On Wednesday, February 4, 2015, at 2230 hours, members Of the Seventh District received a radio assignment from the Of?ce of Uni?ed Communications for an Aggravated Assault in the 2400 block of Alabama Avenue, Southeast, Washington, DC. Upon arriving on the scene, members located the victim, later identi?ed as Tracy Jones (46), lying next to a Pepco pole near a bus stop and a vacant group home on the east side of the street with a knife in one of his hands. The victim was suffering from an apparent stab wound to the upper body and was barely conscious and unable to speak. The District of Columbia Fire Department MediCT33 and EngineTZS responded?I?D the scene and began mediedi intervention. Thrvictnn was then ifauupoftcfi to Prince George?s Hospital where he succumbed to his injuries and was pronounced dead at 2341 hours by Dr. Ryb. 2. An autopsy was conducted and the Maryland Medical Examiner reports the decedent was stabbed once in the chest with a sharp instrument that penetrated the heart. The Medical Examiner ruled the cause Of death a stabbing and the manner of death a HOMICIDE. 3. Mobile Crime Technicians responded the scene and began to collect evidence. A citizen advised IT observed property in front of an apartment building located at 2435 Ainger Place, Southeast. Of?cers responded and recovered papers and personal items that bore the name of the decedent on a small ledge in front of the building. Technicians conducted a secondary canvass of the area the next morning and located a black leather case with a broken handle in a dumpster adjacent to the 2400 block Of Ainger Place, Southeast. A relative of the decedent informed police that IT last saw the decedent on the morning of February 3, 2015, and that the decedent carried a black leather case with a broken handle. At approximately 10:26 a witness [hereinafter referred to as called 911 and explained that it was with the victim, who was lying down by the bus stop and needed an ambulance. W1 told the call taker that the decedent was jumped about 10 minutes earlier, that there were about 8 ?black Caucasian males,? that one was wearing a red jacket, one was wearing a black jacket and one was wearing a blue jacket, and that they ?ed on foot toward Ainger Place, Southeast. While on the phone with the 911 call-taker, W1 was able to ?ag down Of?cer Richard Wince who brie?y questioned W1. W1 told Of?cer Wince that the decedent was jumped by a group of individuals and that one of them was wearing a red jacket. 5. On the scene, Of?cer Charles Weems interviewed W1. W1 told Of?cer Weems that when IT got off the Metro bus in the 2400 block of Alabama Avenue, Southeast, IT observed two people striking the decedent with their hands. W?l also said that the decedent ran across the street and fell to the ground. W1 told Of?cer Weems IT did not see either suspect stab the decedent. W1 said the suspects ?ed down Ainger Place, Southeast. W1 described one of the men (hereinafter referred to as SI) as a black male, 21 to 22 years old, slim build, 5?6? to 5?8? tall, wearing a red jacket, red skull cap, black Helly Hansen pants. W1 described the second man [hereinafter referred to as 82] as a black male, slim build, 21 to 22 years old, wearing a black skull cap, black Helly Hansen jacket and black pants. 6. W1 then traveled with police to the Homicide Branch. While in the transport vehicle, W1 told a detective that IT saw a black male in a red jacket stabbing the decedent. 7. At the Homicide Branch, W1 gave a videotaped interview. During this interview, W1 stated that IT got off the W4 bus and observed the decedent walking north up Alabama Avenue on the west side of the street, toward the intersection with Ainger Place, Southeast. It also saw 81 and S2 walking south down Alabama Avenue toward the same intersection. At the intersection, SI and S2 ran south and started hitting and punching the victim, who was on the south side of the intersection. The victim ran northeast across Alabama Avenue. and 82 ran back to the bus stop on the north side of the intersection, and then west down Ainger Place. After they got partway down Ainger Place, 81 and 32 jumped over a fence on the perimeter of the Kingdom Hall Church and cut back toward Alabama Avenue. They started chasing the decedent again, who was still in the middle of Alabama Avenue. Right before they got to the decedent, W1 heard a clicking sound and saw the decedent make a defensive ?icking motion in their direction. W1 then saw 81 pull something, ?ick it, and make a poking motion at the decedent. W1 saw the decedent fall down in the street and then get up and go over to the Pepco pole by the group home, where he fell again. 81 and 32 ran west on Ainger Place again. When W1 went over to the decedent, IT observed a knife in one of the decedent?s hands When asked if there was anyone else out there other than the decedent, W1, 81 and said IT did not see anybody else out there. During the videotaped interview, W1 described 31 as having a brown- skinned complexion, 20- 22 years old, wearing a red Helly Hansen jacket, black Helly Hansen pants, a red Helly Hansen hat, and a little taller than S2. described $2.5m having a brown- skinned complexion, 20- 22 years old, wearing a black Helly Hansen Hat and black Helly Hansen clothing. Wf?cribed the hat as one that could be pulled over 32? 3 face but stated that IT could see 82? 5 face. W1 initially stated IT had never seen them around the area before, but later said that IT had seen ?the one in the Helly Hansen? come out from the Langston Lane apartment complex before and that he had dreads that were not very long. Your af?ant notes (as indicated below) that she interviewed week later and saw a nappy bush After the videotaped interview, W1 spoke to your af?ant in a conference room. W1 added that S2 was wearing black boots or tennis shoes. WI also told your af?ant that IT saw 81 and S2 in the McDonald?s on Good Hope Road around 5:30 or 6:00 pm. that same night. 9. W1 provided an alias during ITS 911 call and ITS February 4 interview. At the conclusion of W1 ?3 interview on February 4, 2015, a WALES check revealed IT had an outstanding parole violation warrant and IT was taken into custody and processed. 10. 7 On February 25, 2015, WI was interviewed again, at which time W1 was serving a sentence related to ITS parole violation. W1 stated IT provided ITS street name on February 4 to avoid being arrested on ITS outstanding parole/probation warrant. At the intersection, 4-5 of them turned right down Ainger Place. 81 and S2 stayed at the corner. When the decedent got to the southwest corner of the intersection, SI and 82 stepped in the street. Si and 32 then each struck the decedent. The decedent ran across Alabama Avenue. 81 and 82 ran north back toward the bus stop on the west side of the street. 81 and S2 then ran over to the decedent and all three fought in the street. W1 said that during the ?ght, 81 pulled something from his person and it looked like he was sticking or stabbing the decedent. W1 also reported hearing a click and seeing the decedent?s hand make a ?icking motion. W1 said the decedent fell in the street and then crawled to the sidewalk. W?l said and 8-2 ?ed down Ainger Place and jumped the fence on the perimeter of the Kingdom Hall church. W1 said that both SI and 82 had thin facial hair, possibly goatees. W1 stated it did not see the suspects take anything from the decedent. During this statement, W1 describes the entire group as appearing as juveniles (and none of them as looking 20-22 years old). On February 25, Wialso stated IT saw the same group hanging out in front of the McDonald?s. First, IT saw Sland S2. Then IT saw the rest of the group come up Good Hope Road from the direction of the bar??r shop. W?l said IT did not see the two groups everyone from the group other than Sl or S2 left during the assault. .. 12. W1 was re-interviewed on October 23, 2015, while still serving a sentence related to ITS parole violation. W1 stated IT did not recall stating during the February 4 interview that after SI and S2 initially struck the victim, they ran west down Ainger Place, then turned back, jumped the fence on the perimeter of the Kingdom Hall chumh, and then assaulted the decedent again. WIstated this description of events was incorrect and the description provided on February 25 (of the suspects running to the northwest corner and then over to the decedent in the Street) was correct. W1 stated IT was nervous during the videotaped interview because IT was the only person out there when police responded and thought the police might believe IT was the person who assaulted the decedent. IT was also nervous IT might have an outstanding arrest warrant though IT did not know for what. W1 also clari?ed that the only suspect IT thought IT had seen before was 1. 13. During the October 23 interview, WI stated that SI pulled its weapon ?rst and that after the decedent tried to defend himself with his own ?icking motion, SI stabbed the decedent. W1 further stated that the uninvolved juveniles ran south down Alabama Avenue and IT lost sight of them around Knox Place. 14. During the October 23 interview, W1 further stated that and 82 appeared to be older than the rest of the group of individuals, consistent with ITS previous descriptions that they were 20- 22 years old. W1 stated that SI dreads were about one inch 1 long, like twists to get dreads started. W1 stated SI was the only person wearing a red jacket. W1 stated that IT saw at McDonald?s around 3 -4 months before the stabbing. W1 further stated that the night of the stabbing, IT saw SI and 82 come separately into the McDonald?s but eat together, and that the group of juveniles came later and did not interact with them. W1 was _shown'video footage from the McDonald?s from February 4, 2015, and identi?ed a person in the footage as being ITSELF at the counter at 5:49 pm. Then S-l struck the decedent, pulled the decedent into him, and made the stabbing or sticking motion that caused W1 to collapse and crawl toward the Pepco pole. During the October 27 interview, it was pointed out to W1 that the person IT identi?ed as ITSELF in the McDonald?s video was not IT. W1 then identi?ed itself as a person who entered the McDonald?s at about 6:46 pm. It was pointed out to W1 that IT was carrying a Popeye?s bag, at which time W1 remembered for the ?rst time that it had been to Popeye?s before it went to McDonald?s. W1 watched the video from 6:46 pm. until the point IT le? at about 9:05 pm. After watching the video, W1 stated that the juveniles inside the McDonald?s. W1 stated the only person IT recognized in the video was someone who IT saw sell cigarettes to the group of people that were involved in the incident at some point that same night. W1 stated that after IT left the McDonald?s, IT went to the gas station across the street from Popeye?s to sell cigarettes. W1 said it then it took the bus from the front of the Popeye?s to the location of the stabbing. W1 was shown video footage of Metrobus 6317 (the 92 bus) from February 4, 2015. WI identi?ed itself as getting on the bus at 10:14 pm. in the 1800 block of Good Hope Road. W1 did not remember being in the 1800 block of Good Hope Road. W1 identi?ed ITSELF getting off the bus at the intersection where the stabbing occurred at about 10:19 pm. In an interview on October 28, 2015, W1 stated that after IT left McDonald?s, IT went outside to smoke cigarettes. W1 stated that IT sells cigarettes but did not sell any that night. W1 denied stating IT sold cigarettes on October 27. Your af?ant was able to obtain video footage from various Washington Metro Area Transit Authority (WMATA) buses that were in the area of the 2400-25 00 blocks of Alabama Avenue, Southeast, arou?d The time of the st$bing. Just before Metrobus 6317 dropped of WI at 10:19 pm, it captured video footage of a group of four individuals walking south together down the west side of 2400 block of Alabama Avenue in the direction of Ainger Place. One member of the group is a'black male wearing red pants, a red jacket, and white hat with black decoration and trim. After the bus passed this group of four, it captured 3 more black males walking shortly ahead of them in the same direction. The person in the red pants and the red jacket is the only person out Of all the people captured by the bus footage wearing a red jacket before the bus stops and drops off W1 at the intersection where the incident occurs. 18. A search of MPD Databases revealed that Tyreke Chambers (DOB) 2/ 14/1998 (PDID) 654580, was being monitored via Global Positioning System (GPS), and was located in the vicinity of the stabbing. Electronic monitoring records show that Chambers was traveling south down the 2400 block Of Alabama at a speed consistent with being on foot and that he arrived the incident location at 10:21 pm. Records show he remained in the area of the incident location till about 10:26 pm. (the same time W1 called 911), and then moved west down Ainger Place, Southeast, arriving in the area where the decedent?s belongings were found thrown to the ground at about 10:28 pm. According to the records, he then moved southwest through a cut toward Langston Lane. . . . 19. Furthermore, on the night of the stabbing, K-9 Sergeant Johnnie Walter conducted a track from the area where the decedent?s belongings were located with his blood hound. This track led Sergeant Walter through the Langston Lane Apartment Complex that is located in the 2700 block of Langston Lane, Southeast, and ended in the area of Hope Village, located at 2850 Langston Place, Southeast. Electronic monitoring records for Tyreke Chambers show that he arrived in the 2700 block of Langston Lane at 10:30 pm. and remained there until 10:36 pm. Also, video footage obtained from the Langston Lane apartment complex shows a group of 7 black males climbing over a fence into the parking lot of the apartment buildings located in the 2700 block of Langston Lane at 10:34 pm. A number of them appear consistent in appearance with the persons observed in the Metrobus footage, including the person wearing the red pants, red jacket, and white hat with black decoration and trim. Immediately after climbing over the fence, the person in the red jacket alters his appearance by taking off the red jacket, exposing a black or dark-colored jacket underneath. Statements of Defendant February 6, 2015, detectives with the Homicide Branch spoke with Tyreke Chambers at if; home at 3205 28th Street, Southeast, Washington, DC. On this occasion, Chambers denied observing?ny altercations. or hearing anything about someone being stabbed. Chambers stated he owned a mu red rain suit made by Bass Pro Shop. 22. On February 11, 2015, detectives with the Homicide Branch interviewed Tyreke Chambers at the Homicide Branch. When asked about the night of the stabbing, Chambers initially denied being with anyone other than a family member that night, and denied observing or participating in the stabbingor going to Langston Lane in the time period after the stabbing. 23. Chambers ultimately stated that after leaving Pepeye?s, he and a family member met up with friends. The group was walking down Alabama Avenue when they observed the decedent limping and wobbling up the street while talking on a cell phone. Chambers stated that ?Nose? and others from the group then stated that the victim looked like a ?lick? or a ?stain,? which Chambers understood to mean they planned to rob the decedent. Chambers stated that when his group passed the decedent on Alabama Avenue, Chambers was at the front of the group, and he asked the decedent if he was good because the decedent was limping. Chambers stated the decedent replied yes, he was just waiting for the bus.
