Count: 21 In Violation of: Penalty Statute: MOC: ICR: Penalty: Receiving Stolen Property 609.53 subd. 1 609.52 subd. 3(5) - Theft-Value $500 or less Q319L 17012626 90 days and/or $1,000 On or about September 26, 2017, in Shakopee, Scott County, Minnesota, Rodney Keith Thompson, 6/1/1965 (52), did unlawfully and wrongfully receive, possess, transfer, buy or conceal any stolen property or property obtained by robbery, knowing or having reason to know the property was stolen or obtained by robbery, specifically 57,660 Sky Miles. PAGE 6 STATEMENT OF PROBABLE CAUSE Rodney Keith Thompson (DOB: 6/1/1965) was hired by Independent School District No. 720 to be the Superintendent of the Shakopee School District starting in 2011. He worked for the School District in that capacity until June 30, 2017. Over that six-year period, using a variety of schemes, Thompson swindled and stole tens of thousands of dollars from the School District. P-CARD SWINDLE (Counts 1 – 5) Shortly after Thompson was hired by the School District, the School District issued Thompson a Pcard. A P-card is similar to a credit card. Thompson signed an Acknowledgement of Receipt of the MasterCard Purchase Card, which acknowledged that he had received a copy of the Procedure Manual and understood the use and responsibilities of the P-card. Thompson acknowledged that the P-card was to be used solely for School District purchases, and he could be fired if he violated these terms. Thompson also signed the Terms of Revocation Form, where he again acknowledged that only he could make purchases with the P-card, and the purchases must be for the Shakopee Public Schools. Over the years, Thompson used the P-card to purchase personal items that had no school purpose, including sports memorabilia, personal memberships, an Xbox, motorcycle jewelry, clothing, alcohol flasks, and travel that was not for the benefit of the Shakopee Public Schools. Between November 10, 2014, and May 10, 2015, there were a total of 44 such transactions for personal purchases which had no school purpose, with a six-month aggregated value of $3,119.23. This is charged in Count 5. Between May 11, 2015, to November 11, 2015, there were a total of 98 such transactions for personal purchases which had no school purpose, with a six-month aggregated value of $10,982.96. This is charged in Count 4. Between November 12, 2015 to May 12, 2016, there were a total of 100 such transactions for personal purchases which had no school purpose, with a six-month aggregated value of $10,803.82. This is charged in Count 3. Between May 13, 2016, to November 13, 2016, there were a total of 43 such transactions for personal purchases which had no school purpose, with a six-month aggregated value of $2,713.88. This is charged in Count 2 Between November 14, 2016, to May 14, 2017, there were a total of 20 such transactions for personal purchases which had no school purpose, with a six-month aggregated value of $2,876.42. This is charged in Count 1. URBAN SUPERINTENDENT ACADEMY SWINDLE Thompson asked the School Board to approve his travel to Washington DC and New Orleans for the Urban Superintendents Academy. Thompson told the School Board there would be no expense to the Shakopee School District for these trips. He told the School Board all the costs were covered by a grant. The School Board approved Thompson’s request because there was no cost to the School District. But none of the costs were covered by a grant, and the Shakopee School District paid for all of it on Thompson’s P-card. Specifically, Thompson took 10 trips related to the Urban Superintendents Academy – nine to Washington DC, and one to New Orleans. From 2015 to 2017, the total cost for these trips paid by the School District was $13,448.71. These transactions are included in Counts 1 through 5. ADOPTION – SWINDLE (Count 6) Thompson entered a contract with the School District on July 1, 2014, to extend his employment with the Shakopee School District. An Addendum to the contract was signed on January 13, 2014. This PAGE 7 Addendum allowed Thompson $30,000 as an “adoption benefit,” with an additional 25% “over max cap” at the Executive Committee’s discretion. The Addendum stated that eligible expenses were to be docum ented by receipts, approved by the Executive Committee, and would be paid as reimbursements for Thompson’s adoption expenditures. Thompson received approval for the additional 25% -- which was an additional $7,500 -- for a total “adoption benefit” of $37,500. Thompson then submitted copies of checks to the School District for reimbursement that he claimed to have written from his personal checking account to Adoption Network Law Center. The School District paid Thompson for those checks as reimbursement for the payments he claimed to have made. But none of these checks were submitted to Adoption Network Law Center, and none of these checks were ever cashed. Thompson wrote the checks and submitted them to the Shakopee School District to obtain cash advances from the Shakopee School District that he was not entitled to receive. In total, the School District paid Thompson $37,500, and then paid an additional $12,422.56 on Thompson’s P-card for a total of $49,922.56. During this same time period, Thompson obtained an additional $26,900 from a “friend” as a “loan” to allegedly help pay for the adoption process. In 2015, Thompson negotiated to pay the School District back the $12,422.56 by taking it from what he claimed to have as his accrued vacation/sick leave. During the six-month period of February 14, 2014, to August 14, 2014, the School District paid Thompson $35,400 to “reimburse” him for the expenses he claimed to have incurred based upon the checks he submitted to the School District. During the same six-month period of February 14, 2014, to August 14, 2014, in 48 transactions, Thompson charged an additional $2,735.21 on his P-card that had no school purpose. RICO SUN TOURS AIRPORT TRANSFER – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 7) On September 29, 2016, Thompson purchased transportation for two people from Rico Sun Tours to take them from the airport to a hotel in San Juan, Puerto Rico. Thompson purchased this on his P-card for $150.00. This was a personal expense with no school purpose. GARDEN HOSE – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 8) On June 13, 2016, Thompson purchased a garden hose on his P-card and had it shipped to his home in Shakopee. The cost to the School District was $45.98. This was a personal expense with no school purpose. GRONOMICS GARDEN BED – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 9) On May 24, 2016, Thompson purchased a Gronomics elevated garden bed on his P-card and had it shipped to his home in Shakopee. The cost to the School District was $144.07. This was a personal expense with no school purpose. VIKINGS FLAG – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 10) On May 23, 2016, Thompson purchased a Vikings flag on his P-card. The cost to the School District was $61.74. This was a personal expense with no school purpose. SECOND VIKINGS FLAG – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 11) On May 23, 2016, in a separate transaction, Thompson purchased a second Vikings flag on his Pcard. The cost to the School District was $23.34. This was a personal expense with no school purpose. WIFE’S FIRST-CLASS AIRLINE TICKET -- EMBEZZLEMENT OF PUBLIC FUNDS (Count 12) On April 28, 2016, Thompson purchased his wife a first-class airline ticket to Nashville on his P-card for $724.20. This was a personal trip with no school purpose. BIKE CHAIN JEWELRY – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 13) On March 28, 2016, Thompson purchased bike chain jewelry on his P-card. The cost to the School District was $39.96. This was a personal expense with no school purpose. HARLEY DAVIDSON JEWLERY – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 14) PAGE 8 On March 9, 2016, Thompson purchased a Harley Davidson ring on his P-card. The cost to the School District was $76.95. This was a personal expense with no school purpose. FIRST CLASS UPGRADE – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 15) On November 2, 2015, Thompson purchased an upgrade to First Class on his P-card for his flight from Minneapolis to Washington DC. This First Class upgrade cost the School District $308.00. This was an unauthorized personal expense with no school purpose. 42-INCH LG TV -- EMBEZZLEMENT OF PUBLIC FUNDS (Count 16) On October 26, 2015, Thompson purchased a 42-inch LG TV on his P-card for $472.42 and had it shipped to his home in Shakopee. This was an unauthorized personal expense with no school purpose. This TV was found hanging on a basement wall in Thompson’s home on June 8, 2017. GRAND OLE OPRY -- EMBEZZLEMENT OF PUBLIC FUNDS (Count 17) On September 29, 2015, Thompson purchased four tickets to the Grand Ole Opry for $575.06 on his P-card. He never provided supporting documentation for this purchase. He went to the Grand Ole Opry with Angela Turry, Matt Thomas, and Nancy Thul. Both Turry and Thul confirmed that this was not a school function and there was no school purpose for it. They thought Thompson had purchased the tickets on his personal credit card. COWBOY BOOTS -- EMBEZZLEMENT OF PUBLIC FUNDS (Count 18) On September 22, 2015, Thompson purchased cowboy boots on his P-Card for $219.99. There was no school purpose for the cowboy boots. VIKINGS WALL GRAPHIC – EMBEZZLEMENT OF PUBLIC FUNDS (COUNT 19) On July 23, 2015, Thompson purchased a Vikings wall graphic on his P-card and had it shipped to his home in Shakopee. The cost to the School District was $67.73. This was a personal expense with no school purpose. POSSESION OF STOLEN PROPERTY (Count 20) When police searched Thompson’s office on June 5, 2017, they found a number of items that Thompson had purchased earlier on his P-card but had been missing. Specifically, police found: ฀ an Apple Time Capsule 3TB was purchased on March 2, 2015, for $373.99. ฀ a Bose Soundlink Wireless Speaker was purchased from Amazon on June 12, 2012, for $299. ฀ a Bose SoundDock with Soundlink car charger was purchased on Amazon on October 6, 2013, for $23.61. ฀ a travel bag for the SoundDock was purchased on Amazon for $39.99. ฀ a Kindle 6-inch high resolution next-gen was purchased on Amazon on September 26, 2013, for $119. ฀ a Sennheiser 840 RF Wireless Headphones were purchased on Amazon on April 11, 2014, for $279.95. Thompson’s assistant told police that none of these items had been in his office before the investigation started. They just appeared in his office in a basket on June 5, 2017. The total value of these items was $1,136.54. SKY MILES – POSSESSION OF STOLEN PROPERTY (Count 21) For his School District travel, Thompson accrued “points” he could use to purchase other things of value. As of September 26, 2017, he had 57,660 Sky Miles in his account accrued as a result of School District travel. Thompson is described as a 52 year-old white male, standing approximately 6’04”, weighing approximately 295 pounds with hazel eyes. PLEASE TAKE NOTICE: Pursuant to Minn.
