Declaration of Chris Bills
Pursuant to 28 U.S.C § 1746, I certify under penalty of perjury that the following
statements are true and correct:
1.

My name is Chris Bills. I am 34 years old. I was convicted in 2001 of a sex-

related crime. As a result of my conviction, I am classified as a “Designated Offender” under
Chapter 106-51 of the Milwaukee Code of Ordinances.
2.

I lived in Milwaukee at the time of my 2001 offense.

3.

I currently live in a townhouse located at 3048 W. Iona Terrace, Milwaukee,

53221. I live there with my son, 14, and the mother of my son, as well as five other people.
4.

The residence is located in a prohibited location, but I am permitted to live

there subject to the exemption set forth in §4(d) of the Ordinance.
5.

Because my current residence is a three-bedroom place and eight people

currently live there, I would like to move to a larger residence.
6.

Along with my son, his mother, and me, I live there with the mother of my

son’s mother, the sister of my son’s mother, her son, and my two small children, 4 and 6, of
whom I have full custody.
7.

Due to the residency restrictions imposed by the Ordinance, I have been

unable to find any available alternate housing, despite having searched vigorously.
8.

My housing search is complicated by the fact that my young son is autistic and

goes to a special school, called the Garland School, located at 3120 West Green Ave.; and I
want to stay in the area where I currently live to insure that my son can attend this school.
