Attachment A includes an explanation Of the activities that the Illinois EPA believes may resolve the speci?ed alleged violations, including an estimate of a reasonable time period tO complete the necessary activities. If the Illinois EPA sends a proposed CCA, the facility must respond in writing by either agreeing to and signing the proposed CCA or by notifying the Illinois EPA that the facility rejects the terms of the proposed CCA. Rather than releasing the sump water directly to the permitted outfall, it was released roughly 50 feet short of the discharge canal, allowing water from the blowdown house sump to flow intermittently onto the ground. The water ?owed across soils and towards the discharge canal, a NPDES outfall. Between May 28, 2017 and June 11, 2017 approximately 35,000 gallons of waste water was released to the ground surface. Once discovered, the discharge was terminated and the area was inspected. A review of information available to the Illinois EPA indicates the following violations of statutes, regulations, or permits. Included with each type of violation is an explanation of the activities that the Illinois EPA believes may resolve the violation including an estimated time period for resolution.
