California State Assembly State Capitol, Room 3016 Sacramento Ca, 95814 I am writing this with the intent to inform Rules of my reason fro resignation from the office of Devon Mathis. I started working forthe in December of 2014 and have to say it has been a rough start. At first was hired as the District Coordinator but found out that was placed as a senior field representative. The pay was placed at was as a Representative and not district coordinator. When Collier Azare was let go the new chief of staff was informed of my position and said it was changed but the pay did not reflect that of a District Coordinator. I was told that it would take some time to fix the pay but that was never the case. I continued my job and was patient with the pay increase which never came. This was not the main reason butl did feel I should have been getting paid for what I was hired for, as my job was way more than that of a senior field representative. Besides the pay there have been numerous other reasons as to my resignation. 1. The made sexual statements that are unbecoming of a person in his position on numerous occasions listed below. a. As was up in Sacramento fortraining was going through the list of elected members a pictures to gain knowledge of who they are by name and face. When I came across the picture of Ling Ling Chang the made a comment saying he wouldn't mind having 10 minutes a lone with her. At the time I thought the comment was in appropriate and CollierAzare pulled him in the office to talk to him. b. I had set a meetin with newly hired CEO of the Visalia- fl which was a productive meeting. Some to me laterthat week I had a meeting with the in his district office, we were discussing the meetin I had taken and who with. When I came to the meeting with i he said to me he would love the chance to bend her over a desk, just 5 minutes is all he needed, he began to laugh which made me uncomfortable. I said that was not right brother (call him that because we are veterans) he said it's a joke and I that was the end. We then began to discuss the meeting. 2. Campaigning on state time. a. A porterville meeting took place to discuss East Porterville water issues, at this meeting in attendance were many elected officials throughout porterville and some county supervisors. The meeting took place at porterville chamber of commerce and was hosted by the This meeting was defiantly a state meeting which was ok since the water issues is a serious issue. The problem with it is the food, sandwiches and snakes and drinks we're payed for using campaign funds. All of it was paid for using campaign funds. I know that is a direct violation of campaign finance laws and I have already filed a complaint with the proper authorities along with the receipts from the purchase, and my sworn statement because I was the one that paid for them. b. Campaign funds were also used to pay for tickets to a retirement party for Sheriff of Tulare County hosted by Sheriff Mike Boudreaux of Tulare County. I whiteness the assemblyman pull the money out of his campaign account using the ATM. The money was given to myself and I then gave the money the the person with the Sheriffs office asking for the money. This was an event that was clearly not a campaign event but was for the assemblyman to meet people as an elected official. I have submitted a sworn statement as well about this with the proper authorities. C. The attached email was sent to me from Chief of Staff Sean Dorhety the email is clearly a direct ethics violation which askes us to do two things. 1. Askes us to set up meetings on state time that are campaign oriented. 2. Asks us to clearly make campaign meetings more important that constituent meetings. In the email the recipients listed are myself, Amanda Morrello (scheduler) Seans wife Thanne (campaign chairman) Devon Mathis (assemblyman) and his wife. Clearly the email has campaign people and state hired people in it. When I asked Devon Mathis about the email stating it shouldn’t be that way and I am not paid to campaign he said, “you need to do you’re job or we will find someone else that will, get it done.” I said I would not and walked out of the room. D. The assemblyman would cancel meetings with constituents to take meetings with donors. On two separate occasions he did so. 1. Was when we meet with members of State Farm, they had set up a meeting with the assemblyman to talk to him about issues and meet him. At the last minute the assemblyman received a phone call and left to take a meeting involving campaign funding from a donor and did not attend the meeting with the State Farm agents. 2. I had set up a meeting with ACT for women and girls they wanted to discuss women’s health. Issues. Most of these kids were all high school age some young college. Instead of attending the meeting the assemblyman went to meet someone at the country club who would eventually donate to the campaign. On both occasions he clearly was still working on sate time and was in knowledge of it. When I asked why he said we need the money these people can wait another day. I am writing this to inform you of the many things I felt were unbecoming of an assemblyman and what they should stand for. This resignation letter is the tip of the iceberg of things I felt were direct violations with knowledge from all parties involved. In my humble opinion all parties involved from the assemblyman to staff are aware of the direct violations. I would make myself available to Rules to discuss in length and even show documented proof of violation as I already have. The sexual comments to campaign. I would gladly come and testify if needed. I am writing this as my resignation letter to Rules Committee and will submit a separate letter to the chief of staff in order to not cause conflict.
