Please describe in as much detail as possible (including dates), the nature of your complaint (please attach additional pages if necessary) I will provide a detailed log of dates and events, emails and documentation that will show the unprofessional manor in which David Fifer treats individuals and his subordinates under him. The staff listed below will have emails and verbal conversations that have happened that they can provide about the unprofessional manner in which David Fifer has conducted himself. David Fifer has single handedly created such a poor working enviroment with almost all of the MCEO staff by not providing professional customer service and being verbally abusive through email or conversation. He has continually specified work that is not efficient, work that is illegal, and equipment that will not work for the application. If he is questioned about the decisions that have been made, David Fifer becomes extremely aggressive and nasty towards his staff or other personnel that use the equipment. This has led to financial waste and poor investments of equipment that do not perform to staff?s needs. This is just a broad overview of what has gone on over the years, we feel that these issue's and the lack of trying to maintain a professional work place by David Fifer has gone on long enough and needs to be addressed. 4. How were you adversely/negatively affected? It has created poor morale and low enthusiasiam within the greenlight program. It has personally created extreme stress and anxiety from the iob related tasks. Sent to install or work on things that have no schematic, drawings or installation procedures and generaly requires an electrical license to install or repair. When I ask these questions about this documentation I am assualted by David Fifer either verbally or through email or I am provided no response. It has created a devastating effect on the working relationship with ?eld staff. so much they have gave up on comm unicatino with David Fifer. When Greenlight systems are not working the MCEO staff send in a trouble report about the equipment that it is either out of calibration or broken. David Fifer frequently responds in a rude and unprofessional manner. 1 have asked for all communications to be through email to allow documentation. He has repeatedly stated that his prefered method of communication is not through email, it is over the phone. Again this is iust a broad overview of all the examples that can be provided and each individual on this complaint will have the same types of issues. 5. If so, with whom? What happened? This issue has been going on for at least 8 years. it has been brought to the attention of the Greenlight manager. David Mckane. several times. Matt Knight and Gerritt Law have brought these issues mentioned above to David McKane's attention a dozen times. Providing documentation and emails proving the unprofessional manner in which David Fifer has treated the MCEO staff and his Greenlight personal. It is well known that David Fifer and David McKane are best friends and that the issues will not be resolved because of this. . Please describe any positive solutions you believe can help resolve your concern/complaint. I contend that the best solution would to remove the program from Motor carrier and allow TSSU to run the program. There have been extreme safety hazards to the public with roadway equipment coming out of the ground, installations for poles and other equipment not being engineered. Additionally; unlicensed contractors perfoming electrical installations illegally and without permits. This would allow the current technicians to work with engineers to develop appropriate solutions and minimize ODOT's liability to hazards created by improper installations. It would also foster a working relationship again with the vendors for the WIM systems components and parts. Installations will be properly installed and will not be a hazard to the public or the technicians working on the equipment. Alternatively. You could remove David Fifer from his position and replace him with a well quali?ed and competent person in charge of running the program. . Such thinos have been said that I am lust a kid and does not know any better. He is a young man and only sees the world in black and white and doesn?t realize that there is a gray area.
