As members of the original committee that helped develop the initiative known as Honest Elections Seattle (I-122) that was overwhelmingly approved by Seattle voters, we are disappointed to see these violations of the law. Jenny Durkan’s violations of Seattle’s municipal code include: 1. Accepting Campaign Contributions From Regulated Corporations/Industries that Hire Lobbyists: The law prohibits Seattle candidates from knowingly accepting “any contribution directly or indirectly from any entity or person who during the past 12 month period has paid $5,000 or more to a lobbyist or lobbying entity” pursuant to SMC 2.04.602. This includes indirect contributions from an entity through its majority owner, which are aggregated according to SEEC rules. a. Jenny Durkan accepted the maximum allowed contribution from Clise Properties owner Alfred Clise on 7/25/17. Clise Properties, developer, paid lobbyist Joe Quintana $36,000 over last 4 quarters to lobby city hall. (Source: SEEC) b. Jenny Durkan accepted the maximum allowed contribution from City Investors LLC owner Paul Allen on 6/19/17. City Investors LLC, Paul Allen’s development corporation, paid lobbyist Ryan Bayne $30,000 over last 4 quarters. (Source: SEEC) c. Jenny Durkan accepted the maximum allowed contribution from the Washington Hospitality’s PAC, Seattle Hospitality for Progress, on 7/12/17. Washington Hospitality Association paid lobbyists Anna Boone, John Lane, and Morgan Hickel $28,796 over last 4 quarters to lobby city hall. (Source: SEEC and PDC) 2. Accepting Campaign Contributions from City Contractors or their PACs: The law prohibits Seattle candidates from knowingly accepting “any contribution directly or indirectly from any entity or person who in the prior two years has earned or received more than $250,000, under a contractual relationship with the City” pursuant to SMC 2.04.601. a. Jenny Durkan accepted the maximum allowed contribution from Ash Grove Cement Corporation on 7/12/17. Ash Grove Cement is Seattle City contractor with contracts worth at least $479,000 over the last 2 years. (Source: SEEC) b. Jenny Durkan accepted the maximum allowed contribution from Microsoft Corporation on 9/7/17. Microsoft Corporation is a Seattle City contractor with contracts worth at least $1.5 million over the last 2 years. (Source: SEEC) The laws passed by Honest Elections Seattle were intended to give voters a voice and hold elected leaders accountable through robust disclosure and enforcement measures. In order for these measures to be effective, they must be enforced. We request that the SEEC thoroughly investigate these and any other violations by the Jenny Durkan for Seattle campaign and consider appropriate enforcement measures including those listed in SMC 2.04.690.
