We have determined that one (1) page is fully releasable under the FOIA, while seven (7) pages are being partially withheld pursuant to FOIA Exemptions 5, 5 U.S.C. § 552(b)(5); and 6, 5 U.S.C. § 552(b)(6). Exemption (b)(5) exempts from disclosure information that would not be available by DOC-OS-2017-000936 Mr. Austin R. The withheld information consists of opinions, recommendations, and other reflections of staff thinking integral to the pre-decisional, deliberative process. Exemption (b)(6) exempts from disclosure (1) personnel, medical files and similar files, (2) the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. 5 U.S.C. § 552(b)(6). The phrase "similar files" has been broadly defined to include any Government records on an individual, which can be identified as applying to that individual. See Dep't of State v. Washington Post Co., 456 U.S. 595, 601-02 (1982). The information you requested can be identified as applying to particular individuals and therefore, constitutes a personnel or similar file. REMARKS (High-level outline): o Our higher education and workforce develop systems are broken. Too many students are ending up with enormous student loans and no good job prospects. The broken system hurts companies as well; too many businesses can't find workers with the skills they need to succeed on the job. o Apprenticeships are an important solution to these problems: they provide a way for students to "earn and learn" - and a path to an affordable education and a good job. o My administration will be taking many steps to advance apprenticeship, including by: o Providing grants to states to increase apprenticeships o Working with Congress to refocus spending on ineffective job-training programs towards apprenticeships o Making it much easier for businesses to participate in and scale up apprenticeship programs o Making apprenticeships far more industry-led and industry-focused o VII.
