Energy Plan

The 2015 New York State Energy Plan is a comprehensive roadmap to
build a clean, resilient, and affordable energy system for all New Yorkers.
The Plan coordinates Governor Andrew M. Cuomo’s major new energy
initiative, known as Reforming the Energy Vision (REV).
REV will create a stronger and healthier economy by
stimulating a vibrant private sector market to provide
clean energy solutions to communities and individual
customers throughout New York.

New York is leading the way in developing and deploying a comprehensive
approach to transform the following energy challenges into opportunities.

Affordability

Drive system-wide savings that benefit all customers and encourage private
investment in distributed clean energy solutions that help customers better
manage their energy bills and reduce fuel costs.

Environmental

Animate clean energy markets through strategies to attract private sector capital
investment, and support clean transportation alternatives, enabling New York State
to meet its aggressive environmental energy goals and transition to a clean
energy economy.

clean, local energy resources that strengthen and improve the reliability of the grid.

Regulatory Reform

Provide New York State with the ability to operate its energy system more efficiently
and at a lower cost, and enable utilities to chart a vibrant, but changing, future.

Environmental Justice

Help communities disproportionately impacted by air pollution pursue a
clean energy future.

Clean, Reliable Transportation

Guide the development and implementation of programs that will help fund
and facilitate the clean transportation system of the future while maintaining
existing infrastructure. Build an integrated energy network able to harness
the combined benefits of the central grid with clean, locally generated power.

State’s shift to a more market-driven clean energy future and allow for a
reduction in ratepayer collections.

private sector innovation and investment fueled by
REV, will put New York State on a path to achieving

Reducing greenhouse gas (GHG) emissions from the energy sector—power
generation, industry, buildings, and transportation—is critical to protecting
the health and welfare of New Yorkers and reaching the longer term goal of
decreasing total carbon emissions 80% by 2050.

of electricity must come from renewable energy sources

Renewable energy sources, including solar, wind, hydropower, and
biomass, will play a vital role in reducing electricity price volatility and curbing
carbon emissions.

in energy consumption in buildings from 2012 levels

Energy efficiency results in lower energy bills and is the single most
cost-effective tool in achieving energy objectives. 600 trillion British thermal
units (TBtu) in energy efficiency gains equates to 23% reduction in energy
consumption by buildings.
