With an outlier of one K-8 school having a 69% suspension rate. The average suspension rate for 9-12 grade levels in CMU-authorized charter public schools in Detroit, not including outliers, is 27%. With an outlier of one school serving grades 9-12 having a 56% suspension rate. There were only two expulsions in CMU-authorized charter public schools in Detroit. Both occurred in a school serving K8 grade levels. Do any of your schools have budget deficits? No How many schools did you close last year? How many schools did you open last year? Why? In the city of Detroit, two schools closed as a result of their charter contract ending with CMU. One of the schools closed because of academic concerns and the other closed because of academic and financial concerns. There were no schools opened because we did not approve the applications that were submitted to open a school in Detroit. Across your schools, what percentage of the teaching staff is certified? 100% Across your schools, what has the teacher turnover rate been for the last three years? We do not have the answer to this question available today and hope to be able to provide this by tomorrow (10/24/17). How do you, as a district or authorizer, think about the impact of your decisions to open or close schools on the surrounding community, including existing schools there? We take the responsibility of opening or closing a school seriously and the well-being of students is always at the center of our decisions and actions. When considering an application for a new charter public school, we have a rigorous review process including assessing quality and engaging the community through information provided in the application, researching data and trends, having conversations with the applicant and development team and visiting the proposed location. If the applicant plans to use an educational service provider, we also review how successful they have been, not only academically but also in getting the schools open and involving their community in the process. When considering whether we will reauthorize a school, we collect and analyze data and perform reviews from the contract term to see if the students are learning, the money is being taken care and the school is following the terms of their charter contract and applicable law. If a school is not performing to our expectations, it should not be a surprise to the academy board given the annual performance reports, results of in-school review visits and conversations we have with them. While we believe in school autonomy, we provide support such as educational program reviews, school support visits and data analysis to help the schools make informed decisions about the changes they believe are necessary to improve the results. If after the changes, the results still continue to be consistently low, we consider whether there are other options such as a replacement of the board, the management company and education program. Our last resort is closure. In any situation, we consider what the quality of the other options are nearby for those families. Deciding to close a school is the hardest thing we have to do. We lose sleep over it because we know it is going to impact students, families, staff and communities. . Our primary concern is the students and we provide transition services that help ensure students are connected to higher performing options in their area. What are three specific goals you’ve made to improve education for Detroit children in the coming school year?
