Organizational Charts Pages: 5 PURPOSE: The purpose of this written policy is to inform employees of the authority and responsibilities of the Director of the Tennessee Bureau of Investigation (TBI). STANDARDS: A. The Director is appointed by the Governor to administer the TBI for a term of six (6) years. B. The Director has full control over the activities and duties of all Divisions, units, and personnel of the Bureau, and shall be provided facilities, supplies, and equipment to perform his/her duties and functions as prescribed by Tennessee law. C. The Director, with the Governor’s approval, may increase the number of personnel employed by TBI as may be necessary to provide appropriate support to each of the Bureau's Divisions and units. D. In the absence of the Director, the Deputy Director shall assume responsibility for the Bureau. 1. The Deputy Director shall have full authority to act on behalf of the Director when the Director is incapacitated, off duty, out of town, or otherwise unable to command. In the event that the Director and Deputy Director are absent, the Assistant Director of the Criminal Investigation Division shall have full authority to act on behalf of the Director. 2. Page 2 of 5 3. Each Division Supervisor shall designate a supervisor under their command to be in charge in their absence. 4. The designee will maintain contact with the Director’s office in the absence of the supervisor. There is hereby established a Senior Management Staff who shall report directly to the Director/Deputy Director concerning normal day-to-day Bureau operations and functions. Senior Management Staff informs the Director/Deputy Director immediately of any incidents in which there may be questions as to TBI’s liability and those incidents which may result in heightened community interest. Senior Management Staff shall be composed of the following positions: 1. Deputy Director 2. Assistant Director of the Criminal Investigation Division 3. Assistant Director of the Administrative Services Division 4. Assistant Director of the Training Division 5. Assistant Director of the Forensic Services Division 6. Assistant Director of the Drug Investigation Division 7. Assistant Director of the CJIS Division 8. Human Resources Director 9. Chief Information Officer 10. Executive Officer 11. Budget Analysis Director 12. Audit Director 13. General Counsel Each Division/Unit of the Bureau shall be staffed with the appropriate supervisory personnel necessary to manage the daily operations of that Division/Unit. 1. All employees are expected and required to follow the chain of command when communicating with Bureau management staff. H. All employees should consult with their respective SAC/ASAC/Supervisor first when needing to meet with Bureau management staff. I. If the SAC/ASAC/Supervisor is unable to resolve the issue, he/she shall report the matter to his/her immediate supervisor, or to the appropriate Division Manager if there is no intermediate supervisor. Employees scheduled to meet with their Division Manager shall be accompanied by their immediate SAC/ASAC/ Supervisor. J. Employees scheduled to meet with the Director shall be accompanied by their respective Division Manager or SAC/ASAC/Supervisor. If the matter to be discussed involves the employee's Division/Unit manager or SAC/ASAC/Supervisor or is personal in nature, the employee may be allowed to meet privately with the Director. 9/27/2017 4:54 PM
