Subject: Req uest for Compliance Meeting

Dear Mr. Furgason:

The Mid-America Steel Drum Company (Mid-America) operates three facilities within the MMSD
service area. The facility at 3950 South Avenue, St. Francis, is regulated by Wastewater
Discharge Permit 5032.05. This permit sets forth pretreatment standards and requirements applicable
to the discharge of wastewater to the sewerage system. Mid-America has established a pattern of
noncompliance at this facility, related to violations of its wastewater discharge permit limits.

With the publication of recent articles in the Milwaukee Journal Sentinel, the District has become
aware of Mid-America's facility at 2300 w. Cornell St. References in the article suggest that there may
be discharges of process wastewater from this facility. If this is indeed the case, the District needs to

understand the volume and makeup of those discharges and may require a wastewater discharge
permit for those.

As previously discussed with you, the District requests your attendance at a meeting with District staff
on March 16, 2017, at 1:00 pm. at District Headquarters, 260 West Seeboth Street, Milwaukee. The
purpose of this meeting is to review your current plan and schedule for preventing violations from
recurring at your St. Francis facility and to discuss the operations at the w. Cornell St. facility as well as
all of your operations in the MMSD service area.

The District may have legal counsel present at this meeting. It is essential that Mid-America attends
this meeting to help prevent further enforcement action. Failure to attend may cause the District to
take enforcement action, including penalties up to $10,000 per violation or revocation of Mid-
America?s wastewater discharge permit, as allowed in secs. 11.807 to 11.818, MMSD Rules.
