WOODY CREEK CAUCUS MINUTES September 28, 2017 The meeting was called to order by Nancy MacKenzie at 6:35. Those present were: Valerie Braun Greg Poschman Phil Holstein Gail Holstein Nancy MacKenzie Bill Dinsmoor Bob Oxenberg Maureen McCluskey Jane Dinsmoor Janet Schoeberlein Ellen Anderson John Edwards Judy Royer Steve Prudden Paul Theofanous Before minutes from the previous minutes were brought up for approval, there was discussion about the style of our minutes: 1) based strictly on 'Roberts Rules of Order' or 2) more detailed minutes giving a feel of the discussions during the meeting. Steve Prudden moved to keep more detailed minutes, Bill Dinsmoor second. The motion was passed with two abstentions. Phil Holstein moved and Bill Dinsmoor second to accept the minutes of the July 27, 2017 meeting. The motions passed. OLD BUSINESS- Update on Chaparral Access Application An application by Chaparral to change access and times had been reviewed by our District Planning Commission. Their application wanted to eliminate mountain biking, allow no weapons which would include archery (at this time only 'firearms' are restricted,) restrict the Public Trail access to May 1st to August 1st, and allow access only from sunrise to sunset. However, our County Attorney ruled against any changes to the adjudicated agreement. Therefore, Community Development and we no longer have authority over the Chaparral application. REGULAR BUSINESS Airport Environmental Assessment The 1st Reading of the 'Approval of Airport Improvements Environmental Assessment' is on the BOCC agenda Wednesday, October 25. Ellen Anderson, Val Braun, John Edwards and Phil Holstein reported on attending the Airport Committee Meeting and the Public Open Houses on the draft Environmental Assessment (Draft EA) for proposed 'improvements' for the Aspen/Pitkin County Airport. Concerns: Airplanes don't burn all their fuels at this altitude and low oxygen volatiles, organic compounds are being emitted to us. This has not been addressed. About the actual monitoring done and was there monitoring in the entire noise sensitive zone such as downvalley in Woody Creek, not just at the airport? Community issues were not being addressed by the consultants, consultants who are paid by the airport for enlarging our airport. We want a better study and a better analysis and we want the county to hire a 3rd party independent consultant. What will be the actual cost to the community, this has not been addressed/it didn't seem complete. Airport Curfew Val brought up the concern that the expansion of the airport might eliminate our 'grandfathered' night curfew. A letter was received by our District Planning Commission just this afternoon from John Kinney, airport manager, and included the following sentence: …. "The existing curfew is "grandfathered" since it has been in place prior to the statute addressing airport use restrictions was passed and cannot be amended or the existing curfew would be invalidated entirely." …… A few airports do have curfews and several other airports have been looking into flight restriction and curfews, most concerned with the potential health effects of aircraft noise. Research has been done on the health risks of air toxins. The Burbank/Bob Hope Airport is working with Congressman Adam Schiff to change flight regulations to allow greater flexibility to local airports. NEW BUSINESS Nancy reminded that there are some items of interest on the upcoming November ballot: *Aspen voters are asked to purchase (in Woody Creek) property for water storage. This property is by the gravel pit and could include the pit and the racetrack in the future. If they owned it, they could maybe put in dense employee housing on these parcels. *CMC is requesting what could be an open ended taxation increase.
