PSC REF#:181186 Wisconsin Electric Response Glacier Hills Wind Park 6630-CE-302 Data Request PSC 26.02 Request: 26.02 On January 15, Commission staff forwarded to WEPCO via e-mail a request for information regarding an informal complaint received from Rod and Sandy Kok, who are participating landowners at GHWP. Mr. Kok states that a shadow flicker suppression device is installed on turbine 86 on his property, and requests that additional devices be installed on turbines 112, 28, and 25. Commission staff’s e-mail included the following requests regarding this complaint: 1. Provide a brief summary of WEPCO’s contacts with Mr. and Mrs. Kok, including a description of any shadow flicker mitigation measures that have been installed by WEPCO at the Kok residence. 2. The modeling included in WEPCO’s Certificate of Public Convenience and Necessity (CPCN) application for the GHWP project shows the Kok residence at just over 50 hours per year of shadow flicker. Mr. Kok states shadow flicker is possible on over 300 days annually totaling between 285 and 330 hours per year. Explain the discrepancy between the modeling included in the CPCN application and that stated by Mr. Kok. 3. Regarding Mr. Kok’s request to install additional devices on nearby turbines, provide: a) An estimate of the lost energy in kilowatt-hours that would result from use of the devices on the four turbines listed. b) An estimate of the lost revenue that would result from use of the devices on the four turbines listed. Include clear documentation of any assumptions used in arriving at the estimates of lost energy and revenue. 4. Provide a narrative regarding whether WEPCO would be willing to install the devices on the additional turbines listed by Mr. Kok. Subsequently, WEPCO informed Commission staff that it would contact Mr. and Mrs. Kok regarding a possible resolution of their concerns. By e-mail dated February 8, 2013, Mr. Kok informed Commission staff that WEPCO had not yet contacted him. Provide an update regarding the status of Mr. and Mrs. Kok’s complaint. Response: 1. Upon complaint of shadow, 45 room darkening shades were installed, as directed by Mr. and Mrs. Kok, to mitigate the shadow flicker. Since then, WEPCO has met with the Kok’s on numerous occasions to discuss and mitigate their concerns about shadow flicker. The use of plantings or other mitigation methods were declined or deemed unsatisfactory for aesthetic reasons by the Kok’s. It is our understanding that the only mitigation option considered acceptable by the Kok’s is curtailment with zero shadow flicker. A model was used that made assumptions of the average number of sunny days seen in the area of GHWP. Based on this, just over 50 hours per year of shadow flicker was calculated as the median probable outcome. 3. Based on the numbers provided by the Kok’s of 330 hours per year and an additional 318 hours due to restarting the turbines in cold weather for a total of 648 hours the estimated values are: a. Approximately 1,329,696 kWhrs per year b. Approximately $64,000 - $76,000 per year 4. WEPCO is not willing to install devices on the additional turbines. The device currently installed was intended to test and evaluate the technology as well as determine turbine down time.
