Daryl Anton and Jessica Earl entered the Chevron located at 2755 W Chandler Blvd in the City of Chandler with a shotgun and pointed the gun at David Bowden while they emptied the cash register of approximately $200 cash and then stole several packs of cigarettes. Cody Isvak stayed in the vehicle that was believed to be parked in the parking lot of 2595 W Chandler Blvd. This case is pending to Detective Duncan. Investigation: On 10/05/2016 I was conducting a frequent patrol in the area of Alma School Rd and Willis Rd when I was dispatched to this call. While enroute to the call I was advised that officers were following a blacked out SUV from the scene. I was advised that they were east bound heading toward Alma School Rd. I was on the 202 heading west bound when I exited off the 202 at Dobson Rd and activated my emergency lights and siren. I then went north bound to Pecos Rd and headed east bound and took up a position at Pecos Rd and Alma School Rd and attempted to deploy my stop sticks. I was standing on the northwest corner and deployed them into the southbound lanes. There was another officer in the median of the roadway also deploying stop sticks. I pulled my stop sticks out of the way when the suspect vehicle almost lost control in attempt to take evasive action and was moving in my direction. I felt as though the movement of the vehicle was in an attempt to avoid the stop sticks and was in fear that the vehicle may go up onto the curb where I was standing and I had no protection from the vehicle. I then threw my stop sticks in the back of my patrol vehicle and began to follow the pursuit. The vehicle continued south bound on Alma School Rd and went west bound on the 202. I followed west bound on the 202 and exited on Kyrene Rd and followed south bound. As the pursuit turned back to the east just north of the Casino I turned around and went to I10 in case they made their way to the interstate. I exited I10 on Queen Creek Rd as the pursuit started south bound on Old Price Rd. I then took Queen Creek Rd to Alma School Rd as I was told that they were east bound on Germann Rd. I entered the Fry's parking lot as the suspects exited the vehicle. I arrived on scene after they were already taken into custody. For: 3325 Printed On: Oct-24-2017 (Tue.) Page 7 of 136 CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY I then went to the location of the incident and met with Officer Waters #726 who had gone to secure the scene. I met with him and he stated that he had identified the victims and had attached them to the call. I then went and met with David Bowden and Benjamin Parent. They stated that they were not injured and that they did not need any medical attention. They were sitting outside of the store on the benches to the west of the entrance. I then asked them if they were willing to go and identify the suspects that had been taken into custody. They both stated that they were. David Bowden rode to Alma School Rd and Germann Rd with Officer Barker and Benjamin Parent rode with Officer Vigesaa. They both identified Daryl Anton and Jessica Earl, independently of each other as the two who had entered the store to commit the crime. Benjamin Parent returned to the scene of the crime first and I conducted an interview with him in which he told me the following. Recorded Interview: Benjamin Parent (Victim) Mr. Parent stated that he was in the back of the store re stocking the cooler when the suspects entered the store. He stated that he immediately thought that something was up since they were wearing bandanas. He described the male as a Hispanic with a red bandana over his face and he called 911 and stated that the male was wearing a grey tshirt and khaki pants. He stated that they took approximately $200 in cash and cigarettes. The female was described as wearing a blue bandana over her face and a dark hoodie and black pants. He did not see if the weapon was pointed at his other employee because he stayed in the back and called 911. Mr. Parent stated that when he went to identify the suspects in this case he was able to identify the male and female that came into the store. Investigation Continued: As David Bowden returned to the scene I interviewed him and he told me the following. Recorded Interview: David Bowden (Victim) Mr. Bowden stated that he was outside smoking a cigarette when the suspects entered the store. He followed them in and then noticed that they were wearing bandanas. They entered the store from the east side of the parking lot. He got behind the counter and they told him to open the register and pointed the gun at him that he described as a shotgun. Then they took the money from the register while they told him what to put in the bag and then they took the register from him. He stated that they were wearing gloves This is a copy of a Chandler Police report released pursuant to the Freedom of Information Act. Page 8 of 136 CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY and that the male came around the counter and then took cigarettes. He stated that they left and no shots were taken. He described the male as wearing a red bandana with a grey shirt and khaki pants. The female had a blue bandana with dark hooded sweatshirt and dark pants. He described the gun as a shotgun. They then left the store in the direction that they came from. He said that he never saw a vehicle. He then stated that when he went to identify the suspects he was able to identify the male and female that came into the store but that he did not ever see the third person. Investigation Continued: A short time later the General Manager William Munden arrived on scene. He stated that he would be able to pull the video of the incident when detectives were ready. I explained to him that we were going to wait for the detective to arrive on scene prior to entering the store. As the media started to arrive on scene we moved the employees over to the inside of the car wash for the facility. I completed the Maricopa County Victim's Supplement Forms and had them all sign their forms. Detective Duncan arrived on scene and I gave him a quick run down of what I had been told by Benjamin Parent and David Bowden. Detective Duncan then asked that I take William Munden into the store and start to download the video of the incident. As I was watching the video I observed the male and female suspects described by the victims in this case approach the store from the east through the parking lot. No vehicle was observed in the video. They entered the store at approximately 0148 hours. They are seen entering prior to David Bowden. David then enters the store and walks around the counter while the suspects stay on the outside of the counter. The shot gun is then pointed at Mr. Bowden in the video by the male suspect. As he is emptying the cash register Mr. Anton jumps over the counter and starts to select several packs of cigarettes. He touched the counter with a bear hand when he jumped the counter while still holding the shotgun. As this information was obtained from the video footage I called Identification Specialist Caminitti to come and process the part of the counter for possible prints. A possible print was obtained off of the counter and off of a pack of cigarettes. The individuals were then seen exiting the store at approximately 0149 hours. Detective Duncan took custody of the video from William Munden after he observed the video. I entered an estimate of the cash that was taken from the cash register and the packs of cigarettes that could be seen taken in the video as property stolen. This case is pending to Detective Duncan for follow up in this case and interviews with the suspects. This is a copy of a Chandler Police report released pursuant to the Freedom of Information Act. Narrative: On 10/05/16 at approximately 0151 hours, Chandler Dispatch advised, via radio, of an armed robbery that just occurred at the Chevron, located at 2755 West Chandler Boulevard. Officers responded to the location and I heard, via radio, Sgt Pilkington advise a black vehicle was eastbound from the location "blacked out." A pursuit was initiated and I responded to the area of Germann Road and Price Road, in an attempt to utilize stop sticks, should the pursuit end up at this location. Units involved in the pursuit advised the vehicle was eastbound on the dirt road, just south of the Loop 202, headed toward Price Road from Kyrene Road. I observed the vehicle exit the dirt road area and get onto Germann Road, just west of Price Road. Another officer successfully deployed stop sticks on the vehicle being pursued. The vehicle continued traveling east on Germann Road and I was able to follow the vehicle, along with several other patrol units. I was operating a fully marked Chandler Police Patrol Tahoe and wearing a fully identified Chandler Police uniform. I did have my emergency lights and siren activated, along with several other patrol For: 3325 Printed On: Oct-24-2017 (Tue.) The vehicle continued east on Germann Road and as it was traveling east, the vehicle was swerving from left to right within the roadway. I observed pieces of the vehicle tire were being thrown from the vehicle as it continued to drive east. As it drove east, sparks and debris were coming from the vehicle driving on the rims. On Germann Road, just west of Alma School Road, the vehicle came to a stop and I observed a patrol unit pin the driver side door closed. At the same time, I observed a male subject and female subject exit the passenger side of the vehicle and began running east through the Fry's parking lot, which was located on the southwest corner of Germann Road and Alma School Road. I drove my vehicle east of their location, while still maintaining a visual of the subjects, and into the next parking lot entrance. I exited my patrol vehicle and observed the female subject slow down and the male subject continue running east, then south. Another officer was with the female, so I ran after the male subject. The male subject then ran south along the front of the Fry's store. The male subject stopped directly in front of the north entrance doors to the building, where he was ordered on the ground. The subject complied and I placed him in handcuffs, double-locked behind his back, and checked for fit. The male subject advised he does not have any identification on him, but verbally identified himself as Cody Isvak with a date of birth /93. Cody was checked for weapons, which he did not have any. Cody was placed in the back seat of my patrol vehicle. I was able to utilize my MDT computer and complete a MVD search using the information he provided. I was able to view his MVD photograph and verify the subject in my custody was Cody Isvak. I was later advised that Cody was positively identified as one of the suspects in the armed robbery. I then transported Cody to the Chandler Police Department Main Station CIB interview rooms, where Cody was placed in one of the interview rooms and the room recording device was activated. Officer Hernandez #367 arrived with one of the other suspects and assumed custody of Cody, and waited for detectives to respond. End of supplement. For: 3325 Printed On: Oct-24-2017 (Tue.) As I approached Chandler Blvd and Alma School Rd, Sgt Pilkington #S112 announced via radio that he was following a darked out vehicle east bound on Chandler Blvd approaching Pennington Rd. Sgt Pilkington further announced the vehicle was failing to yield. I was now west bound on Chandler Blvd approaching Parklane Bl and could see Sgt Pilkington's emergency overhead lights activated as it was following the suspect vehicle. I turned south bound on Parklane Bl anticipating the suspect vehicle possibly heading my direction, which it did, east bound on Commonwealth Av. I stopped my fully marked patrol vehicle (#14224) with the emergency overhead lights activated at Commonwealth Av as the suspect vehicle and Sgt Pilkington passed in front of me still heading east bound through the Safeway parking lot. The suspect vehicle's lights were still off and Sgt Pilkington's emergency lights were activated. Sgt Pilkington announced he was in pursuit of the suspect, continuing to follow east bound through the Safeway parking lot. I pulled in behind Sgt Pilkington at this point, activated my overhead emergency lights and called out the pursuit. No pedestrians or moving vehicles were seen in the Safeway parking lot as we continued towards Alma School Rd, where the suspect went south bound to the 202 San Tan Freeway. I arrived at the point of the stop just after the occupants had exited. One of the suspect occupants was being taken into custody at the point of the stop, with two others running east bound. Those suspects were taken into custody by assisting officers. I assisted with securing the Fry's parking lot, directly in front of the store (facing east), as well as the north side of the store, closing off the area with crime scene tape. ROBBERY INVESTIGATION CHANDLER REPORT: 2016-112949 LOCATION: 2755 WEST CHANDLER BLVD., CHANDLER DATE: OCTOBER 5, 2016 INVESTIGATION: On October 5, 2016 I was contacted by Sgt. Minor and asked to respond to assist patrol officers with an armed robbery investigation. The initial information was an armed robbery had occurred at the Chevron station located at 2755 West Chandler Blvd. The suspect vehicle was located driving away and an attempt to stop the vehicle was made. The vehicle fled from the officers and a pursuit was initiated. The vehicle was eventually stopped on Germann just west of Alma School. There was a short foot chase with two of the three subjects. All were in custody and a shotgun was observed in the car. For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 12 I responded to the location at Alma School and Germann where the suspect vehicle was still located. I contacted Sgt. Pilkington and Sgt. Dykstra. I learned the car had been originally seen driving east on Chandler Blvd from the scene. It was the only vehicle on the road and the lights were not on. Sgt. Pilkington attempted to conduct a traffic stop and the vehicle fled. For further details regarding these observations refer to his supplemental report. During the chase stop sticks were successfully deployed at Germann and Old Price Road. Three of the four tires became flat. The pursuit was recorded from the Mesa Police Air Unit at this point. A copy of the video was provided from Mesa PD. During the pursuit speeds reached 110 miles per hour on the Loop 202 Freeway. It was unclear as to which seating positions the captured persons occupied in the car. The occupants had been transported from the scene to the police department where they were awaiting questioning. The car was a 2007 Suzuki four door SUV. It was sitting in the northwestern driveway to the Fry's with the front of a police SUV against the driver side. Both passenger side doors were open and the windows to these doors were down. There was a license plate sitting on the back seat. It was Arizona BFX1206. The license plate that had been on the car at the beginning of the pursuit had fallen off at an unknown location in the chase. The registered owner of the vehicle was Cody Isvak. I could see a shotgun located on the floor in front of the front passenger seat. The shotgun was a light camouflage pattern. There was a vertical grip on the front part of the action and a pistol grip installed where the stock would normally be. The shotgun was lying with the bottom up and I could see into the loading port. I could see there was a round in the magazine tube that was live. Based on the size of the shotgun I recognized it as a 20 gage. The barrel had been cut to the same length as the magazine making it a very short weapon. CST Baldwin was on scene upon my arrival and had already started with taking pictures of the scene. I learned the path of travel by the running occupants was in an easterly direction along the north portion of the building. The female occupant was captured in this area and the male subject made it to the east side and attempted to gain access to the business but was captured at the front door. There was a purse at the site where the female was captured and a small knife in a sheath with it. There was a red shirt located in the path the two subjects took when fleeing from the car. I had CST Baldwin take the knife and shirt. I took custody of the purse. I had her take pictures of the open purse to show the contents. The purse was then secured by me to be later inspected. Detective Duncan arrived on scene and after a briefing, he went to the original scene to complete the processing of it. For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 12 When we started to process the car I decided to only remove the shotgun and to leave the remaining items for a later time. The reasoning for securing the shotgun was the fact I did not want to leave a loaded shotgun on the floorboard and have a chance it cold discharge with the potential rough handling of the car when it was getting impounded. I put on protective gloves and manipulated the slide release to open the bolt from the chamber. I slide the action back and exposed the chambered round. I had this photographed before I continued. I finished opening the action and the chambered round was ejected along with the next round that was in the magazine. I placed the shotgun on the ground with the action open and then placed the extracted chambered round on evidence marker 4. The shotgun was designated with evidence marker 3. I emptied the magazine and placed the five rounds from it next to evidence marker 5. The shotgun was a Mossberg 20 gage with a serial number of T053276. The cartridges were Federal 20 gage that were loaded with 7 ½ shot. These items were collected by CST Baldwin. A check of the serial number from the shotgun revealed it was stolen from Gilbert in March of 2016. A locate was sent to Gilbert with a request they send a copy of the report to this agency. The vehicle was towed by All City Towing to the property building for this department and secured in the fenced parking lot. While securing the car I could see a box for shotgun shells sitting in the rear pouch of the front passenger seat. There was also what appeared to be a black cloth type mask on the front passenger seat. I responded to the police department and contacted Detective Duncan. He advised he had already attempted interviews on Cody Isvak and Jessica Earl. He learned from Cody that he had been driving on Chandler Blvd. when a police car conducted a U-turn and came behind them. Cody then stopped talking. Jessica did not admit to any involvement. I entered the room where Kyle Antone was. He initially identified himself as Darren Antone but later admitted he was Kyle Darren Antone. I advised Kyle of his rights be reading my issued Miranda warning card. He indicated that he understood his rights. I tried to talk with Kyle about the offense and he continued to tell me that he did not know what I was talking about. He stated he was in the back seat of the car "crashed out" He stated he had his ear buds in listening to his music. He woke up when there was a problem with the tire. He stated he exited the car with his hands up and offered no resistance. He was not aware why he was being contacted by the police. Kyle continued this sort of answer and refused to accept that he had been identified by anyone nor that he was on any video. Additional attempts were made to give Kyle the opportunity to accept he had been caught with hard evidence but he would only continue to pretend to not know why he was a suspect. For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 12 CST Caminiti was asked to take pictures of the three suspects and to collect the clothing worn by Kyle and Jessica. Tyvek style suits were provided and only the outer clothing was seized. They were then transferred from the interview rooms to the holding facility where fingerprints and photographs were taken. They were eventually transferred to the Gilbert/Chandler detention facility. I asked Detective Kaminsky to seek a warrant for the SUV driven in this investigation. I asked him to search the SUV once the warrant was obtained. For further details regarding this refer to Detective Kaminsky's report. It should be noted no other shotgun was found in the search. After the booking process was complete, I examined the purse that had been seized. The purse was black on the outside and tan on the inside. There were two straps and no means to close the top. Looking into the purse I could see a small bundle of five dollar bills and a white plastic bag. There was also an opened pack of Camel cigarettes. I went through the contents of the purse and found a Macy's card with the name of Judy Chen in the wallet. I contacted Macy's and learned they were experiencing system issues and they would research the information to try and locate Judy Chen to see if she was a victim of a crime. Also inside the purse were some personal items (water, make-up and shirt) and a cell phone with a micro sd card. I removed all of the contents and counted the money. In the plastic bag there was still US currency to include bills and coins. There were two stacks of one dollar bills with a paper clip on them and their count was 20 each. A complete count of the money revealed there were 26 five dollar bills, 68 one dollar bills, 12 quarters, 36 dimes, 27 nickels, 22 pennies and 1 one dollar coin. The total of the count was $206.17. There was nothing found in the purse to indicate the owner of it or the items inside. I placed the money into a package and had the count witnessed by Detective Rathers #610. I also collected the cell phone and sd card, the plastic bag, the package of cigarettes and the Macy's card. I contacted the Chevron to get the lawful representative for the store so I could complete the victim's forms. I contacted William Munden who advised he was the manager. He told me their count showed five packs of cigarettes were missing. 3 were Camel and valued at $5.84 each. The other 2 were Marlboro Mild 100's and were valued at $6.84 each. He stated his count of the cash indicated $307 was missing. I was provided the video from the Chevron by Detective Duncan. I reviewed the footage and noted the following: The front of the store faces the north and there is a sliding door for the main entrance. For: 3325 Printed On: Oct-24-2017 (Tue.) (File 01470900) The next view provided is a camera pointed in a northeastern direction over the gas pumps. There is nothing identified in this view. (File 01471000) The next view is also over the gas pumps. This view is looking south at the store. It shows Bowden working in the area of the pumps at 01:47:00. He moves closer to the building standing For: 3325 Printed On: Oct-24-2017 (Tue.) He remains there until the subjects enter the store and he follows in behind them. (File 01471100) The next provided view is of a storage room. No activity is seen in this view. (File 01471200) The next view is at the canopy over the gas pumps. This view looks south and views the driveway between the store and the carwash building. The view does capture the main door as well. At 01:48:04 the subjects can be seen entering the screen from the left in front of the car wash building. They cross the driveway and enter the business as described earlier. They can be seen leaving the store heading east and the male subject pauses at one of the bushes on the east side of the store for a second. It is unclear what he does due to the distance. It is also unclear if he still possesses the gun after the pause. He continues to run east passing in front of the carwash now behind the female. (File 01471400) The final view offered was showing the inside of the store. The only activity seen was Parent walking to the bottom of the screen and not reappearing. (File 01471500) It should be noted the shotgun recovered by me from the car was not the same shotgun I observed in the video. I reviewed the video provided from Mesa PD and noted it started as the vehicle was coming to Germann from Old Price Road. The video shows the vehicle hitting the stop sticks and continuing east on Germann. There are clear images of the vehicle losing the right front tire and spreading sparks and debris along the road as it continues to flee. It eventually comes to a stop and the occpants flee. Two are seen running southeast from the car. None are viewed being taken into custody. Radio traffic on the video confirms all subjects are accounted for. I was notified by Detective Duncan that he had recovered a jacket that was very similar to the one worn by Jessica. The recovery location was at Old Price Road and Germann in the dirt area. This is the same location that the suspect vehicle traveled. On October 6th I contacted William Munden to arrange for obtaining the video from the carwash. This was provided and I was able to view it while on at the facility. It should be noted the two businesses are operated jointly. The time difference between the two systems is two minutes apart. The carwash system is two minutes fast. I also asked William about the subject seen sitting on the bench outside. He told me that was a frequent customer. He described the subject as a transient that he and his employees knew. The person was not involved and fled the For: 3325 Printed On: Oct-24-2017 (Tue.) William said he would try to negotiate the person to talk with me as William believed he had seen the faces of the two suspects. In a camera view showing the north portion of the shade cover of the carwash, the dark SUV can be seen at 01:49:27 entering the parking lot of the Bank of America property located immediately to the east. The SUV turns south and is out of view. (File 01490100) The next view provided is an internal view of the carwash and no activity is viewed. (File 01490200) The next view provided is an external camera looking down at a pole. The location is unknown and no activity is seen. (File 01490300) The next camera view is external and out of focus. No activity is able to be seen. (File 01490400) The next camera view appears to be an internal office with the lights off. No activity is noted. (File 01490500) The next view is in the carwash bay. No activity is observed. (File 01490600) The next view is from the shade in front of the carwash looking south towards the wash bay and the front of the building. At 01:50:30 the subjects can be seen walking from the Bank of America parking lot in a western direction. They cross in front of the carwash building and continue west. The male subject is not observed climbing up over the half wall but the female is. The male subject exits the screen at the bottom and reappears on the other side of the wall with the female. The images are grainy and in black and white. It is not clear what is being held in the hands. At 01:52:52 the subjects appear on the right (west) side of the screen walking to the east. They both jump down from the wall to the carwash pad and are running. The gun is not observed at this time. (File 01490700) The final view provided is unidentifiable as to the location. There is no activity observed. (File 01490800) On October 6th I made contact with Darren Miller. He was the VP Protective Services Manager for Bank of America. He had been made aware of our request to try and obtain video from their property east of the crime scene. He stated he had systems that were active and offered to have me preview the video before he made the official request to have copies made. I met him in his office at 2500 East Frye Road in Chandler to view the video. I was able to see the exterior For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 12 cameras that covered the concerned area of their property. The coverage of the northwest corner was clear as the parking lot was lit and in color. The dark SUV used by the suspects could be seen entering the property from Chandler Blvd. and driving to the far west side. The car turned and backed up against the vegetation line the separated the two businesses. Two people could be seen walking west from the area the car stopped. A short time later the car could be seen leaving through the parking lot with the lights out. The passenger side windows were also up at this time. It turned east on to Chandler Blvd. Police lights could be seen heading east about a half minute later. Darren was able to provide me with two snapshots of the videos and would make the request to get me the full video. The snapshots will be included with this report and the video will be included upon its receipt. After reviewing the available videos, it should be noted that the clothing worn by Jessica and Kyle is very similar to those seen in the videos. CONCLUSION: The following facts support these are the suspects responsible for the armed robbery of the Chevron at 2755 West Chandler Blvd. 1. The SUV is on video entering the parking lot of the Bank of America just prior to the robbery and backing up against the vegetation row separating the two businesses. (consistent with a speedy flight from a crime) 2. Two people are seen leaving the SUV and walking in the direction of the Chevron store. 3. The SUV leaves shortly after the robbery and exits on to Chandler Blvd. with the lights off. 4. Police lights are seen following the SUV after it exits the parking lot. 5. Officers maintain sight of the vehicle and occupants until they are captured. 6. The clothing and shoes worn by Kyle are the same as viewed on the video. 7. The similar jacket worn by Jessica is found along the pursuit path. 8. Money was found in the purse held by Jessica consistent with till money. 9. Cody admitted to driving the SUV and eluding from police. DISPOSITION: Based on the totality of the evidence provided to me; this case is closed with the arrest of Cody Isvak, Jessica Earl and Kyle Antone for Armed Robbery and Unlawful Flight from Law Enforcement. At approximately 0153 hours I joined the pursuit and became the number two unit at Pecos Rd and Alma School Rd. The suspect vehicle continued south on Alma School Rd and merged onto the 202(San Tan Freeway), at which time it exceeded speeds of 100mph, eventually exiting at Kyrene Rd. Once the suspect vehicle exited onto Kyrene Rd, it continued south. The vehicle left the roadway and continued east on a dirt road that runs parallel to the 202(San Tan Freeway). The suspect vehicle continued on the dirt road, until exiting eastbound Germann at the western most point of Germann Rd, where it dead ends. The suspect vehicle was spiked stripped at this point, then continued east on Germann Rd, where it was ultimately rendered disabled just west of Alma School Rd. Once the suspect vehicle was stopped the two passengers exited the vehicle and ran east through the north side parking lot of Fry's grocery store. I initiated a foot pursuit of the two passengers and began to identify myself as the Police, at which time I advised them to stop. Both subjects continued to run east, at which time I caught up to the female passenger, now identified as Jessica Earl. I pushed Earl to the ground, at which time ofc. Chandler Blvd. The call details stated one of the suspects had a sawed off shotgun and they were wearing masks. Shortly after I heard Sgt. Pilkington #S112 call out a blacked out SUV heading eastbound from the area of the robbery. Pilkington began to follow the vehicle and shortly thereafter he called out a pursuit. While listening to radio traffic and following the route called out I eventually ended up at Price Rd. and Germann Rd. ahead of the vehicle which was heading east and then south on a dirt road south of the 202 red mountain freeway. As the vehicle approached the intersection I saw it was already driving on flat tires and was apprised Officer Medina had successfully deployed stop sticks at Old Price Rd. just west of my location. On 10/05/2016 at 0245 hours, I was asked to assist Detective D. Coons in this case. He advised me that patrol units had taken three suspects into custody reference an armed robbery and he needed my assistance. I responded to the Fry's Grocery store located at 2010 South Alma School Road and met with Detective Coons at 0315 hours. At this time, I observed a black Suzuki SUV with severe damage near the northwest entrance of the Fry's plaza. It was reported that this vehicle was involved in a pursuit with police and stop sticks were utilized to stop the vehicle. All three occupants of the vehicle were taken into custody and transported to the Chandler Police Department. Detective Coons requested that I respond to the Chevron service station located at 2755 West Chandler Boulevard in Chandler where the suspects reportedly committed an armed robbery prior to the pursuit and apprehension. I responded to the Chevron and met with Officer C. Myers #623. Cody informed me that the victim clerk from the Chevron and a witness to the incident were currently inside an office at the carwash located east of the Chevron. He stated that both were employees of the Chevron and they were waiting to be interviewed. Officer Myers stated that one of the employees was a victim of the armed robbery while the other employee witnessed the armed robbery from a backroom inside the Chevron. Officer Myers also informed me For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 15 that the Chevron manager was currently on scene and ready to retrieve video surveillance footage once entry could be made into the Chevron. After speaking with Officer Myers, I conducted interviews with David Bowden and Benjamin Parent. These interviews were audio recorded and downloaded under this report number. The following is a synopsis of my interviews. For a complete account please refer to the audio recordings. INTERVIEW WITH DAVID BOWDEN: David is a store clerk at the Chevron service station and has worked there for two years. He arrived for work on 10/04/2016 at 2100 hours. Before the robbery took place, David was seated at a concrete picnic table on the northwest corner of the Chevron smoking a cigarette. This table is just west of the entrance to the Chevron. David informed me that he saw a male and a female walking towards the entrance from the east. He added that they were walking close to the building and were putting bandanas on their faces. He thought this was a little strange and he followed them into the store less than a minute later. David informed me that when he entered the store, he walked behind the counter and he knew he was being robbed. He indicated that the male suspect was armed with a shotgun and was tapping it on the counter point it in his direction. David stated that he was told to put the money from the drawer onto the counter. David complied and the female subject emptied the money from the register into a plastic Chevron bag that she took from the counter. While she was emptying the contents of the register, the male subject jumped the counter and took cigarettes. The two suspects then fled the store. David stated that there was approximately $200 in the cash drawer at the time of the robbery. David described the male suspect as a Hispanic male in this thirties. He was approximately 5'10" tall with a thin build. He was wearing a grey shirt, khaki colored pants and a red bandana. This subject was carrying a shotgun. David described the female suspect as a Hispanic female in her late twenties. She had a bigger frame than the male and was approximately 5'06" tall. She stated that this female was wearing a black shirt, black pants and a blue bandana. David informed me that the police did conduct a one on one identification with him and he was certain that the subjects shown to him were responsible for the robbery. For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 15 INTERVIEW WITH BENJAMIN PARENT: Ben is a clerk at the Chevron and has worked there for about one year. At the time of the robbery, Ben was stocking a cooler. This consisted of loading items in the back of the store where customers did not have access. He would then bring them to the front of the coolers and stock the shelves. Ben informed me that he was in the back of the store when he observed a female subject and a male subject enter the store with bandanas on their faces. Ben knew they were being robbed so he stayed in the back of the store and called 911. Ben described the male suspect as being in his thirties. He was approximately 5'10" tall and weighing 150 pounds. He stated that he was wearing a dark shirt, khaki colored pants and a red bandana. Ben stated that he saw that this suspect was also bald and was carrying a shotgun. Ben informed me that this suspect went behind the counter and grabbed cigarettes. Ben described the female suspect as having long dark hair pulled in a ponytail. He stated that she was wearing a black hoodie and a blue bandana. This suspect was the one who was grabbing money from the register. CONTINUING INVESTIGATION: After speaking with David and Ben, met with Officer Myers and CST L. Caminiti. Photographs of the exterior and interior of the Chevron were taken. In addition, the countertop where the male suspect placed his hand to jump over the counter was processed for latent prints. Video surveillance was then presented to be by the store manager, Bill Munden. It should be noted that the Chevron station is also a convenience store. To the west of the Chevron is a full service car wash that shares the same property. In viewing the video footage with Bill, it was believed that the suspects parked on the Bank of America property to the east of the car wash. The video showed the suspects walk in front of the car wash and then approach the Chevron from the east. I seized video footage from Bill and turned over the footage to Detective Coons. Please refer to his report documentation of the video footage. While assisting in this case, I would also contact Darren Miller with Bank of America. Footage was received from the west side of their facility located at 2595 West Chandler Boulevard. After completing the investigation at the Chevron, I returned to the Chandler Police Department where I conducted interviews with two suspects identified as Cody Isvak and Jessica Earl. It should be noted that I have been investigating another armed robbery at a Chandler Chevron in June of 2016. Through this investigation, Cody Isvak was identified as an investigative lead. When looking into Isvak, I was able to look into social media sites for Isvak and learned that he and Jessica Earl were potentially in a relationship with each other. Prior to my interview with Cody Isvak, I was informed that the vehicle involved in the pursuit was registered to him and that he was the driver of the vehicle. For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 15 INTERVIEW WITH CODY ISVAK: Prior to entering the room to interview Cody, I noticed he was sleeping. During my conversation, he seemed very lethargic and avoided eye contact often times falling back to sleep. Once our conversation was over, Cody returned to sleep. Cody was read his Miranda warnings at 0447 hours and he indicated that he understood his rights. Cody informed me that he was currently living with his father on the Gila River Indian Reservation. He stated that his father lived on 3rd street in District 3 but he was unable to tell me which house. Cody stated that he was currently unemployed but he was is an automotive mechanic by trade and would do side jobs from time to time. I asked Cody to tell me what happened to lead to his arrest. He indicated that he was just cruising down the road and he "saw a cop flip a bitch on him". Cody stated that his license was not good and he knew he had warrants and everything just escalated from there. I asked Cody what road he was driving on when he saw the officer made the u-turn. He indicated that he was on Chandler Boulevard. I then asked Cody to tell me what vehicle he was driving. Cody then indicated that he knew his rights and that he did not want to be backed into a corner. Cody informed me that he did not want to speak anymore. I did not ask Cody any other questions about the offense but did tell him he would be booked into the Maricopa County Jail on one count of armed robbery. INTERVIEW WITH JESSICA EARL: Prior to entering the room to interview Jessica, I noticed that she too was sleeping. After entering the room, I gave her a minute to wake up and then collected personal identifying information about her. I advised Jessica of her Miranda warnings and she indicated that she understood her rights at 0502 hours. I asked Jessica where she was living and she told me "nowhere in particular". She then stated that she was homeless but would stay with her mother in the "Flats" which was on the Gila River Indian Reservation. Jessica stated that she was not currently working. She could not tell me the last time she worked or where she had ever worked. Jessica eventually told me that she did not feel like talking. Like Cody Isvak, Jessica avoided eye contact and was obviously not going to cooperate in this investigation. CONTINUING INVESTIGATION: After attempting to interview Cody Isvak and Jessica Earl, I monitored the interview that Detective Coons attempted with Kyle Antone. During this interview, Antone was obstinate and often argued over small facts as he continued to deny any participation in the robbery. Following this interview, overall photographs were taken of Cody Isvak, Jessica Earl and Kyle Antone in the condition they were apprehended. This would include the For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 15 clothing that they were wearing when arrested which matches the clothing observed in the surveillance footage. In addition, clothing worn by Kyle and Jessica were seized as evidence in this case. During this process, I printed out two photographs from the Chevron video surveillance that depicted Kyle Antone. I entered the room and showed these photographs to Kyle. Despite the fact that he was still wearing the same clothes, he denied participating in the robbery and keyed in on two facts. Kyle stated that he did not have a red bandana and then he asked me to show him the gun that was used. It was later determined that these particular items were not recovered in the vehicle when the suspects were apprehended. It was suspected that they were discarded at some point during the pursuit. I explained to Kyle that the video clearly showed him involved in the crime and it was about time he stopped playing stupid and take responsibility for his actions. Towards the end of the investigation, I went to handcuff Kyle and take him downstairs. He backed away and told me that I could not arrest or book him because he was not guilty. I explained to him that we had probable cause to charge him with the armed robbery and that guilt was not a prerequisite to book him. Following the interviews, I assisted Detective Coons with completing the booking paperwork for Cody, Jessica and Kyle. During this process, I was presented with plastic bags containing property that was removed Jessica, Kyle and Cody after their arrest. I noticed that in Kyle's property bag, he had a one dollar bill, three quarters and six dimes. This money ($2.35) was seized as evidence in this case as it was believed that Kyle grabbed money from the counter during the robbery. Within the bag of property belonging to Jessica Earl, I located a small plastic baggy with a white residue. Based on my training and experience, I believed this substance was methamphetamine. However, there was not enough to test and there was not a usable quantity to be able to charge. After the booking paperwork was completed, I was informed that efforts were going to be made to try and trace the pursuit path and try and locate evidence that was discarded from the vehicle. At approximately 1410 hours, I was driving in a portion of the desert near Old Price Road and Germann Road when I observed an olive green jacket on a dirt road traveled by the suspects during the pursuit. I was uncertain if this was the jacket worn by Jessica Earl. I photographed this jacket and seized it as evidence. For: 3325 Printed On: Oct-24-2017 (Tue.) I continued north on N Price Rd and as I approached the 202 Freeway the suspect continued north passing the exit for Price Rd. I then entered the 202 Freeway following the pursuit to Kyrene Rd, where the suspect vehicle exited and went south. The suspect vehicle left the roadway on to a dirt road heading east. At this point, I went back onto the 202 Freeway east to Price Rd just north of Germann Rd. The suspect vehicle continued east, exiting on to Germann Rd where I followed until the suspect vehicle came to a stop just west of Alma School Rd. and all occupants fled from the vehicle. Chandler Blvd, as a Cover Officer to assist with an Armed Robbery. While other Officers were in pursuit of the suspect vehicle, I went to the Chevron to maintain scene security. I first set up City of Chandler issued yellow "POLICE LINE DO NOT CROSS" tape around the perimeter of the Chevron. I identified both witnesses to the Armed Robbery: David Bowden and Benjamin Parent. I did not speak with the two witness due to the Case Officer C. Myers arriving on scene as I identified each individual. Ofc Myers requested I maintain scene security and maintain a City of Chandler Crime Scene Log. I documented all sworn and non-sworn Personnel that entered the Chevron, in regards to this case. At approximately 0151 hours, I began responding to the Chevron located at 2755 W. Chandler Boulevard on a report of an armed robbery (a violent felony) in progress. The initial information indicated that the suspects were still in the store while armed with a "sawed off shotgun".. As I was traveling west on Chandler Boulevard near Pennington Road, I observed a black colored SUV traveling eastbound with the lights off. There was no other traffic on the road at that time. My location was less than a mile from the Chevron that I was responding to. I observed that the suspect vehicle had mutliple occupants in the car but could not see them very clearly at that time due to the lighting conditions and the tinted windows. I advised dispatch of my observastions and turned around to follow the suspect vehicle. At 0154 hours, I attempted to conduct a traffic stop on the suspect vehicle by activating my red and blue lights and siren. The vehicle failed to yield and began speeding up in an effort to evade me. I then advised dispatch that I was in "pursuit" and immediately requested an air unit. The suspect vehicle turned south on Arrowhead Road and then east on For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 19 Commonwealth. I followed the vehicle eastbound through the Safeway parking lot and south onto S. Alma School Road. At that time, Officer H. Drew (3P8) was joined the pursuit and was positioned behind my vehicle. I directed Officer Drew to call the pursuit so I could focus on driving. I was aware that Sergeants Dykstra and Pettit were also monitoring the pursuit and close by along with other units. Officer Sloboda attempted to deploy stop sticks on Alma School Road near Pecos Road but the suspect vehicle avoided them. I observed that the license plate attached to the vehicle was (BRP5553, 1997 Volkswagan, R/O: Mayra Martinez, ). The license plate was later determined to have been stolen from a different vehicle, refer to supplemental report. The vehicle continued westbound onto the San Tan 202 Freeway. The vehicle sped up to approximatley 100 to 115 miles per hour and randomly swerved accross the roadway when I got close to it. The traffic conditions were extremely light due to the time of day and the roadway was dry. I only recall seeing one other vehicle on the freeway at that time. When the suspect vehicle approached Kyrene Road, I positioned my vehicle near the left rear quarter panel in an effort to encourage the driver to exit onto Kyrene Road and slow down. The suspect vehicle exited the Kyrene Road exit, turned south and then west onto the dirt frontage road. The vehicle slowed considerably to approximately 25-40 miles per hour due to the dirt road conditions. Sergeant Dykstra began calling the pursuit and directing surrounding units to the areas of Old Price Road at the intersections of Willis Road, Germann Road and Queen Creek Road in an effort to stop stick the vehicle. The suspect vehicle proceeded south and then east onto Willis Road where it was stop sticked by Officer M. Medina. The suspect vehicle turned south on Old Price Road and then east onto W. Germann. I observed that the suspect vehicle sustained major tire damage and had sparks emmitting from both sides of the vehicle. The suspect vehicle slowed to approximately 25 miles per hour and was difting to the south side of the roadway. One of the tires came off the suspect vehicle in the area of Dobson Road. It was then that I realized that the Mesa air unit was present and monitoring the pursuit. However, I did not immediately discontinue the pursuit because it was apparent that the vehicle was about to become completely disabled and I was fearful for public safety with the armed suspects actively fleeing Police and being close to residential neighborhoods. The suspect vehicle continued east on Germann Road without stopping at the red light at Dobson Road. I positioned my vehicle on the drivers side of the suspect vehicle due to the large amount of sparks coming off of the passenger side. I observed that the left front tire of For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 19 the suspects car began shredding apart and knew that the vehicle would not continue much farther. I was aware that other units were at Alma School Road blocking southbound traffic and there were several units behind me that included three k9 units. As the vehicle approached the Fry's parking lot located at 2010 W. Alma School Road it began slowing almost to a stop and turning slightly north. Fearing that the driver and passengers may quickly exit the driver's side while armed, I pinned the driver's side door and passenger door with the front of my patrol vehicle by pushing the vehicle slightly. At 0208 hours, the vehicle was completely stopped. I quickly exited my vehicle with my patrol rifle and ran around the front of the suspect vehicle. Due to the dark tinting on the suspect vehicle's side windows, I was not able to see the occupants until I ran around the front of the vehicle. I observed the left front and side doors were open. I obseved a male and female subject running southeast from the car toward the Fry's marketplace. I observed an Indian male subject a few feet from the car near the open front passenger side door. I directed him at gunpoint into a prone position where Officer Walker and I handcuffed him. Sergeant Pettit and other Officers apprehended the two subjects that had fled. Officer Hernandez coordinated in field line ups with the victims. Sergeant Pettit then coordinated investigative efforts at the Chevron crime scene while I maintained the car stop scene along with Sergeant Ecalano who was present. Lt. Graham responded to the scene and was briefed. I observed a shotgun located on the front passenger floor of the suspect vehicle. I stayed on scene until after photographs had been taken and I had provided a summary of the incident to Detective Coons. I did not collect or move any evidence at the scene. The patrol vehicle that I had been driving sustained minor damage to the front bumper on the passenger side from coming into contact with the suspect vehicle at the termination of the pursuit. I had no further involvement with this case. TRAINING AND EXPERIENCE: I am currently employed with the Chandler Police Department and assigned as a patrol sergeant. I have approximately fifteen years of sworn law enforcement experience and have successfully completed an Arizona P.O.S.T. driving instructor course. I was driving my unmarked blue Ford Interceptor/Explorer equipped with lights and sirens. I was wearing my Chandler Police Class B uniform. Sgt. Pilkington advised he had located the suspect vehicle and initiated a pursuit. I monitored and paralleled the pursuit south on Dobson Rd from Chandler Blvd. I then continued west on Germann and north on Price as radio traffic reported the vehicle was headed southbound on Kyrene Rd after exiting the 202 Westbound. As the suspect vehicle continued south on Old Price Rd I took up a position to deploy stop sticks at Price Rd and Willis Rd. However, the vehicle continued south on Old Price past my location. Upon arriving at Price and Germann Rd I observed the suspect vehicle and several marked units with lights and sirens activated eastbound on Germann Rd through Price Rd. I maneuvered behind three other marked units as we continued east on Germann. At this time the suspect vehicle had been successfully punctured with Stop Sticks and its speed was greatly diminished.I was driving behind about three other marked patrol vehicles with their lights and sirens. The suspect vehicle was driving on rims due to the tire punctures and emitted large showers of sparks. I observed the lead vehicle pin the driver's side of the suspect vehicle as For: 3325 Printed On: Oct-24-2017 (Tue.) I then observed two suspects exit the vehicle from the passenger side and flee towards the Fry's store. I drove around to the front of the Fry's with my emergency lights activated. I deployed with my AR-15 rifle based on the information provided that the suspects committed an armed robbery with a shotgun. As I exited my vehicle I observed that other officers had chased and quickly apprehended one suspect on the sidewalk on the north side of the store. I also observed that another suspect was apprehended just outside the front doors of the Fry's. I then placed my rifle back in my vehicle and conferred with Sgt. Pettit. I responded to the suspect vehicle and observed the patrol vehicle's push bumper against the driver's side of the suspect vehicle. I also observed the front passenger door was open and a shotgun was resting on the floorboard. I also observed that the front passenger wheel was missing and the front driver's side and rear passenger side tires were badly frayed and deflated. I did not contact any suspects or witnesses or handle any evidence. This concluded my involvement in this case. This case is pending to the case officer. For: 3325 Printed On: Oct-24-2017 (Tue.) CONTINUED INVESTIGATION: On October 7th I was in contact with William Munden. I asked him to see if he could look around his property specifically around the bushes where the suspect had paused. William agreed to take a look. I was called a short time later by William. He advised they had search the entire property and he had watched the video to see which bushes I was referring to. He further said they had walked the line of vegetation the separated his business from the Bank of America property. They had also looked on the roofs of the carwash and the store. No weapons or other evidence were located. William further advised the money count had been adjusted to about $230 instead of $307. On October 7, 2016 at about 1245 hours I was walking in the brush along the west side of Old Price Road just north of Germann. I was walking this area in an effort to try and locate the shotgun that I suspected was left in the area by the suspects as they were chased by police. I selected this area after the discovery of the jacket by Detective Duncan at the Germann/Old Price intersection. As I slowly walked the area I was looking in all of the brush. I found the shotgun in some low brush a few feet away from the road. I used my issued Leopold laser range finder to get an approximate distance from the intersection. The distance south from the shotgun to the intersection was about 226 yards. The distance southeast from the shotgun to the Natural Gas facility was about 40 yards For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 22 The shotgun was lying with the muzzle pointed to the northeast and the bottom of the shotgun was towards the northwest. I could see the wooden butt stock had been cut and the barrel was about as long as the magazine tube. The shotgun appeared to be very similar in appearance as to the one I had viewed in the video. I requested an ID Tech to respond. I also had dispatch contact Gila River PD and ask if they wanted to do the recovery since it was on their jurisdiction. They responded that I could collect the item. It should be noted this location was located directly on the path of the pursuit from October 5th. There had been an attempt to use K9's to do an article search that had negative results. Additional officers had driven the road butt to my knowledge; none had walked the area minus the K9's. Their search was also conducted in the dark on October 6th. CST McIlveen responded to the location to assist with the recovery. I asked her to take overall pictures of the area and the shotgun in the bush. It should be noted that once I discovered the shotgun, I scratched an arrow into the dirt on the side of the road pointing to the location of the shotgun so it could be more easily found. After the pictures were taken, I told CST McIlveen I would like to follow DNA protocol for the collection and packaging of the shotgun. We both wore a face mask and gloves for this process. I removed the shotgun from the brush and brought it to a table for additional pictures to be taken. As it was placed on the table in the box I could see there was a shot shell loaded in the magazine. The safety appeared to be on. The serial number was T989548K and it was a Remington Wingmaster 20 gage model 870LW. A stolen check was negative. We continued to process the shotgun and I depressed the slide release so I could open the bolt from the chamber. As I moved the slide to the rear I could see a shot shell was being extracted from the chamber. This was photographed. I continued to make the gun safe and kept the extracted chamber round apart from the rounds from the magazine. There were four rounds located in the magazine. All rounds were 20 gage Federal 7 ½ shot. The shotgun was sealed in a cardboard box and entered into the property system by CST McIlveen. I completed a lab request to preserve the DNA and to process the gun and shot shells for latent prints. I further requested any latent prints recovered be compared to Kyle Antone. A separate request was also made to compare the latent recovered from the counter at the store to Kyle Antone. For: 3325 Printed On: Oct-24-2017 (Tue.) Initial response: On 10-05-16 at approximately 0152 hours, I overheard chandler dispatch advised of an Armed Robbery in progress located at the Chevron gas station at 2755 West Chandler Boulevard. At this time, I was patrolling the area of Arizona Avenue and Warner Road in my fully marked Chandler Police Department Chevrolet Tahoe equipped with red and blue emergency lights and sirens. I was also dressed in a standard Chandler Police Department class "C" uniform with a black outer vest that had "POLICE" markings on both the front and back. Supplemental information added to the call as I was in route to the area indicated that the suspects were armed and had since fled the scene in a vehicle. Other responding officers observed a vehicle "darked out", fleeing from the parking lot and subsequently fail to yield once a traffic stop was initiated. Therefore, a pursuit was initiated after the fleeing suspect vehicle. Although I was still several miles away from the pursuit I monitored the direction of travel of pursuing officers based upon radio transmissions and For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 24 I paralleled the pursuit in case the suspect vehicle came back in my direction. Pursuing officers announced that the suspect vehicle was entering the San Tan 202 westbound freeway and upon hearing this information I travelled westbound on Chandler Boulevard from Alma School Road as the pursuit continued westbound on the freeway. I continued to parallel the pursuit on Chandler Boulevard until I reached McClintock Drive. Once I arrived at this intersection, I overheard pursuing officers advised that the vehicle had since exited the freeway, on Kyrene Road, and continue southbound towards the casino. An additional update also advised that the suspects were now headed eastbound on a dirt road towards the "old cattle auction" that is located on the Gila River Indian Reservation. Based upon the updated location, I knew that this dirt road parallels the loop 202 freeway to the south and I believed that the suspects could get back onto the frontage road from the dirt road at McClintock Drive. Therefore, I responded to the intersection of McClintock Drive and loop 202 frontage road. Once I arrived at the intersection, I activated my overhead red and blue emergency lights and stopped traffic that was travelling eastbound on the frontage road at McClintock Drive. After I had stopped eastbound traffic, I observed a vehicle travelling eastbound on the dirt road, just south of the frontage road with patrol units following close behind. As the pursuit passed my location, I continued to parallel the pursuit on the frontage road and I observed the suspect vehicle turn south further into the desert away from my location. As the pursuit continued south bound in the desert, I was able to make my way to Price Road at the 202 FWY and I overheard that the vehicle was possibly turning eastbound now towards Price Road. I waited at Willis Road in case the vehicle came out onto Willis Road but the suspect vehicle actually came out onto Germann Road. Initially, I thought I would be able to get out stop sticks to deploy on the suspect vehicle but it had turned further south and I was not near the pursuit as it crossed Price Road. However, Officer Medina announced that he had successfully deployed his stop sticks and the vehicle continued eastbound on Germann Road from Price Road. I continued to follow behind the pursuit at a distance in case my police service dog, Robbie, was needed to apprehend any fleeing suspects. However, after the suspect vehicle continued eastbound on Germann Road from Dobson Road, I noticed that no units turned south on Dobson Road. I decided to continue to monitor the vehicle pursuit and to try and put my marked unit further south in the event that the suspect vehicle turned south into the residential neighborhood or at the next major intersection. However, by the time I had reached Queen Creek Road at Dobson Road, Officers advised that the suspects had already bailed on foot from their vehicle near the Fry's marketplace located at 2010 South Alma School Road. Chandler Blvd. Dispatch advised the suspects were currently inside the business and one of the suspects had a "sawed off shotgun". I began to respond to the gas station as an assisting unit and I put myself on the call. While I was traveling to the call, I heard Sgt. Pilkington advise he observed a vehicle traveling eastbound on Chandler Boulevard and that he was going to attempt a traffic stop on the vehicle. Sgt. Pilkington advised the vehicle was failing to yield and increased in speed. Sgt. Pilkington advised the suspect vehicle was traveling eastbound in Safeway parking lot heading toward Alma School Road. I was traveling southbound on Alma School Road approaching Chandler Boulevard when I observed a black SUV with no lights on turn southbound onto Alma School Road. I saw Sgt. Pilkington behind the suspect vehicle, and Officer Drew was traveling behind Sgt.Pilkington and both were operating in fully marked patrol vehicles. I continued southbound on Alma School Road and positioned my vehicle a few car lengths behind Officer Drew's patrol car. I was driving in my assigned police Chevrolet Tahoe which is fully marked. I had the emergency lights and sirens active on my vehicle as I pursued the suspect vehicle with the other officers. For: 3325 Printed On: Oct-24-2017 (Tue.) CHANDLER POLICE DEPARTMENT General Offense Report GO# CH 2016-112949 ROBBERY Follow Up Report # CH 28 I observed that were traveling at a speed of approximately 70 m.p.h. southbound on Alma School Road and we were approaching Pecos Road. The suspect vehicle continued southbound through the intersection of Alma School Road and Pecos Road. The vehicle then turned onto the westbound off ramp for the Loop 202. I observed minimal traffic on the freeway as we continued westbound on the Loop 202. The suspect accelerated to a high rate of speed and I was able to my speedometer read 110 m.p.h. The suspect vehicle changed lanes to the shoulder and then moved back into the inner lanes of traffic. The suspect vehicle continued to westbound at high rates of speed and exited the Loop 202 at Kyrene Road. The suspect vehicle turned southbound on Kyrene Road and then turned eastbound into the north drive for the Lone Butte Casino. The vehicle continued eastbound past the casino and drove on to the dirt service road that is along the south side of the Loop 202. Officer Drew was calling out the pursuit prior to this time, and I took over calling the pursuit due to my familiarity of the area. We were traveling on "Old Pecos Road" which is also the service road for the billboards that are along the south side of Loop 202. The suspect continued at a high rate of speed and I slowed down due the dust that was up from the other vehicles. The visibility was too low for me to continue to follow at a high rate of speed. I de-activated my emergency lights due to the reflection of the lights from the dust. I moved off to the south of the road and I was able to see the suspect vehicle with Sgt. Pilkington still pursuing. I ordered officers to stage at the three possible exits which was as follows: Willis Road and Price Road, Germann Road and Price Road, and Old Price Road and Queen Creek Road. I observed the suspect vehicle turned southbound onto Old Price Road from Old Pecos Road. The suspect continued at a high rate of speed and I proceeded toward the suspect vehicle. The suspect vehicle exited Old Price Road at Germann Road and I heard an officer advise the suspect vehicle struck Stop Sticks near that intersection. I heard other officers assume calling out the pursuit and the suspect vehicle was eastbound on Germann Road from Price Road. I responded to the area, and I was able to catch up to the other vehicles just west of the intersection of Alma School Road and Germann Road. I heard via the police radio that the suspects had fled from their vehicle and they were running into the parking lot at the southwest corner of Alma School Road and Germann Road. One suspect was apprehended on the north side of the grocery store and the other suspect was apprehended near the front entry door of the grocery store. After the suspects were taken from the scene, I awaited the arrival of Detective Coons. Evidence Specialist Baldwin arrived and I informed her of the scene. Detective Coons arrived and after being appraised of the incident, he removed a shotgun from the front driver's side of the vehicle. I conducted an inquiry of the firearm's serial number and it was discovered that the shotgun was stolen out of the Town of Gilbert. I had no further activity in this matter. NARRATIVE On 10/05/16 at approximatley 0151 I responded to a report of an Armed Robbery located at 2755 W Chandler Blvd. It was advised that the subjects may be leaving the area in a vehicle. I responded by driving to the area of Price Rd towards the 202/101 interchange as suspect vehicles commonly move towards the freeways. While en-route Sgt Pilkington (S112) anounced that he had observed a Black SUV vehicle leaving the area at a high rate of speed while not having lights on. It was advised the vehicle was traveling eastbound. I then began to shadow the progress of responding units as updated locations were provided. I remained promarily in the Price corridor between Germann and Queen Creek. As the pursuit moved to the 202 and then onto old price road I remained on Queen Creek and prepared stop sticks in the event that the suspect continued southbound and exited onto Queen Creek from Old Price Rd. As updates were provided the vehicle emerged from Old Price Rd and then went east on Willis then eventually east on Germann. I remained on Queen Creek Rd and shadowed their progress until it was announced that the vehicle was stopped and the subjects bailed and were subsequently apprehended. I responded to the suspect vehicle and secured the vehicle stop area via For: 3325 Printed On: Oct-24-2017 (Tue.) While secured it was identified that a license plate observed on the vehicle by Sgt Pilkington, Arizona license plate BRP5553, was now missing upon being stopped. I later conducted an area search of the Pursuit path in an attempt to locate the plate. I was unable to locate the plate and then responded to the registered owners residence at . I contacted the owner, Mayra Martinez, who confirmed the plate to have been stolen. See report number 16-112971 for details of the theft. Det Coons was notified of the theft of the license plate.
