Ms. Crunican, This correspondence is in response to your letter dated October 30, 2017 regarding the Safety Certification Verification Report for the BNVP Project and intent to operate the new cars in revenue service. This letter is a denial to operate cars in revenue service. During a test run on November 3, 2017 with CPUC staff, the ten-car consists experienced a failure to recognize the 10-car lineup (consist) and only recognized a three-car consist. In turn the Operator lost control of the passenger doors. The Operator was unable to open the doors at platform stops. Please diagnose the issue and provide a detailed written explanation to CPUC staff regarding the cause of the failure and how it has been corrected. After the corrections have been made, another test run will be required for CPUC staff observation. CPUC staff is requesting a test run throughout the entire revenue line including stops at all the platforms. Again, BART is denied permission to operate the new cars in revenue service until the aforementioned issue and all issues have been corrected and an additional ride check is conducted by CPUC staff.
