Mohamed, spending money to defeat hint, Cox also incurred the wrath of two men who set up independent expenditure committees to defeat him. One of these men, John Pierre Menvielle, actually ran advertisements against Don Cox without disclosing or identifying where the money came from to pay for the ads until well a?er the election (a possible violation the FPPC was alerted to). The amount spent on these ads was $3,917.00. The ads, attributed to a group calling itself ?Concerned Consumers of Imperial County? accused IID Director Don Cox of getting $600,000 in farm subsidies to fallow farmland over 13 years. Cox, who campaigned on an anti-fallowing platform, denied the charges stating that ?the subsidies helped keep the cotton industry alive in the Valley and that most of the money went to a family farming operation in which he and his wife own 4 percent interest.? Cox also maintained that ?participating in a federal program to grow cotton was different from fallowing land to sell water, which he has warned could happen in a transfer of Imperial Valley water.? (Valley Press, August 8, 1996) As an aside, John Pierre Menvielle sits with Cox on the Imperial County White?y Management Committee and his brother is IID Director Ralph Menvielle. Another independent expenditure came from Heber farmer Steve Scaroni, who spent $7,000 to hire workers to distribute literature against Cox door to door. RUMORS OF BASS BROTHERS INFLUENCE Because the race turned into a fallowing-nonfallowing debate, ?the perception was that the Bass Brothers were trying to get political control of the board, said Cox Mohamed Niaz said that he wanted the district to get a broad perspective on the Issue of transfen'ing Impen'al Valley water. ?If we? re allowed- and the law allows us- -to do a water transfer, then we should be doing it because It? 5 good business. New money in the Valley always means more jobs, better prospen'ty for those who live here. (Imperial Press, 8/1/96) Niaz Mohamed spent $56,520.00, including $45,200. 00, of ms own money on his unsuccessful bid to get elected to the Imperial Irrigation Board. Donald Cox spent $35,305.00 of his own money in his fight to retain his seat. 6. SHORT BIOGRAPHIES ON THE FIVE BOARD MEMBERS AND THEIR CHALLENGERS ABOUT BRUCE KUHN Bruce Kuhn is 45 years old, was employed with the El Centro Police Department from 1979 to 1982 as a police o?icer and has been a self-employed farmer from 1982 to the present. He also owns Kuhn Land Leveling and Construction. A native of Brawley, Kuhn attended Imperial Valley College where he majored in Political Science, then studied Law Enforcement at the college of Redwoods in Ureka and holds a Peace Of?cers Standard and Training Certi?cate. (Imperial Valley Press, 12/12/96) He appears to be deeply rooted in the Imperial Valley community. His maternal grandfather helped construct the All-American Canal with horses and mules. His father, born in 1917 in the Valley, milked cows and was a hay contractor before starting a land leveling company. (Valley Press, 12/8/96) ?Kuhn knows what it?s like to struggle. His father?s business failed in 1967, turning an upper- middle class family into a needy one. Kuhn, a high school student at the time, washed dishes at Denny?s Restaurant and hoed weeds. After graduating ?'om high school in 1969, Kuhn worked as a heavy equipment operator for land leveling companies? before becoming an El Centro police o?icer in 1979. (Valley Press, 12/8/96) have a very strong tie to people who are less fortunate than others,? said Kuhn, who added that he has given away $30,000 in food to needy people in the last three years. ?I?ve not forgotten what it?s like to not have anything.? Kuhn likes to coolc ?sh and hunt, and is married'with two children. His wife, Chanda, teaches at Westside Elementary School. As of December 1996, Kuhn was President of the Imperial Valley Environmental Task Force, was a member of the Holtville Rotary Club, the Imperial County Farm Bureau, the Imperial Valley Vegetable Growers Association and the Swiss Club. He is also a past Vice President of the El Centro Little League. (Valley Press, 12/12/96) REASON BRUCE KUHN RAN FOR OFFICE Bruce Kuhn stated that the reason he ran for the Imperial Irrigation District Board started in 1993 when the IID was ordered to treat water it delivers to rural homes and businesses. With Bruce Kuhn leading the ?ght, the IID spent nearly $1 million battling the US. Environmental Protection Agency?s order to treat the water. The IID won the ?ght, thereby saving the county from paying for a $200 million project and $100 million a year to operate it, by proving it did not have to treat the water because it delivers the water in canals and not through pipes. (Imperial Valley Press. 12/8/96) When he heard that it might be resurrected as a voluntary district e?'ort, Kuhn decided to run for the Irrigation District Board against Ted Lyon who had ?expressed interest in the IID possibly providing some water treatment services.? In addition, he said he was running because he thought the district directors were moving ahead too quickly on the water transfer. (Valley Press, 3/21/96) Lyon and Kuhn apparently have been friends for years having graduated together from Central Union High School and having worked together in Saudi Arabia. POSITION ON WATER TRANSFERS ?We have to be very careful with this thing,? Kuhn said,? If we are capable of conserving real water, wet water, let?s do it.? (Imperial Valley Press, 12/8/96) Kuhn said he ?supports a transfer that does not compromise Imperial County?s water usage or economic security. He opposed the language in the transfer?s dra? terms that says San Diego would receive present perfected water from IID. That's secure water.? IID has present perfected rights of up to 2.6 million acre-feet of Colorado River water annually but is using 3.2 million acre- feet this year. (12/8/96) don't believe we should jeopardize our 2.6 million acre feet at all - to anyone,? Kuhn said. ?If there were a shortage on the Colorado River and Imperial?s water use got cut back from 2.6 million acre-feetinstead of its current higher usage, that?s when people are going to start to be put out of work,? Kuhn said. explained to people that if we fell short of our conservation efforts, then the water would have to come out of another source. I explained it would have to come out of water that would go to crops.? I don?t want to make a contract for water that cannot be made up from genuine conservation, especially when we don?t know what the conservation or the cost of conservation is going to be.? (Valley Press, 3/2/96) Kuhn said the first thing he would do as an IID director was to can the water availability study which was the much-criticized report from the IID concluding that 400,000 acre-feet of water could be saved each year for sale to the San Diego County Water Authority. Kuhn thought the IID engineers rushed to get the job done on this study. As Kuhn stated, ?if the gets locked into a contract to deliver a certain amount of water and cannot actually conserve that amount, land might have to be taken out of production to satisfy the he is against fallowing land to come up with water for the transfer.? (Valley Press, 3/21/96) Regarding the study in question, scalding criticism by the county Board of Supervisors said that the IID ?cooked? the numbers so that the engineers came up with the magical number of 400,000 acre-feet of water as an ideal amount of water to conserve after the IID board already had in their pocket a deal to transfer 400,000 acre feet. Speci?cally, Supervisor Brad Luckey accused the IID o?icials of coming to an agreement with San Diego water of?cials on an annual 400,000-acre foot water transfer and then generating a document to substantiate the water?s availability. He graduated from Central Union High School in 1969, attended Imperial Valley College and earned a bachelor?s degree in civil engineering from California State Polytechnic University, Pomona in 1974. (Valley Press, 3/21/96) He also used to consult with the 11]) before becoming a director and that he hopes to again consult with them on engineering issues. As a candidate and a two-term incumbent IID Director, Lyon was an active promoter of a water transfer with the SDCWA. Lyon said he was against fallowing land - that the water for the water transfer would be derived from modernizing the canal system. . In October 1996, Lyon resigned in anger at a public hearing from the negotiating committee on the Diego transfer talks a?er repeated calls for him to be replaced. ABOUT DON COX Don Cox is 68 years old, is a retired farmer (who retains a ?nancial interest in a family-based farming operation) is married and has four children. He has a bachelor?s degree in agricultural economics from the University of California, Berkeley, 1950. - Since 1988, Cox has served as IID Director, Past President, Regional Water Quality Control Board, State Department of Water Resources Committee, Salton Sea IPA and was recently a member and past Chairman of the Colorado River Board, a post he was forced to resign (and replaced by Lloyd Allen). (Valley Press, 3/ 14 and 3/15/96) POSITION 0N WATER TRANSFERS During his campaign, Cox said that transferring 400,000-acre feet of water would drastically lower the level of the Salton Sea, leaving the DD open to lawsuits by Salton Sea-area landowners. He said that such a conservation program also would create environmental problems that would cost millions of dollars to address. In March 1996, Cox lost a bid in a 4-1 vote to limit a transfer of 100,000 acre-feet of water a year. Cox had been on the losing end of many 4-1 votes in 1996 and was labeled the board?s ?odd man out.? ?Cox had been waging a lonely battle on the IID board, first urging the board to be more careful in its water-transfer negotiations and then publicly denouncing a district study that concluded IID and its farmers could conserve 400,000 acre-feet of water a year for transfer. Cox called the study ?unscienti?c.?? (Valley Press, 3/21/96) Cox further stated that conserving and transferring a large amount of water would worsen water quality problems in Imperial Valley agricultural drains. If that happens, Cox stated, state agencies could require the IID to rid the drains of selenium, which harms waterfowl and other wildlife. Costs to remove selenium would be hundreds of dollars per acre-foot of water. ?Cox said he is not completely against marketing water. He is in favor of a cost-plus deal in which the buyer would agree to pay for environmental problems, the cost of conservation, and the cost of dealing with the Coachella Valley Water District, which is threatening to interfere with a water transfer from here it if does not get an assured allotment of Colorado River water. Some money from a water transfer should be set aside for the local community, Cox said. Cox thinks if a huge pro?t is made from a water sale, people across the nation would be angered.? Mohamed also said that conserved water could come from both improvementsto canal delivery system and on-farm projects. He said he is against fallowing land to produce water for sale.? (Valley Press, 3/21/96) In addition, Mohamed pointed out that one of the district?s most pressing problems is the rising Salton Sea. has spent millions of dollars to buy property threatened by ?ooding and to settle lawsuits and claims resulting from the inundation. Mohamed said with so much water going into the sea, it might appear to some farmers that the IID was wasting water.? (Ibid.) ABOUT WILLIAM (BILL) CONDIT William (Bill) Condit is 69 years old and represents Division I, which includes El Centro and part of Calexico. . Condit was ?rst elected to the board in 1979. He is up for re-election in June 1998. He has served as Board President in 1979, 1985, 1990, 1995 and 1996, and as Vice President in 1984, 1989, and 1994. Currently he serves on the District?s Energy Conservation and Groundwater study groups. He has also served as a negotiator for the Water Conservation and Transfer Agreement, which was signed in 1989. Prior to his election to the Board, Condit served on the El Centro City Council from 1972 through 1976. During March 1974 through March 1975, Condit served as Mayor of El Centro. In 1978, he was President of the El Centro Community Hospital Board. A native of San Diego, Condit received an associate degree in Accounting from Imperial Valley College. He was last re-elected in 1994 and is up for re-election in June 1998. He represents Division 3. At present, he serves on the District?s Energy Conservation, Salton Sea, Water Revenue, Geothermal, Drainage, Water Conservation and Transfer and Employee Bene?ts study groups. TRAVEL RECORDS FOR IID BOARD MEMBERS AND RELEVANT ENGINEERS 0R IID STAFF Travel Records for ED Directors and other staff members were reviewed to determine if there was any direct connection to the Bass Brothers. The following information was obtained by scrutinizing expense vouchers. The information below is a sampling of travel expenses for each individual who submitted expenses from 1995 1997. Most of the expenses incurred are directly related to water issues throughout the State of California and in Washington. Many of these expenses are repeated to attend meetings in Las Vegas and San Diego. Most members also traveled to Sacramento for hearings and meetings. Although there were trips to Houston and San Antonio, nothing appeared out of the ordinary in reviewing these expenses. For example, no lavish dinners or trips to Hawaii paid for by Western Farms or any other Bass entity was uncovered. LOBBYING RECORDS AND REPORTS FOR FIRMS REPRESENTING WESTERN FARMS, BASS BROTHERS AND IMPERIAL IRRIGATION DISTRICT A search of the Lobbyist Employers? reports are kept on record at the Secretary of State?s office in Sacramento where employers of lobbyists are required to register with the Secretary of State. The initial search conducted was for the Bass Brothers and business af?liations of the Bass Brothers. The ?rst ?nd of interest is that neither the Bass Brothers as a business, nor any permutation Of that name, nor any name involving the Bass Brothers as individuals were registered as employers of lobbyists. This therefore rules out the Bass Brothers as having a lobbying firm working directly for them in California lobbying state legislators. The business af?liations of concern that did reveal lobbying activities were Western Farms and the Imperial Irrigation District. Each of these has registered and actively ?led with the Secretary of States of?ce. Western Farms has hired Nielsen Merksamer et. al. and Richard Robinson Associates. The Imperial Irrigation District is represented by The Gualco Group. Please note that neither the Employer of Lobbyist or the Lobbyist has to state who they lobbied unless they gave money in one form or another, i.e. meals or gifts. Western Farms and IID as well as their lobbyists have registered to Lobby the Legislature as a whole. This means that they could have numerous visits and talks with both the Senate and Assembly members and do not have to report who they have talked with directly. According to the FPPC Regulations and the Political Reform Act of 1974, ?once an individual becomes a lobbyist and is registered, it is no longer necessary to track or count contacts. The contact test is used only for purposes of determining if an individual quali?es as a lobbyist.? All of our searches were for individuals, or in this case companies, who have registered as lobbyists or employers of lobbyists. For the record, although Ketchum Public Relations has been hired by the San Diego Water County Water Authority, they are not required by law to register with the Secretary of State as a lobbyist or employer of lobbyist. Furthermore, the only lobbyist registered with the County of San Diego is Carpi Clay Government Relations. (Source: Lobby Log, dated March 12, 1997, San Diego County) WESTERN FARMS Western Farms has ?led Report of Lobbyist Employer with the Secretary of State since 10/95. The name of the responsible of?cer on their ?ling report is Ardon Moore, President of Western Farms. Nielsen, Merksamer, et al, was hired as their Lobbying Firm of record for Western Farms in the period of 10/95 - 12/95. The only activity during this period was dinner expenses for David Kennedy, Director of Department of Water Resources, at the Fish Market in San Diego in the amount of $163.13. Kennedy?s share of the mean was $39.38. The next lobbying activity reported occurred on March 27, 1996, when Richard Katz was lobbied at A Tavola restaurant in Sacramento for $125.65 (Katz?s share was $31.42). (Note: it does not say who was at the restaurant. It could be Nielsen Merksamer employees, Western Farm employees, or both.) Also during this period, Western Farms, presumably using Nielsen Merksamer as their agent, lobbied on AB 2409, a special hearing. by the legislature on water parks wildlife. During the second and forth period, Western Farms, again presumably using Nielsen Merksamer, actively lobbied informational hearings on water transfers and also lobbied the legislature. (One thing to note is that there was no ?ling for the third quarter of 1996 available for Western Farms. These reports could have been lost or mis-?led - the Secretary of State?s simply does not have them.) No other lobbying activity was reported for the rest of the year. On October 30, 1996, a campaign contribution of $5,000.00 was made to Californians for Safe, Clean, Reliable Water, a committee controlled by Senator Jim Costa, for the YES ON 204 campaign. Cumulative fees paid to Nielsen, Merksamer for the year 1996 were $52, 430. 00 with no payments made to any in- -house Western Farm lobbyists. In the last quarter of 1996, Richard Robinson Associates was added as an additional lobbying ?rm for Western Farms. During the ?rst period of the year, 1/97-3/97, Senator Jim Costa was lobbied at Biba?s restaurant in Sacramento on January 13, 1997. The dinner cost $126.94 with Senator Costa's share being $31.73. Also during this period, Western Farms paid Richard Robinson and Associates fees of $32,048.00 Nielsen, Merksamer during this same period received $30,040.00. Both payments to the lobbyists included payments for the fourth quarter of 1996. . Western Farms reported lobbying activity on AB 540, SB 1082 and SB 1335 for the ?rst quarter of 1997 IMPERIAL IRRIGATION DISTRICT The Imperial Irrigation District is registered as a Lobbyist Employer, ?ling with the Secretary of State since the ?rst period of 1995. During this time they hired The Gualco Group as their lobbyist. Since the ?rst quarter of 1995, and for each quarter thereafter, the Imperial Irrigation District has made payments each quarter in the amount of $3,977.50 to the Association of California Water Agencies and $2,962.50 to the California Municipal Utilities Association. In the ?rst and second quarter of 1995, the Imperial Irrigation District lobbied SB 157, SB 1134, electrical rate restructuring, the Endangered Species Act, Department of Fish and Game, and Resources Board regarding Salton Sea Funding. In the third and forth quarter of 1995, the Imperial Irrigation District, in addition to those bills lobbied in the previous quarters (with the exception of SB 1134), began to . lobby on SB 322, SB 901, SB 960, SB 1139, SB 1141, SB 1202, SB 1322 and SB 1330. Starting in 1996, the Imperial Irrigation District lobbied AB 2049 and 2940, SB 900 and 1393, Colorado River, water transfer and miscellaneous water issues, the Legislature, the Govemor?s of?ce, Resources Agency and the Department of Water Resources regarding requested Legislative Augmentation of the Department of Water Resources budget. Brown, a member of State Water Resources Control Board at the Sutter Club in Sacramento. It can not be ascertained from the lobbying reports which client Gualco was working for when they lobbied Mr. Brown. (Although because we have already detailed the reports in the previous section as a double-check it can be deduced that it was not from the IID. However, we are reporting here for the sake of thoroughness all lobbying efforts The Gualco Group performed that might be of interest to the IID.) On behalf of the IID for the ?rst and second quarters of 1995, The Gualco Group lobbied on bills SB 157 and SB 1134. They also lobbied the legislature regarding electrical rate restructuring, the Resource Department regarding Salton Sea funding and the Legislature and the Department of Fish Game regarding the Endangered Specie Act. Starting in the second quarter of 1995, Los Angeles County retained the uses of The Gualco Group to lobby the Legislature regarding budget issues. During the third quarter of 1995, The Gualco Group lobbied on SB 157,322 901, 960, 1139,1141, 1202,1322, 1330, SCA 21, electrical rate restructuring, Salton Sea Funding, and the Endangered Species Act on behalf of the IID In the third and fourth quarters of 1995, The Gualco Group made campaign contributions up to $750.00 to Willie Brown for Mayor election committee. The Gualco Group lobbied Dave Kennedy, Director of the Department of Water Resources over breakfast at the Sutter Club on 12/18/95. From the lobbying reports, it appears that Jackson Gualco was the only person present at this breakfast with Mr. Kennedy. (We know this was for the IID.) In 1995, they also lobbied (and even though these are not speci?cally designated as lobbying for the IID, it gives an idea who they lobby in general) Brian Setencich, Keith Olberg, Senator Dick Monteith, Senator Bill Leonard, Jack Pandol (Undersecretary for Jim Colin (Legislative Director for the California Dept. of Food Agriculture), Minority Whip Newton Russell, Senator Charles Calderon, Senator Jim Costa and his aide Jennifer Galehouse. (NOTE: This list is by no means a complete list of who The Gualco Group lobbied it is only a list of legislators for whom they bought lunches, dinners, breakfasts or gave gifts to. They do not have to report specific meetings with public officials if they did not spend money on them.) Finally, in 1995, The Gualco Group reports receiving $141,808.49 in fees from the IID for the year 1995. 1996 LOBBYING The Gualco Group added employer Chief Petitioners for Root Creek Water District in the second quarter of 1996. Also during this period, mouse pads where given to several members of the Assembly and Legislature by the Gualco Group. John Larrea, consultant for Assembly Committee on Utilities was lobbied at the Sutter Club during the second quarter of 1996. Others lobbied were Senator Hunt, Senator Jim Costa and staff, George House, Olberg, Dotson Wilson (Chief Clerk of the Assembly), staff for Senator Killea, Carolyn McCapes (Of?ce of the Speaker), and Cruz Bustamante. During 1996, The Gualco Group, on behalf of the lobbied for or against Assembly bills 1202, 1805, 1890, 2280, 2409, 2940, 3306, Senate bills 900 and 1393, ACA 49, SCA 39 and the legislature in general regarding Colorado River, water transfers and miscellaneous water issues. They also lobbied the Governor?s office regarding the appointee for the Regional Water Quality Control Board. (We are missing the ?rst quarter report for 1996.) In the third quarters of 1996, The Gualco Group made campaign contributions to the following: $1,000.00 to Senator Rob Hurtt, $1,000.00 to the Assembly Republican Victory Fund, $300.00 to the Senate Majority ?96 Committee, $1,000.00 to the Senate Victory Campaign, $250.00 to Senator Pat Johnston . In 1997, The Gualco Group signed a new contract with the IID in which they specify that the agencies to be lobbied would be: Resource Agency, Legislature, DWR, Government of?ces, the California Energy Commission and Finance. All of Gualco?s reports on lobbying activities match Imperial Irrigation Districts lobbying disclosure reports. RICHARD ROBINSON ASSOCIATES Richard Robinson and Associates was hired by Western Farms as their lobbyists on December 20, 1996. They describe their lobbying interests as water resources issues and the agencies to be lobbied are the Legislature and Administration The owners and/or lobbyists of the ?rm are Richard Robinson, Richard Lehman, Mark Webb, M. Bishop Bastien and Margaret Catzen. Current reports are not available as of this time to ?nd out what and whom has been lobbied since Western Farms hired Richard Robinson Associates. Other clients of note are Edison International and subsidiaries, California Water Association, San Gabriel Valley Water Company, Paci?c Rim Assurance Co., Southern California Edison Company, and the Santa Margarita Water District. MERKSAMER, ET. AL. Nielsen, Merksamer, Paminello, Mueller Naylor is a registered lobbying firm for Western Farms. Lobbying interests are described as water resources issues and the agencies listed to be lobbied are the Legislature and Administration. The partners of Nielsen, Merksamer who work as lobbyists are: James C. Gross, Robert W. Naylor, Marguerite Mary Leoni, and Eric Miethke. In the ?rst quarter of 1996, Nielsen lobbied on behalf of Western Farms on AB 2409, special hearing of Water Parks Wildlife and the Legislature. In all of 1996, their lobbyists only spent $7.77 on 1/9/96 for lunch for Ernie Dronenberg, Member of the SBE, $6.00 for lunch for Mike Robsen (Dede Alpert?s staff) and $6.37 on Jim Gelb Caldera?s Chief of Staff) to buy him beverages. Clearly, this is a lobbying ?rm which understands that even buying a public official a cup of coffee will create a paper trail providing evidence as to whom they are lobbying. There is no doubt that Spending nearly ZERO money on ?expenses incurred or paid for by the lobbying firm? is very intentional. They report contributing $500.00 to Patrick Shannon for Senate, $250.00 for Tom McClintock for Assembly, $470.00 in-kind contribution for Governor Pete Wilson, $249.00 to the Johan Klehs Committee, $240.00 to Friends of Ernie Dronenberg, $1,750.00 to Lungren Campaign Committee, $249.00 to Friends of Dean A'ndal, $750.00 to Dave Sterling for Attorney General, $500.00 to Matt Fong for Treasurer, Friends of Bill Jones for $500.00, $500.00 to Quackenbush for Insurance Commissioner, and $500.00 to James Rogan for Congress. Second quarter of 1996 lobbying reports reveal Nielsen Merksamer lobbying at an informational hearing on water transfers. It was also during this time Pier 39 Limited Partnership .(owned by the Basses) also hired Nielsen Merksamer. Pier 39 was lobbying for SB 44 and SB 1903, the Legislature and the Board of Equalization regarding property taxes. In the third quarter of 1996, Western Farm_s, through Nielsen, lobbied on SB 900. Pier 39 continued to lobby for the above and in addition added SB 94 and the Governor's Of?ce. The fourth quarter of 1996 disclose Western Farms lobbying water transfers and the Legislature.
