Concrete panels are welt-aligned and slab joints remain in good condition. The spillway wails have been kept free of woody vegetation. Weep holes were clear and dry. The low level outlet is a- steel pipe in a concret_ equipped With an upstream valve and a valve. According to Mr. Creeks, the two valves were last exercised in late 2014. Both valves were fully cycled in presence during the previous maintenance inspection on 10/8/2013. The shear pin which broke off of the valve stem during the previous inspection has been replaced, and the valve is reportedly fully operational again. Mr. Creeks, the new Operations Manager, requested not to cycle the repaired valve this year as the Divide is trying to conserve water during the drought. I agreed it could be put off until next year?s inspection. informed him that our policy is to require dam owners to cycle all outlet controls at least once annually, and in our presence every three years. i did not inspect the outlet tunnel on this date, as neither party had'a functioning air monitor. The toe area below the dam was spongy and damp, but not saturated as is usual this time of year. Standing water, was limited to the network of shallow channels at the toe, and vegetation was much lower than normal. Right groin seepage was ~1gpm, and began approximately ten feet above the toe of the embankment. The left groin was dry. This change in observed conditions is most likely due to drought conditions. Seepage below the dam is collected by two 90-degree v?notch weirs, which were read as follows during the inspection: Weir #1 (near outlet house): reac?, or approximately ~21 gpm. Weir #2 of dam): rea- or approximately ~15 gpm. . These measurements are within historic limits. Seepage conditions were judged to be normal. Instrumentation at this dam consists of 2 seepage weirs and 14 crest monuments. The most recent instrumentation report was submitted with a cover letter dated February 11,2014 and included data through calendar year 2013 Seepage There are two seepage weirs at this dam. Weir No. 1 is located next to the valve house and captures seepage from the toe. Weir No. 2 is located about 125 feet of the toe and captures seepage from the right toe, groin, and abutment. Seepage readings at both weirs increased significantly in 2013. Weir No. 1 ranged from ~95 to ~125 gpm, and Weir No. 2 ranged from ~45 to ~85 gpm. These are unusually high seepage flows. An investigation is warranted, and findings need to be reported in the next annual submittal. In the interim, seepage conditions need to be monitored closely, and DSOD needs to be notified immediately if readings do not return to normal this spring. This year, all GDPUD employees previously associated with the instrumentation reporting process have left the employment of GDPUD, ieaving lVlr. Creeks, the new Operations Manager, to learn our submittal process all over from the beginning. Following the inspection, Mr. Creeks and I reviewed the instrumentation submittal for the year 2013 from the District?s files. i directed him to compile all instrumentation data for 2014 and submit it for our review by June 1, 2015. I requested the spall be monitored for any change in conditions. I walked on the left side of the left channel wall down to the steep chute section at the lower end. Visible weepholes in the channel walls and invert were clear and dry. requested that they be kept ciean at all times. The wait and invert slab joints were tight. 1 noted minor vegetation growth on the outside of the walls and requested them be removed. The outlet controls consist of an upstream valve and a - valve. The outlet pipe is a 30-inch-diameter steel pipe located in a concrete-lined tunnel. The valve was and the valve was during this inspection. The valves operated with no problem until the end of the operation, when a shear pin to the valve stem broke off. Mr. Shively reported on 12/6/13 that the valve stem was repaired and is operating properly. Both valves must be fully cycled at least once a year by the owner to ensure its operability, as required by DSOD. We walked the outlet tunnel. The - outlet pipe, concrete saddle supports, and the smaller. -bypass pipe were in satisfactory condition. The outlet pipe?s coating was in satisfactory condition with minor surficial rust. The tunnel was also in satisfactory condition with no significant offsets or cracks in the walls or floor. Calcification and mineral buildup at the usual spots were present as before. lVlinor seepage along two construction joints further upstream was present, but no live flow was noted. Standing water in the tunnel invert was also present. These conditions are longstanding and have been noted in the previous inspection reports. The reservoir level was low and both groins were dry. The toe area was saturated with standing water, and live flow was present Weir No. 2, as usual. Weir No. 1, which is located next to the valve house and captures seepage from the toe, measured 0.22 feet or 26 gpm. Weir No. 2, which is located about 125 feet of the toe and captures seepage from the right toe, right groin, right abutment, and the adjacent hillside, measured 0.16 foot or 12 gpm. These seepage conditions are normal for this reservoir level. The weir box for Weir No. 1 had minor vegetation growth and accumulated silt, which I requested it be Ecleared. Instrumentation at this dam consists of 2 seepage weirs and 14 survey monuments. The iatest instrumentation report was submitted by the February 6, 2013 letter, covering data through 2012. The owner has made progress in reporting the seepage data, but continues to struggle with the movement plots of the survey monuments. We conveyed our comments to the owner by the 3f28/13 letter, requesting the time plots be included for both horizontal and vertical movements in future submittals, showing year of survey on the X?axis versus movement on the Y?axis. Movements The maximum vertical movement between the 2002 and 2012 surveys was a heave of 0.03 foot at Monument 10. No movements were recorded between the last two consecutive surveys. The maximum horizontal movement between the last two surveys (2011 and 2012) was an upstream movement of 0.06 feet at Monument 9 shown on the plot, but the tabulated data did not coincide with this movement. As noted above, improvements are needed in the reporting and plotting of the horizontal movements. The plots need to show the movements for each monument versus time, in the upstream or direction.
