Sons Co. (M.C. Canfield & Sons) was listed as an unrecognized babbitt metal and solder manufacturer site within Appendix B of a paper titled "Discovering Unrecognized LeadSmelfing Sites by Historical Methods" written by William Eckel et al., and published in the American Journal of Public Health, April 2001, Volume 91, Issue #4 (Eckel Report). In the Eckel Report M.C. Canfield was listed as operafing at 93 Wilsey Street Newark, New Jersey. Review of documentation suggests that refining operations occurred on site from the late 1800s until approximately the late 1980s. Between 1991 and 1995 the site and surrounding area was redeveloped into a residential condominium complex. The current properties associated with the site include Newark City Tax Block 406, Lots 25.01, 25.02, 25.03, 25.10, 25.11 and 25.12, and constitutes all or portions of 52-56 Marrow Street and 63-67 Comerstone Lane. As a result of the smelting and solder manufacturing activities at the 93 Wilsey Street location and the fact that there is now residential use, the NJDEP collected nine surficial soil samples on residential properties on March 15, 2012. All nine samples exhibited lead above the 400 ppm NJDEP Soil Remediation Standard with concentrations rangingfi-om753 ppm to 4,860 ppm. On May 9, 2012 the NJDEP requested that the United States Envirormiental Protection Agency (USEPA) consider the M.C. Canfield & Sons site for removal action under the Comprehensive Environmental Response and Cleanup Liability Act (CERCLA) due to the elevated levels of lead detected in soil at residential properties associated with the former smelter site. To date the USEPA is still evaluating the site for possible removal action. The site was evaluated only for HRS purposes for a discharge to soil. A Resident Individual and Resident Population do exist. Surficial soil sampling conducted by the NJDEP confirmed a release of lead and other metals to soil therefore observed soil contamination was documented. As part of the evaluation of this former smelter site(s) an aerial photograph review was conducted using the NJDEP GIS and the web site www.historicaerials.com. In addition, reviews of the New Jersey Industrial Directories and historic Sanbom Fire Insurance Maps were conducted. J Review of the NJ Industrial Directory select years between 1987 and 1918 indicates that Canfield M.C. Sons was a solder and babbit metal manufacturer which operated at 93 Wilsey Streetfi-omat least 1918 to at least 1970. Review of Sanbom Fire Insurance Maps for 93 Wilsey Street revealed the following: 1892 Sanborn Map (Vol. 2 Sheet 133) A Refining Works is depicted at 93 Wilsey Street. An ironclad furnace is depicted in the back portion of the lot. A junk shed and furnace is depicted on a property adjacently west of the site at what appears to be 196 Newark Street. Domestic homes are located to the north and south of the site at 91 and 95 Wilsey Street. A coal yard is located at 89 Wilsey Street. Another structure with use described as "refining & smelting" is depicted in the back portion of 196 Newark Street. This structure is adjacent to the refining operation at 93 Wilsey. Domestic homes still located at 91 and 95 Wilsey and the Coal Yard still located at 89 Wilsey Street. 1930 Sanborn Map (Vol. 3 Sheet 303) The Refining Foundry building located in the back portion of the lot has been expanded slightly, and a garage "A" is depicted at the northeast comer of the site along Wilsey Street. The refining and smelting operation located at 196'/2 Newark Street is now depicted as an auto repair shop. The coal yard at 89 Wilsey Street is gone and replaced by an eight car garage. 1950 Sanborn Map (Vol. 3 Sheet 303) The on-site refining building has been expanded to occupy most if not the entire lot at 93 Wilsey Street. Use is described as solder manufacturing and refining foundry. The Auto repair facility at 196 V Newark Street is now depicted as being an electrical repair shop. Domestic homes are 2 still depicted at 91 and 93 Wilsey Street. 1973 Sanborn Map (Vol. 3 Sheet 303) Little change noted fi-om 1950; however, a junkyard is depicted at 190 Newark Street. 1989 Sanborn Map (Vol. 3 Sheet 303) Several of the homes in the area of the site are not depicted. The solder manufacturing and metal refining foundry is still depicted at 93 Wilsey Street, and the electrical repair shop is still depicted at 196 Vi Newark Street. An aerial photo review was conducted using NJDEP GIS and the www.historicaerials.com. The findings for the 93 Wilsey Street address are as follows: website In a 1930 aerial photograph, the site appears at least partly developed. Image quality and small size of site limits detail. The 1954 photograph suggests that the site building occupies most of the site. Three roof vents, windows etc. can be seen protruding fi-om the top of the building in the back portion (westem) of the site. Not much change noted with the site in photographs dated 1966, 1969 and 1970. In a 1979 aerial photograph several of the neighboring buildings appear to have been removed. A lot located adjacently west appears to have numerous cars parked (repair shop ? Junk yard ?). More surrounding structures appear to have been removed within the 1987 photograph; however, the smelter building is still standing, several vehicles appear to be parked just north of the building on what is now a vacant lot. The smelter building also appears to be standing in a 1991 aerial photograph while a 1995 aerial photograph the smelter building has been removed and it appears the area has been redeveloped into condominiums. The condominium complex is known as Society Hill at University Heights III. It appears that the site would have occupied all or portions of Block 406 Lots 25.01, 25.02 and 25.03 (52-56 Marrow Street) and Block 406, Lots 25.10, 25.11 and 25.12 (63-67 Comerstone Lane). Sons Co. conducted lead smelting and solder manufacturing on property which is now used for residential purposes, the NJDEP collected soil samples to determine if past activities had impacted surficial soil within the residential area. Nine surface soil samples (0 - 1.0 foot) were collected fi-om five locations on March 15, 2012. The samples were analyzed for TAL metals by Test America of South Burlington, Vermont. Analysis of the samples revealed lead at concentrations exceeding the NJDEP Site Remediation Standard (SRS) of 400 ppm in all samples collected with concentrations ranging fi-om 753 ppm to 4,860 ppm. In addition, elevated levels of arsenic (25.2 ppm), copper (94,500 ppm) and zinc (28,100 ppm) were detected in sample S5A at concentrations exceeds their NJDEP SRS of 19 ppm, 3,100 and 23,000 ppm, respectively. PI: 562176 19 April 2012 Date: By way of this memo, the Bureau of Enforcement and Investigations is requesting that the above referenced site be submitted to EPA for evaluation as a possible candidate for removal action. The M.C. Canfield site was one of the former lead smelting sites evaluated by the Responsible Party Investigations Unit (RPIU). The former M.C. Canfield facility was previously identified as 93 Wilsey Street in Newark, Essex Co.. The investigation conducted by RPIU revealed that the property was redeveloped for residential use during the late 1980s or early 1990s. This portion of Wilsey St. was renamed and is now known as Comerstone Lane in Newark. Based on the current residential use, the RPIU requested sampling assistance from the Bureau of Environmental Measurements and Site Assessment to determine whether the former lead smelting operations may have impacted soils at the site. On 15 March 2012 nine surface soil samples (0-1.0 feet) were collected and were analyzed for metals. The soil samples were collected from a vegetated area on Comerstone Lane, along a common vegetated area between New Jersey is an Equal Opportunity Employer i Printed on Recycled Paper and Recyclable M C Canfield & Sons (Former), PI: 562176 City of Newark Essex County 2 condominiums and from a vegetative area on Marrow Street. Analytical results were received on 16 April 2012 and have yet to go through the QA/QC process. However, preliminary review indicates lead was found in all samples at concentrations ranging fi-om 753ppm to 4,860ppm; copper was found in one sample at 94,500ppm; zinc was found in one sample at 28,100 ppm and arsenic was found in one sample at 25.2ppm. Please note that the results are above the current residential direct contact standard for each of the contaminants. RPIU has a small case file for this site, including the summarized data from the March 2012 sampling activities. Canfield & Sons site in Newark, Essex County Marrow Street and Comerstone Lane (formerly 93 Wilsey Street) Newark, Essex County NJDEP/SRPP1# 562176 Dear Mr. Mugdan: The New Jersey Department of Environmental Protection (DEP) submits the former M.C. Canfield & Sons site in Newark, Essex County for removal action consideration under the federal Comprehensive Environmental Response and Cleanup Liability Act (CERCLA). Elevated levels of lead contamination detected in soil at residential properties associated with the fonner M.C. Canfield & Sons site require fiirther action to protect public health. DEP perfonned initial sampling March 15, 2012 at properties identified as related to the former M.C. Canfield & Sons site to determine if metal contamination associated with past smelting operations was present in soil above New Jersey's Soil Remediation Standards. Elevated lead contamination in surface soil samples was found ranging from 753 parts per million (ppm) to 4,860 ppm collectedfi-omvegetated areas on Comerstone Lane and Marrow Street and a common area of a condominium complex. The results indicate that the properties were impacted by the former smelting company. DEP believes the site warrants action by the U.S. Environmental Protection Agency's (EPA) Removal Action Branch to delineate and remove soil contaminated above both agencies 400 ppm lead remediation standard. Elevated levels of copper, zinc and arsenic also were detected with the lead contamination. DEP has been in contact with a condominium association manager to discuss the results preliminarily and advise residents to take necessary precautions to avoid contact with the New .Jersey is an Equal Opportunity Employer i Printed on Recycled Paper and Recyclable contaminated soil. DEP also provided Newark officials information about the former smelter site and this referral to your agency. The former M.C. Canfield & Sons site was redeveloped for residential use during the late 1980s or early 1990s. A portion of Wilsey Street in Newark was renamed and is now known as Comerstone Lane. Smelter operations at the former M.C. Canfield & Sons site likely occurred from approximately 1892 to 1989, according to an ongoing DEP screening of past operations in the area. The former M.C. Canfield & Sons site first appears in historical records in 1927. Further, this is the second site where DEP sampling has identified significantly elevated levels of soil contamination associated with a fonner smelting operation. DEP's Site Remediation Program will continue to provide EPA with any additional contamination concerns identified at other smelter locations as information becomes available.
