Pursuant to the Pennsylvania Open Records Law, 65 P.s. § 67.101 et seq, I respectfully request all documents related to the bid the City of Pittsburgh and its partners made to Amazon Inc. to locate it's "HQ2" facility in Pittsburgh or the surrounding region. I also request all related documents, including but not limited to: 1. A full copy of the proposal the City of Pittsburgh and its partners submitted to Amazon Inc. on Oct. 19, 2017 to be the home of the company's second headquarters, titled "Future. Forged. For All. " as well as all supplementary materials. 2. All documents related to the sites the city proposed Amazon Inc. could occupy. 3. All documents related to the incentives offered by the state of Pennsylvania, the city of Pittsburgh and/or Allegheny County "to offset initial capital outlay and ongoing operational costs" of Amazon, as detailed in Amazon's request for proposals. Upon investigation, 1 have determined that the bid you seek is not a public record. See 65 P.S. §§67-. 708(b)(11); 708(b)(22); 708(b)(26). Upon further investigation, I have determined that your request does not fall under the criteria set forth under Section 703 of the RTKL, 65 P.S. §67.703. A request must be specific enough to identify or describe the records sought. "All related documents" as requested in the preamble to your request and "All documents" and/or "all supplementary materials" as referred to in Items 1, 2, and/or 3 of your request is too broad. Accordingly, the request is denied in its entirety. To the extent anything requested does not exist, the RTKL instructs that the City is not required to create records which do not currently exist. A detailed list of all of the partners, paid or unpaid, the City of Pittsburgh worked with to prepare its bid to Amazon Inc. 4. All documents, including contracts and agreements, that detail how much money and other resources the City and each of its partners spent to produce the final bid to Amazon " Inc. This could also include an itemized budget of actual expenses, if it exists. Upon investigation, I have determined that the records you seek with respect to Items 1, 2 3, and 4 of your request are not public. See 65 P.S. §§67.708(b)(11); 708(b)(22); 708(b)(26). This list should include dates, times, locations and attendees of all meetings as well as other related documents.
