Health and wellness have always been a top priority of the Tourism, Arts and Heritage Cabinet. Most of our agencies encourage outdoor activity and exercise, especially the Kentucky Department of Parks who manages the cafeteria in the Capitol Annex. As you know, due to budget constraints and lower demand we closed the hot food line during the interim. The cafeteria still offers healthy and nutritious options, such as the oatmeal bar for breakfast, salad bar for lunch and many healthy sandwiches and wraps. We welcome suggestions for healthy food options and will be happy to take those into consideration. Of course, they would have stay within the means of our current budget. It is our goal to provide excellent food service for all who choose to dine in the Capitol Annex cafeteria. We look forward to your thoughts and ideas. Again, due to budget constraints and lower demand we closed the hot food line during the interim. The volume of food sales and the number of individuals who may dine in the Capitol Annex cafeteria greatly decreases during the interim. It is ?nancially not feasible for us to continue serving the same quantity or types of food, when revenues from meals served due not cover the food cost. The Department of Parks also manages the cafeterias located in Frankfort at the Cabinet for Health and Family Services and the Mero Street location in the Transportation Building. Both, of these locations have a much greater population to service allowing for a larger selection of dining options. While the other two cafeterias break even, the Capitol Annex cafeteria falls short approximately $200,000 annually. I have received two letters ?'om other legislators addressing similar issues. The Department of Parks and our Research Department plan to survey legislators, legislative staff and other state govemment employees who work in the Capitol and the Capitol Annex. We will be requesting their opinion on what offerings, staying within the Department?s budget, they might like during the interim season. There was also a suggestion regarding soliciting patrons from the general public in Frankfort by offering food from local farmers. That would quite a challenge, considering it is in the basement of a secured government building and dining hours are limited, with no dinner service. The Department of Parks works closely with the Department of Agriculture?s Kentucky Proud program to buy local food when available and ?nancially practicable. Again, it is our goal to provide excellent food service for all who choose to dine in the Capitol Annex cafeteria. I will contact Ms. Hawkins to schedule a day to meet you for breakfast or lunch in the cafeteria to discuss this further. I look forward to our conversation. The Entree for Today is excellent. We have been utilizing the prisoners at all cafeterias due to the shortage of staff. Dan Salvato is still running the Annex Cafeteria and is also assisting with Natural Bridge. As you are aware with our current economic situation and the for Food we are currently short Three Chefs in the Parks, KDV, Jenny Wiley and Natural Bridge. We are trying to cover this as best we can until we can get more staf?ng. We have been utilizing Dan from the Annex to assist Natural Bridge as they are entering their peak season. Edna Banta cook 2 has been assisting the oversight of the Annex Cafeteria. We have just worked out this week for the chef from Buckhorn to assist us through the week so that we will not have to have Dan away from the Annex while it is operating. Jessica will be at the annex today until Eddie Hunt or Belinda Rogers get there and they will be there till Dan Returns. We will get this resolved immediately. Ideas I have been a big supporter of Dan since he arrived. He has always been concerned about customer feedback and open to suggestions. This latest email by Dan asking for input is just another example of his desire to make the cafeteria the best it can be. I know many people have expressed to me that one of their biggest concerns recently has been the speed (or lack thereof) by the new staff on the line. I do think we were spoiled by Russell's quick attention to detail and generally outgoing personality. The other big grumble was breakfast line being moved to the sandwich area. I, too, am not a fan of this move. But, of course, I don't know all the reasons behind it and I am sure that Dan and his bosses have their reasons?I'm just not a fan of it. Overall. I have seen a real improvement in food selections under Dan?s leadership. He has added grilled chicken to the salad bar?a healthier choice than fried?and he uses fresh vegetables when available. I know that he had a garden out back and grew most of his tomatoes and other veggies last year! That is fantastic! The oatmeal line is a nice addition too. When Nancy makes it, it is excellent. (When it is too thick, we know Nancy was not around that day. HA HA) I have teased Dan for almost a year now about adding a waf?e bar like they have in some hotels. One day he will cave in and do KNOW. Q) As far as entrees go, I think there has been a nice improvement in them too. There has been a rise in more baked items, which I think is great. Less fried and more healthy choices should increase for sure. If I could throw out one suggestion that I think can be implemented is an ?employee? line when there are large groups visiting the cafeteria. We often are in a real hurry to get food to take back to the of?ce, and if we have to stand in a line that is forever long, itjust takes way too long. In short, I am very pleased with Dan and his decisions. But keep up the suggestions folks, because I think Dan will try to work with you! It?s a great place to eat, leave your desk, see people either from around the building or visitors, or it can be a nice place to read for 30 minutes just to clear your mind. A couple of months ago they served a pecan crusted cat?sh that was so good I had to ask for the recipe. If the hot line isn't appealing, I head for the salad or sandwich lines. 1 don?t know Dan, but I think it's proactive to ask for input from the customer base. I think the suggestion of more baked items and the potato line with the addition of sweet potatoes is a really good one. My suggestion involves the First Lady?s initiative of supporting local farmers. The Frankfort Farmers Market will be opening this Saturday. Would you check out the cafeteria if at least once a week there was a Farmers Market Special on the menu? Thanks for asking Dan! Granted, I have been here in this building forjust ?ve years, but it has been my experience that the hot line is only open with few exceptions - when the legislature is in session. On the very rare occasion when there has been a problem, I have found that contacting Dan has met with a swift and professional remedy. It is my belief that the cafe has improved dramatically, both in the variety and quality of food, since Dan took over. I readily admit that the price increases are frustrating, but can any of you honestly say that you have not seen the same when shopping for your families? Food like everything else costs more. I apologize to any of you who feel that this exchange is irrelevant to you, and I did hesitated to "reply to all?, but feel that the comment below was a bit harsh and deserved an impartial defense. I think they are better. The "other" line has always been closed when session wasn't in. Before Dan was here, they only had the sandwiches and ?fast food" items on the first line. Now at least they try to bring more variety and more not so ?fast? food. He's also added lots of items that we've suggested and anytime there has been a problem, he has ?fixed" it. I know we don't all like the same things but I think you're doing a great job Dan. The staff is too. Yes, we miss Russell but I like meeting new people and getting to know them. He has always been concerned about customer feedback and Open to suggestions. This latest email by Dan asking for input isjust another example of his desire to make the cafeteria the best it can be. I know many people have expressed to me that one of their biggest concerns recently has been the speed (or lack thereof) by the new staff on the line. I do think we were spoiled by Russell's quick attention to detail and generally outgoing personality. The other big grumble was breakfast line being moved to the sandwich area. I, too, am not a fan of this move. But. of course, I don't know all the reasons behind it and I am sure that Dan and his bosses have their reasons?I?m just not a fan of it. Overall, I have seen a real improvement in food selections under Dan's leadership. He has added grilled chicken to the salad bar?a healthier choice than fried?and he uses fresh vegetables when available. I know that he had a garden out back and grew most of his tomatoes and other veggies last year! That is fantastic! The oatmeal line is a nice addition too. When Nancy makes it, it is excellent. (When it is too thick, we know Nancy was not around that day. HA HA) I have teased Dan for almost a year now about adding a waf?e bar like they have in some hotels. One day he will cave in and do KNOW. As far as entrees go, I think there has been a nice improvement in them too. There has been a rise in more baked items, which I think is great. Less fried and more healthy choices should increase for sure. if I could throw out one suggestion that I think can be implemented is an "employee" line when there are large groups visiting the cafeteria. We often are in a real hurry to get food to take back to the of?ce, and if we have to stand in a line that is forever long, it just takes way too long. In short, I am very pleased with Dan and his decisions. But keep up the suggestions folks, because I think Dan will try to work with you! It's a great place to eat, leave your desk, see people either from around the building or visitors, or it can be a nice place to read for 30 minutes just to clear your mind. A couple of months ago they served a pecan crusted cat?sh that was so good I had to ask for the recipe. If the hot line isn't appealing, I head for the salad or sandwich lines. i don't know Dan, but I think it's proactive to ask for input from the customer base. I think the suggestion of more baked items and the potato line with the addition of sweet potatoes is a really good one. My suggestion involves the First Lady's initiative of supporting local farmers. The Frankfort Farmers Market will be opening this Saturday. Would you check out the cafeteria if at least once a week there was a Farmers Market Special on the menu? Thanks for asking Dan! Granted, I have been here in this building forjust ?ve years, but it has been my experience that the hot line is only open with few exceptions - when the legislature is in session. On the very rare occasion when there has been a problem, i have found that contacting Dan has met with a swift and professional remedy. It is my belief that the cafe has improved dramatically, both in the variety and quality of food, since Dan took over. I readily admit that the price increases are frustrating, but can any of you honestly say that you have not seen the same when shopping for your families? Food like everything else -- costs more. I apologize to any of you who feel that this exchange is irrelevant to you, and I did hesitated to "reply to all", but feel that the comment below was a bit harsh and deserved an impartial defense. He has always been concerned about customer feedback and open to suggestions. This latest email by Dan asking for input is just another example of his desire to make the cafeteria the best it can be. I know many people have expressed to me that one of their biggest concerns recently has been the speed (or lack thereof) by the new staff on the line. I do think we were spoiled by Russell's quick attention to detail and 3 generally outgoing personality. The other big grumble was breakfast line being moved to the sandwich area. I, too, am not a fan of this move. But, of course. I don't know all the reasons behind it and I am sure that Dan and their reasons?I?m Just not a fan of it. Overall, I have seen a real improvement in food selections under Dan?s leadership. He has added grilled chicken to the salad bar?a healthier choice than fried?and he uses fresh vegetables when available. i know that he had a garden out back and grew most of his tomatoes and other veggies last year! That is fantastic! The oatmeal line is a nice addition too. When Nancy makes it, it is excellent. (When it is too thick, we know Nancy was not around that day. HA HA) I have teased Dan for almost a year now about adding a waf?e bar like they have in some hotels. One day he will cave in and do KNOW. As far as entrees go, I think there has been a nice improvement in them too. There has been a rise in more baked items, which i think is great. Less fried and more healthy choices should increase for sure. If I could throw out one suggestion that I think can be implemented is an "employee" line when there are large groups visiting the cafeteria. We often are in a real hurry to get food to take back to the of?ce, and if we have to stand in a line that is forever long, it just takes way too long. In short, I am very pleased with Dan and his decisions. But keep up the suggestions folks, because I think Dan will try to work with you! It's a great place to eat, leave your desk. see people either from around the building or visitors, or it can be a nice place to read for 30 minutes just to clear your mind. A couple of months ago they served a pecan crusted cat?sh that was so good I had to ask for the recipe. If the hot line isn't appealing, I head for the salad or sandwich lines. I don't know Dan, but I think it's proactive to ask for input from the customer base. I think the suggestion of more baked items and the potato line with the addition of sweet potatoes is a really good one. My suggestion involves the First Lady's initiative of supporting local farmers. The Frankfort Farmers Market will be opening this Saturday. Would you check out the cafeteria if at least once a week there was a Farmers Market Special on the menu? Thanks for asking Dan! Granted, I have been here in this building forjust ?ve years, but it has been my experience that the hot line is only open - with few exceptions when the legislature is in session. On the very rare occasion when there has been a problem, I have found that contacting Dan has met with a swift and professional remedy. It is my belief that the cafe has improved dramatically, both in the variety and quality of food, since Dan took over. I readily admit that the pnce Increases are frustrating, but can any of you honestly say that you have not seen the same when shopping for your families? Food - like everything else - costs more. Over the years, the quality of food has had its ups and downs. I can even remember a time when Frankfort residents came to the Capitol Annex Cafeteria for lunch because the food was good and the price was reasonable. Not now! I think the current chef has done a good job when he is allowed to produce a variety of plate lunches. However, now, when he only operates the ?short" line, about all you can get are sandwiches, wraps, and fried food (chicken tenders, fish, etc.). Personally, I prefer a plate lunch. As a person who has to watch his weight, sandwiches and the like are not every day fare for me. Neither is the salad bar. I have eaten many cafeteria salads, but a salad every single day does not acceptable. 1 know that dwindling numbers of Capitol and Capitol Annex employees presents a dwindling customer base. 0n the other hand, I believe that providing decent lunches for state workers should be a priority. It shows a concern for the welfare of state workers, even if food service doesn?t turn a pro?t, or even if it doesn?t break even. It also keeps workers in the building, close to their work stations. Needless to say, the breakfast sandwiches currently offered are totally off limits to someone on a diet. So, bring back the plate lunches! I know they will return during the Legislative Session, but we work year round and deserve better food. Even when the plate lunches return, more attention should be paid to serving food with fewer calories and carbohydrates, and less fat. Vegetables swimming in butter are not a good thing. Entrees served in a pan of gravy are had, even if you ask for no gravy on your serving. I suppose it would be unrealistic to think that an offering of good, simple food at reasonable prices could increase your customer base. How about dividing the cafeteria in half with a folding partition and creating a small ?cafe? atmosphere during the legislative interim? Above all, keep state workers needs as the cafeteria?s main priority, and bring back good, nutritious plate lunches! I appreciate you taking suggestions on our dissatisfaction with the quality, selection and service of the cafeteria. We work for Rep. Adkins but provide services to all House Democrats so our workload doesn't slow down signi?cantly throughout the interim months. We have relied upon the cafeteria to provide good food because we do not go out to eat with any regularity. In fact, it is something we rarely do because of the demands on our services. Since closing the hot breakfast line, and providing oatmeal (which is something I cannot abide, but friends of mine that do will not go near that pot as it sits and sits without much attention being paid to it), warmed up sandwiches and drying tater tots are not something that scream healthy or good for you. Gone is the omelet bar, fresh eggs and toast, and if one so chooses, an array of breakfast meats, replenished frequently throughout the morning. Lunch is not much better. The salad bar is ok (at best) if you get there early, but after a while even as workers try to keep it restocked I believe things run low, get dried out, and look wilted and just plain bad if you get there after noon. Pre made sandwiches are the offering of the day, along with soup which sits and sits AND will be offered for at least two days, maybe 3, in a row if the quantity is not eaten on that ?rst day. I can?t believe that this practice meets the Board of Health Code. A sandwich of the day is offered as are chicken ?ngers but again, these items do not appear freshly made much of the time. Every now and then baked potatoes are offered but they run out so quickly the allure of a hot, fresh lunch item is great for most LRC staff that if you don?t? get one by 11:30, chances are you won't. Consequently, as fewer people use the cafeteria, Frankfort restaurant business is booming. Hardees and McDonalds are swamped, you spend 20 minutes in line but its? worth it because it?s fresh. Go to any establishment at lunchtime and you will see many, many LRC folks there. Closing the hot breakfast line and going to the pre-packaged lunch option was, I understand, a ?nancial decision. But, perhaps other ideas could be explored? Suggestions A fruit salad bar A Mexican/Taco bar ground beef, grilled chicken, tacos, tortillas, beans, salsa, corn salsa, cheeses A full potato bar lots of potatoes with ?llings cheese, Mexican hamburger mix, grilled chicken, steak, and vegetables, fresh salsa A soup bar with 5 or 6 soups and/or chowders or chiles - White chili, potato soup, minestrone, a cold soup option, clam chowder, chicken soup - and toppi_ngs A burger bar (real hamburgers, not defrosted, microwaved burgers from a box) with topping ideas - grilled onions and mushrooms, different cheeses, etc. These may seem costly, but if traf?c were to increase just by offering a more unique menu, would that not ful?ll the dual purposes of saving money and providing health choices. There are many good people who work in the cafeteria who have no control over the Options offered. It is not their fault that business has decreased so terribly. For the past twenty years, I have utilized the cafeteria for breakfast and lunch almost every day. have enjoyed being able to have a wonderful hot breakfast to start my workday. Likewise, especially in the last few years under Daniel Salvato, the lunches have been extremely good, and the legislators and staff were very pleased with his cooking skills. This new concept is just HORRIBLE. I spoke to many of the cafeteria staff and they have been inundated with complaints about this new concept. Simply put, this concept needs to be reevaluated immediately. The paltry selection is worse than ?breakfast" offerings at discount hotels?at least you can get hot eggs, sausages and bacon in a discount hotel lobby. Without question, I was very disappointed. Finally, the favorite part of my workday is breakfast and lunch because of your friendly staff. I get great pleasure with my interaction with the staff, especially with John, Nancy and Dan. You may not realize that the regular cafeteria diners enjoy this friendly banter, and this new concept is already straining communication too. Again. I implore you to discard this experiment and go back to the cafeteria that we all have come to love. I would be glad to discuss this further with you or anyone else who is handling the complaints. I cannot see that this is a huge cost saver to the Department of Parks. Although in some peOpIe's minds, the legislative staff truly deserve to eat much healthier meals than any of us should be provided, I resent the fact that the Department of Parks treats the year round customers as they are doing right now. We should be given the same food choices as the members of the legislature. One other someone from the Annex cafeteria will make some off brand sweet tea which is horrible! Being a sweet tea drinker, I always know when the cheap stuff has been used rather than brand name tea. I clearly understand the need to curtail the wide variety of food preparation during the off season when the General Assembly is not in session to control costs and to maintain quality. In the past, the hot entree line at lunch was discontinued except during sessions, but the hot breakfast line and the grill were continued. That seemed to be a good compromise and acceptable to workers and visitors. Between June 1 and December 1, legislative committees will be meeting and the number of visitors and legislators will increase. I am quite sure, peeple used to past Operations are going to be extremely disgruntled about the changes. I urge reconsideration of bringing back an open grill and sandwich making operation as well as restoring the breakfast service. Remember that the cafeteria in the Annex is an important service to the citizens as well as staff who visit or work in the Capitol. Those of us who work in the annex are here year round and are the loyal customers who eat in the cafeteria every day. The very items that you are taking off the menu are the ones that most of us eat each day; myself included. I have had gastric bypass surgery and will not have a choice in the new items that you will be offering for breakfast. This leaves me no choice but to purchase my breakfast from another source. State employees are treated badly enough without Parks giving yet more preferential treatment to the legislators. You should serve them the ready made items instead of us. I think if you went back to the basics for breakfast that you would be able to save money. I don?t think a few over easy eggs is going to hurt the budget, especially when I am paying 50 cents for one egg and 25 cents for a piece of toast. I hope that the decision is reversed and if it is not reversed that the employees that are in the annex take their money elsewhere. I work in the Capitol Annex. I drive 47 miles one way to work and eat from the cafeteria most breakfasts and lunches. Most of the time breakfast is a biscuit with butter and jelly or a bacon biscuit but we won't even have that option come Monday. Lunch is usually some type of hot meal as I don't like sandwiches and soup. My colleagues and I are really upset that we are treated like second class employees here. When the legislators are here we get really good food and most of the time they run out of stuff down there. Why are they so important that you have to cater to them? They even get special lines with special foods and bigger servings. I guess the When there is a hot meal on the fast side, a lot of the time, they run out of the entre'. I don?t know who's decision it was to do this but it was a bad one. We need someplace to eat that won't be so much like the fast food I normally bring home for me and my husband most evenings. Since I work long hours, a lot of the time I don't have the time or feel like cooking. It takes me over an hour each way to get to work. The cafeteria is the most healthy meal I have on a daily basis. I don't care if you break even. It is very disturbing with to us that with all we do here, we can't even keep a cafeteria open. This is totally ridiculous. I advised Representative Stewart that there are NO PUCLIC HEALTH LAWS that state a person cannot bring outside food into a regulated/permitted food establishment and consume it themselves. Apparently a group of students from Knox County brought their lunch to the capitol for a visit and were denied the ability to consume the food(s) in the cafeteria ran by state parks. This is not a health department requirement. This was sandwiches (foods) was made from the individual students homes. A person or persons could not go into a regulated establishment and provide personal drink/ food(s) for other people than themselves to consume. This issue could be easily misinterpreted. Hopefully this email will provide for future clari?cation. Many days we are also surprised on how crowded it becomes. You suggested that we allow employees that frequent the cafeteria year round to have the privilege of being able to move to the front of the line. We have thought this over and feel that it could cause problems as people visiting the cafeteria would not understand why other customers are getting in line in front of them. During session it seems we are usually busiest between 11:20 and 1:00 each day. To decrease the chances of a long wait I recommend you trying to get to the cafeteria as close to 11:00 as you can or waiting until after 1:00. (On occasional days we may have a line during these times as well - but less likely.) Another quick option is to eat at the salad bar. Most of the time you can get a salad pretty quickly. As you may know, the Parks department operates the Annex Cafeteria at a loss and the busy days during session do help us ?nancially. We appreciate you and our other loyal year round customers. I know there are not perfect ways to deal with this but is there a way for the regular Annex employees to have a line of their own during lunch little quicker? Almost all of us have half hour lunches and when we have to stand in line that long, we don't have time to eat. Also, there are not enough parking places for us to go out without fear of losing our space during lunch. I don't know if this is a reasonable request or not but maybe you can at least consider it. No one particularly cares for a cold taco and the corn taco shells are hard and chewy. I threw away what I purchased today and I can assure you that I won't be buying my lunch down there again anytime soon. In addition, attitudes of all staff seem to be rather sour and frustrated and whatever frustrations they have with their bosses seems to be spilling out to the customers. No one wants to listen to complaints or suggestions in Parks - not past management and apparently not present.
