The spillway was in operation during the inspection. The inlet tower in the reservoir appeared to be in satisfactory condition. All outlet controls, were cycled during the 5/31/2016 inspection and they Operated satisfactorily. The upstream gate 5 has been repaired and attempts will be made to cycle it during the next inspection. No visible seepage was noted on the face or along the groins of the dam. The seepage-measuring weir at the toe was not measured since the whole area was inundated with spillway releases. Instruments at the dam consist of a seepage weir and seven survey monuments. The latest data submittal was dated April 29, 2016, covering the data from 1983 to 2015. My review of the data is summarized below. Survey Monuments: There are a total of seven survey monuments along the crest of the dam. The most recent data from 2013 was reviewed in the 5/27/2014 inspection report. The report concluded the monument data does not display any unusual trends and no abnormal settlement or horizontal movements were noted from the submitted data. The next survey will be performed in 2018 and the data will be submitted with the 2018 instrumentation report. submitted a letter dated May 26, 2016, in response to our request for clarification on loss of freeboard at the dam. Instrumentation survey data shows the parapet wall to bs_lower than the as-built plan elevation resulting in only 10.1 feet of total freeboard rather thar- submitted a memorandum with their letter showing if the adjustment 01- is applied between the Datum and the NGVD29 Datum, used for the instrumentation surveys, there has only been a freeboard loss 01- No corrective action will be required at this time since the latest hydrotogy study by DSOD (2004) shoWs the dam ha- of residual freeboard for a 16,000- year design storm. Seepage: There is on- seepage weir at the toe of the dam. The weir measured maximum seepage flow rate of 8.6 during the review period of 2015. The weir measured minimum seepage flow rate of 0.1 for the 2015 review period. The historical range of seepage varied from 0 to 21.3 since 1965. Typically, the weirs follow the reservoir water levels and decrease during late summer months. The seepage has followed the trends of the past and remains within normal ranges. has been performing repairs to the upstream face ofthe darn since 2015 to reduce the leakage at the dam. The valve was making releases during this inspection, and is reportedly functioning with no issues at this time. Over the last 20?years the monuments show the dam is trending in the direction and settling. The maximum movements are measured near the maximum section of the dam. The maximum horizontal movement over the last 20?years is 0.27- fee_ and the maximum vertical movement i . Movements since the last survey are not significant, with less than or equal of settlement and movement. The trends need to continue to be monitored, but the movements are not a dam safety concern at this time and are acceptable for e_tall rockfill dam. The report states that PGE plans to establish a new line of survey monuments along the top of the parapet wall. A survey of the parapet wall in 2009, showed the low pom-lower than the assumed Elevation, resulting in a normal freeboard 0- rather than 6.5. The wall was resurveyed in 2013, and essentially the same low point elevation was recorded. The operating freeboard needs to be restored t_ at the dam. In 2001 and 2002 the vertical joints along the upstream face were repaired and reduced seepage to 5 cfs. Since 2003, an increasing trend has been observed, as peak seepage vaiues have increased to 10 in 2013. An investigation and repairs to the upstream liner is warranted.
