In the Eckel Report Barth Smelting Corp. was listed as operating at 9 Fredon Street, Newark, New Jersey. The NJDEP confirmed that Barth Smelting Corp. did not operate at the listed 9 Fredon address, but rather at the 99 Chapel Street address. Barth Smelting Corp., AKA Barth Smelting & Refining Corp., operated on site (Block 2442, Lot 10) from at least 1946 until approximately 1982 and produced brass and bronze ingots and also worked with non-ferrous metals. Reviews of Sanborn Fire Insurance Maps suggest the site area has been industrialized since the late 1800's. Prior operators include General Lead Batteries (manufacturer of storage batteries) and the New Jersey Zinc Co. The site is currently paved or developed, is fenced, and operated by AG Ship Maintenance Corp., Portwide Cargo Securing Co. and Lee & Palmer, Inc. The nearest residential area is an apartment complex operated by the City of Newark Housing Authority located adjacently south. A playground /grass-covered play area is located just over the fence/wall separating the two properties. Additional residential properties are located across Chapel Street to the east. The site was evaluated only for HRS purposes for a discharge to soil. A Resident Individual, Resident Population, Resource or Terrestrial Sensitive Enviroimient does not exist. There are a number of workers on site; however, the site appears entirely paved therefore even if an area of observed soil contamination was documented there would not be sufficient targets for the site to score greater than 28.5 on the HRS. In the Eckel Report Barth Smehing Corp. was listed as operating at 9 Fredon Street, Newark, New Jersey. The NJDEP Responsible Party Investigation Unit (RPIU) reported that they could not confirm that Barth Smelting Corp. operated at the 9 Ferdon Street; however they reported that Barth Smelting had a facility at 99-129 Chapel Street, Newark in the 1940s-1950s. The investigation did indicate that Barth Smelting Corp operated at 99 Chapel Street. All of the following information is related to the Chapel Street address and not the Ferdon Street location. The site has been listed as being located at Block 2442, Lot 10. However, review of historical documentation suggests that Bath Smelting Corp.'s operations may have extended onto adjacent lots 11 and 12. As part of the evaluation of this former smelter site an aerial photograph review was conducted using the NJDEP GIS and the web site wvvw.historicaerials.com. In addition a New Jersey is an Equal Opportunity Employer i Printed on Recycled Paper and Recyclable review of the New Jersey Industrial Directories and historic Sanborn Fire Insurance Maps was conducted. Upon review of a 1931 aerial photograph there appears to be three buildings on site. The area south of the site is undeveloped vacant land. Upon review of a 1954 aerial photograph there appears to be five buildings on site, the three original buildings noted and two others ( small building located along the eastern side of the saw-toothed roofed building and another located along Chapel Street). Use at the time could not be determined, but a plume of smoke is clearly visible emanating from on-site and traveling over the apartment building complex located adjacently south. Little change is noted in a 1966 aerial photograph. The site appears to be fenced along its southern and western sides (apartment complex side). Material or an overgrown area is visible along the southern boundary of the site. Sometime between 1970 and 1979, the two main buildings were demolished. A 1979 aerial photograph depicts two on-site buildings, the one building remaining along Chapel Street, a smaller building located at the southern edge of the site and a third potentially located at the northwest comer of the site. The remainder of the site appears paved/gravel covered. Several storage trailers are also visible throughout the site. A 1987 photograph shows little change of the buildings, however many more trailers are stored and stacked on site. Little change noted in aerial photographs dated 2002, 2006 and 2008. Aerial photos taken in 2010 show a marked decrease in the number trailers stored on site. The site appears fenced along the southern side (apartment complex side) and entirely paved or built. Review of New Jersey Industrial Directories suggests that Barth Smelting and Refining Co., Inc. operated on site from at least 1946 until approximately 1982. A 1982 NJ Industrial Directory indicates that Barth Smelting & Refining Corp. produced brass and bronze ingots and also worked with non-ferrous metals, listed SIC was 3341. A 19581959 Industrial Directory indicates that Barth Smelting & Refining Works occupied 99129 Chapel Street. Review of Sanborn Fire Insurance Maps for the 99 Chapel Street address revealed the following: 1892 Sanborn Map (VoL 4 Sheet 351) Review of the 1892 Sanborn Map indicates that the area of the site is operated by The New Jersey Zinc Co. Numerous buildings are depicted including a machine shop, crusher house, tin shop, bag houses, engine room, stock house, casting houses and others. It appears that operations of the New Jersey Zinc Co. extended to the south and west. The former Morris Canal is depicted as the southern boundary of the Sheet. Structures of the New Jersey Zinc Co. were located within 200 feet of the northern edge of the canal. New Jersey is an Equal Opportunity Employer i Printed on Recycled Paper and Recyclable Operations appear to have occurred on what is currently a Public Housing Complex operated by the Newark Housing Authority. 1908 Sanborn Map (Vol. 1 Sheet 91) Little change from the previous Sanborn Map, the area of the site is operated by The New Jersey Zinc Co. Based on the Sanborn maps most if not all of the structures associated with the New Jersey Zinc Co. were demolished sometime before General Lead Batteries began operations. 1930 Sanborn Map (VoL 8 Sheet 831) Review of the 1931 Sanborn Map indicates the site was operated by the General Lead Batteries Co. for the manufacture of storage batteries. On-site structures included two factory buildings and a warehouse with an earthen floor. A gas tank (GT) is depicted east of the warehouse building. It appears that operations may have extended to the north east onto current Block 2442, Lots 11 and 12. The property located to the south is depicted as being vacant. Review of documentation suggests that General Lead operated on-site from at least 1920s to at least 1941. 1950 Sanborn Map (VoL 8 Sheet 831) Review of the 1950 Sanborn Fire Insurance map depicts Barth Smelting and Refining Co., Inc. on current Block 2442, Lot 10. On site buildings include two factory buildings, a warehouse, with an earthen floor, and a welding shop. There are several other neighboring facilities depicted within the area including Stanley Tools, a soap works, a boat yard and a manufacturer of contracting equipment. Depicted south of the site are the Franklin D. Roosevelt Homes, an apartment complex with eleven apartment buildings and a recreation hall. 1973 Sanborn Map (VoL 8 Sheet 831) The 1974 Sanborn Map depicts additional structures including an office building along Chapel Street, a scale house and another building along the southwest boundary of the site. The Map does depict a 6-foot wire fence between Barth Smelting Corp. and the adjacent apartment complex. 1989 Sanborn Map (VoL 8 Sheet 831) The 1988 Sanborn Map does not depict Barth Smelting on site. The two factory buildings are removed and the property is listed as being operated by Portwide Cargo Securing Co., Palmer Industries and A.G. Ship Maintenance Co. A NJEMS review indicated that Chapel Sfreet LLC located at 99 Chapel Sfreet, Newark received an Area of Concern Unrestricted Use NFA for the removal of one 550-gallon leaded gasoline UST and one 15,000-gallon heating oil UST. There was a NJEMS listings for Canal Sanitation operating a hazardous waste hauling business on site; however, a March 15, 2002 NJDEP compliance evaluation indicated that Canal Sanitation only transported solid waste and that the 99 Chapel Street address was only their mailing address. An internet review ("Google") suggests the following businesses operate at this address: AG Ship Maintenance, Bay Container Repairs of NJ, Portwide Cargo, Robert F. Chambers Law Office and Worldwide Management Group Trust. A search on the EPA website indicated that 99 Chapel Street LLC has an EPA ID # NJD986582401. hi addition the US EPA Envirofacts Report state that Ogden Metals Inc. was associated with this the 99 Chapel Street address, however the status listed was permanently closed, and no records were found in the NJDEP files reviewed indicating that Ogden Metals operated on site. Search of the EPA website also revealed that Barth Smelting & Refining was hsted in a 1977 EPA Report titled "Improvement of New Jersey NEDS Emission Inventory" under County 1380 and Plant ID 0035. An area recon conducted on April 26, 2012 confirmed that the site is fenced along the southern and western sides (Apartment Complex) and along Chapel Street. There are residential properties to the south (the apartment complex operated by the Newark Housing Authority) and to the east, across Chapel Street. A playground area, associated with the apartment complex is located adjacent to the site. The playground area is grass covered. The former Barth Smelter Corp. site is currently owner by Chapel Street Partners whose address is 99 Chapel Street Newark, NJ 07105.
