Please see the attached Press Release regarding the recruitment. The Press Release has been sent to the Palos Verdes Peninsula News, Daily Breeze, and Los Angeles Times, and posted on the website, ListServe, Access Reader Board on Channel 35 and RPV TV Ch 33; as well as the City’s Facebook and Nextdoor sites. Notices were posted in various locations throughout the City. The deadline for applications to be filed in the City Clerk’s Office is by 5:30 p.m. on Tuesday, November 22, 2016. Staff has tentatively reserved the 6:00 p.m. to 7:00 p.m. time frame prior to the December 6, 2016 meeting so that Council can conduct interviews of the applicants • Residential “No-Burn Alert” Season Starts November 1st: Beginning November 1st, the South Coast Air Quality Management District (AQMD) will issue a 24-hour “No-Burn Alert” for residential fireplaces and outdoor fire pits and wood stoves when stagnant weather raises fine particulate pollution to unhealthy levels. Alerts will be issued only during winter months (November through February) for specific areas or the entire South Coast Air Basin, depending on forecast conditions. During an alert, AQMD requires that residents refrain from all indoor and outdoor wood burning. A list of frequently-asked questions (FAQs) about “No-Burn Alerts” is available on the AQMD website at http://www.aqmd.gov/healthyhearths/faq. Residents may sign-up to receive these alerts directly via e-mail at http://aqmd.enviroflash.info/ • 2016 ShakeOut Earthquake Drill: On October 20, 2016, City Staff participated in the 9th Annual California ShakeOut Earthquake Drill. The public was encouraged to participate and was notified of the drill throughout the month using the City Manager’s Weekly Report, Nextdoor, the City’s Notify Me listserv, and an email sent through the Council of Homeowner Associations (CHOA) to all HOAs in the City. At 10:20 AM, evacuation floor monitors assigned to all public facilities led the drill by asking Staff and the public to “Drop, Cover and Hold On,” which was followed immediately by an evacuation of the buildings. All buildings were evacuated successfully. The drill lasted approximately 15 to 20 minutes. • 2016 Workplace Safety Committee Event: The 2016 RPV Safety Week began on Monday, October 17, 2016. Staff were invited to participate in activities throughout the week designed to raise awareness of how to maintain a safe work environment and to highlight “safety first” best practices. The activities included: 1) Active Shooter Event Training Video; 2) Safety Trivia; and 3) Safety Scavenger Hunt. Attachments: • IMAC Recruitment Press Release – Page 30 3 ADMINISTRATIVE REPORT October 26, 2016 Page 4 FINANCE • End of the “Triple-Flip”: FY2015-16 marks the end of the sales and use tax swap for property tax, better known as the Triple-Flip”. The City’s received its final “Triple-Flip” payment of approximately $340,000. The genesis of the “Triple-Flip” goes back to March 2004, when the voters approved Proposition 57, the California Economic Recovery Bond Act. The measure authorized the issuance of $15 billion in “Economic Recovery Bonds” to close the state’s operating budget deficit. Under Proposition 57, the bonds are repaid from a dedicated 0.25 percent increase in the state sales and use tax. The city/county portion of the sales and use tax rate was reduced by 0.25 percent, such that there is no net impact on the total rate. Cities and counties are reimbursed for the reduced sales and use tax revenue with transfers of local property tax revenues that would otherwise have gone to schools. Schools are made whole from the state general fund and experience no negative impact. PUBLIC WORKS • Maintenance: The Public Works Department has transitioned to our new Asset and Work Management software, CityWorks, and a simplified App called City Sourced for scheduling and tracking service request. Training for City staff will be taking place the first week of November. After the completion of training, staff will no longer need to fill out a paper work order. They will be able to open service requests via the SharePoint portal under “Service Request” or via an Android App on their Android smart phone. An Apple version of the App is in development for Apple devices. The Apps will be available to City staff only, for a period of time, but will eventually be made available to the general public. Staff, in a coordinated effort with Code Enforcement, Sheriff’s Deputies and several vendors removed an illegally constructed deck in accordance with an Abatement Order on October 18, 2016. The removal involved the use of a crane and traffic control stationed on Crest Rd., and took approximately 6 hours to complete. 4 ADMINISTRATIVE REPORT October 26, 2016 Page 5 • Monaco HOA Voluntary Pilot Program: In response to Monaco HOA’s concerns about cars parked on their neighborhood streets during sweeping days, PW has offered to implement a Voluntary Pilot “No Parking on Street Sweeping Days” program. If accepted by the HOA board, temporary signs will be installed asking residents to “voluntarily” not park on the street during a 4-hour block of time during street sweeping days. However, there would be no enforcement, penalties or citations issued for nonconformance. • Document Shredding Day: Staff is gearing up for the upcoming Fall Document Shredding day on Saturday, October 29th from 8 am to 11 am. Public outreach included newsletter articles, list server announcements, City Facebook and Next-door postings, press releases to local papers, e-mails notices to known HOA representatives, banner and fliers at parks, and City website links. Similar to previous events, a special event traffic control plan will be in place to help with ingress and egress to the civic Center/City Hall from Hawthorne Boulevard. • Brush Clearing Event Continues: EDCO’s Citywide brush clearing event continues. Todate EDCO collected 5.66 tons of brush from the Monday route, 4.22 tons from the Tuesday route, and 4.11 tons from the Wednesday route. The Thursday route will be serviced on October 29th followed by the Friday route on Saturday November 5th. • SCE Maintenance Power Outage Notification: SCE has scheduled a power outage which will occur on Wednesday, November 2, 2016 from 9:30 a.m. to 5:00 p.m. to perform maintenance on its electrical system. The power outage will be affecting 50 residential customers in the vicinity of Hawthorne Blvd west side at Dupre Drive. For current planned outage status, please visit sce.com/reliability or if you have specific questions about your electric service, call 1-800-611-1911. COMMUNITY DEVELOPMENT • Planning Commission November Meetings: The Commission has canceled its November 8, 2016 meeting due to the general election and its November 22, 2016 meeting due to the Thanksgiving holiday. In light of the breadth and scope of pending agenda items, the Commission at its October 25th meeting agreed to hold a regular adjourned meeting on Tuesday, November 29th at 6:00 p.m. at Hesse Park’s McTaggart Hall. • 5500 PVDS (Ginsburg): In December 2014, the Planning Commission approved the conversion of a portion of the Harden Estate Gatehouse into the “Heritage Castle Museum” located at 5500 PVDS. In February 2016, the Director granted a 1-year extension to the approval, which among others, includes conditions that require the property owners to eliminate any encroachments on the City’s property and to process a lot line adjustment. If the property owners do not meet all applicable conditions of approval by the new extended deadline of December 9, 2016, the Commission’s approval of the “Heritage Castle Museum” becomes null and void, as stated in the conditions of approval. Any encroachments remaining thereafter will be processed as a code enforcement case. At this time, Staff is working with the applicants to propose 5 ADMINISTRATIVE REPORT October 26, 2016 Page 6 amendments to the conditions of approval including, among other things, extending the deadline an additional year and to modify some onerous conditions that may not realistically be feasible. The proposed amendments to the conditions of approval is tentatively scheduled to be heard by the Planning Commission at its adjourned meeting on November 29, 2016. The public hearing will be duly noticed. • Shell Service Station – Noncompliant LED Monument Price Sign: On January 26, 2016, the Planning Commission adopted Resolution No. 2016-02 approving a Sign Permit Revision to allow a LED monument price sign at the Shell Service Station located at 28103 Hawthorne Blvd. (northwest intersection of Granvia Altamira and Hawthorne Boulevard). The LED monument price sign has been installed since April 7, 2016 and Staff has received several complaints about the brightness of the LED Monument sign and its illumination of the intersection. Over the summer, Staff reported that the property owner and the sign company have been informed that the LED monument sign is not in compliance with the Commission-adopted conditions and has been working to reduce the light intensity. To date, the brightness of the sign has not been adjusted to Staff’s satisfaction and continues to work with the parties to make the appropriate modifications which includes installing a dimmer. • Santa Monica Municipal Airport (SMO): On September 15th, Santa Monica has served two 30-day notices of eviction to Atlantic Aviation, the field’s largest fixed-base operator and its sole provider of Jet-A-fuel, as well as American Flyers, a flight school and fuel provider that has operated at SMO for decades. The evicted parties immediately filed emergency requests for the FAA to halt the eviction process. FAA strongly urged the City to vacate the eviction notices, provide its plan on how they plan to provide an equivalent level of service in the meantime, and demanded in-person testimony by the City to explain how the City plans to live up to its obligations after eviction of all providers of aeronautical services. • Quieter Aircraft in 2017: Last month, Boeing began its flight testing for the new 737 MAX aircraft. The 737 MAX has a 40% smaller noise footprint than today’s single-aisle airplanes by shielding the engine noise as part of its design. This aircraft is anticipated to enter service in 2017. REACH gives treats to kids! Kid craft fun! • Kids Music Fest & Trunk or Treat Wrap-up: Approximately 400 children and parents attended last Saturday’s annual Kids Music Fest and Trunk or Treat event at Ladera Linda Park. Costumed youngsters delighted in trick or treating at the decorated car trunks provided by various community organizations, enjoyed free arts and crafts activities, a Halloween-themed marionette show, and sampled various musical instruments and dance and music classes provided by Kids Music N Motion. • Palos Verdes Nature Preserve Enforcement Report 1st Quarter 2016: On July 1, 2016, the City began contracting with the Los Angeles County Sheriff’s Department for enforcement in the Palos Verdes Nature Preserve. Two deputies are dedicated to the Preserve for a total of 80 hours per week. Attached is the enforcement report covering their first quarter patrolling the Preserve. It has also been sent out to the Palos Verdes Nature Preserve listserv group, and has been posted on the City’s Preserve webpage. • Native Plant Garden Volunteer Event Wrap-up: On Sunday, October 16, 42 volunteers showed up to prune, plant, and give the PVIC Native Plant Garden a lot of TLC. This monthly volunteer event has helped keep this community treasure lush and beautiful! • Healthy RPV Program: • Yoga in the Park: A total of 17 adults attended the free outdoor Yoga in the Park class on Tuesday morning at Ryan Park. • Open Gym: Drop-in basketball was available this week on Sunday at Miraleste Intermediate School from 10 am to noon and on Tuesday from 7 pm to 9 pm, and at Peninsula High School on Sunday from 2 pm to 4 pm. A total of 50 people played basketball at Open Gym this week. 7 ADMINISTRATIVE REPORT October 26, 2016 Page 8 • Hesse Park: The facilities are rented this week for twelve indoor recreation classes, six non-profit meetings, three Peninsula Seniors activities, and two field rentals. • Ladera Linda Park: The facilities are rented this week for nine indoor recreation classes. Flutterby Storytime will be held on Friday morning for children ages 2 to 5 years old and their parents. This one-hour event features music, stories and a craft. • PVIC and Docents: The Amphitheater and Sunset Room will be rented on Saturday for a wedding ceremony and reception. • Ryan Park: The facilities are rented this week for one indoor recreation class, five outdoor recreation classes, and four field rentals. • REACH Therapeutic Program: On Monday night, REACH participants met at Hesse Park for some Halloween-themed food and fun. On Friday night, REACH will hold its annual Halloween Dance at Hesse Park, with participants encouraged to come in costume.
