Box 19281 Spring?eld, IL 62794-9281 Dear Director Poe: As a follow-up to our July 21, 2017 letter to you, we have completed our planned testing of previously unopened containers of commercial product. Today we obtained the results of those tests, and are able to provide you with more information about those results. We tested limited samples of several products. Certain of those products that we subjected to analysis contained detectable levels of dicamba. The brands with positive dicamba tests are: 0 InterlineTM - 2.5 gallon container, purchased in southeastern Missouri - SunniseTM - two 2.5 gallon containers, purchased in Newport, Arkansas - CheetahTM - 2.5 gallon container, purchased in Marine, Illinois One of the two Sunnise samples also tested positive for tiiclopyr. Additionally, Monsanto?s testing of limited samples of the following products did not ?nd detectable levels of dicainba: Liberty?, Willowood Glufosinate 280, and KongTM. As we advised in our July 21, 2017 letter, we are also providing samples of these products to an independent lab to verify our results, and are awaiting their analysis. Given the concerns raised by growers and the completion of our planned testing, we wanted to bring this to your attention and provide you with this additional information. Thank you. julv 21, 2017 Director Raymond Poe Illinois Department of Agriculture 13.0. Box 19281 Springfield, iL 62794?9281 Dear Director Poe: We are writing to provide additional information regarding leaf cupping in soybean fields. In some cases, growers have observed patterns of leaf cupping that are inconsistent with dicamba drift or volatility, and suggestive of direct applications. We understand some of these patterns have been observed in certain Libertytink? soybean fields, which some growers believe may have been caused from direct application of certain giufosinate products contaminated with dicarnba to the affected fields. In order to assist these growers, Monsanto initiated efforts to test certain glufosinate products for possible contamination by dicamba and/or other herbicides. A number of the samples that have been processed to date have tested positive for dicamba. In initial testing, dicamba was detected in product samples obtained from both growers and ag chem retailers. Product samples received from growers that tested positive for dicamba include diluted and un?diluted samples drawn from sprayer equipment tanks and other on-farm storage containers. Product samples obtained from ag chem retailers that tested positive for dicamba were drawn both from tin-opened 2.5 gallon containers and from ?mini?bulk" storage containers (shuttles) located on the retailer?s premises. The affected products were purchased by Monsanto and an independent third party from certain ag chem retail locations. Testing was conducted at Monsanto?s internal labs. We have provided these samples to an independent lab to verify our results, and are awaiting their analysis. Given the concerns that have been raised by growers, we want to bring this to your attention. Sincerely, Duane Simpson US State and Local Government Affairs Lead .. While there is no lack of press releases focused on a few negative situations involving dicamba herbicide, please know that most all of these situations are where a grower used a non?approved dicamba formulation or did not follow the herbicide label relative to application expectations. While these situations are unfortunately, they should be directly tied to the individual and NOT the entire farming community. i believe agriculture is vital to the future ofthe state of Illinois as well as the United States of America. If we choose to legislate regulations that put our US farmers at a disadvantage to the global marketplace we will, no doubt, have a negative impact on the entire fabric of our country. Recognizing Temperature inversions Recognizing when a temperature inversion exists is important to understanding when not to apply pesticides. Most pesticide labels prohibit applications during temperature inversion. This Technical Information Bulletin will help to explain what an inversion is, how to identify if one exists, and why they must be avoided for pesticide applications. How Temperature inversions Form During daytime hours, dry air naturally cools with higher elevations. Solar radiation warms the earth?s surface. and during days with little cioud cover, convection creates winds and gusts that heat the lower atmosphere. As sunset nears, the solar radiation lessens and the earth?s surface is no longer heated by the sun and soon begins to cool. Heat from the warmer air is transferred back to the soil, creating a layer of cooler, denser air near the soii surface. This is the beginning of a temperature inversion. Spraying pesticides during an inversion can result in the off-target movement of small droplets as physical drift which never reach their intended target. This is not to be confused with voiatility, which is when a liquid droplet converts to a gas after it has reached its intended target. Conditions Most Likely to Favor an Inversion: a Clear skies during late afternoon and during the night a Dry soil surface 3 Wind speeds 4 MPH that result in no air mixing a Low areas, valieys. or basins where cool air witl sink and collect. inversions will form in these areas sooner, persist longer, and be more intense. How to Identify it an Inversion Exists: a Measure air temperature at 6?1 2 inches above the soil and at 8?t0 feet above the soil. An inversion exists if measured air temperature at 8?1 0 feet above the soil is higher than the measured air temperature at 6?1 2 inches above the soii. Be sure the instrument is shaded and not influenced by solar heating. 3 Morning dew 2 Morning fog (indicates that an inversion existed prior to fog formation) a Smoke or dust hanging in the air or moving lateraily Overnight cloud cover is 25% or less inversions can begin forming three to four hours before sunset and can persist until one to two hours after sunrise The Impact of Temperature inversions on Pesticide Applications Temperature inversions can negativeiy impact pesticide applications by trapping small droplets in the cool air of the inversion iayer. These small droplets can then travel long distances, either downslope to low~lying areas or in an unpredictable manner with the light and variabie winds. To avoid off?target movement of pesticides due to inversions, be mindful of inversions during the following spray timings: a Mornings. Very eariy mornings around sunrise are when inversions can be at their most extreme. One of the worst times to spray is when overnight skies were clear and wind speeds are low. inversions can persist for one to two hours after sunrise on a calm day. Late afternoon/early evening. The lowest five feet closest to the ground can sometimes begin to form an inversion three to four hours before sunset. Evening inversions pose a greater risk for off~target movement because they are very persistent and will intensify until after sunrise. a Nighttime. lnversions may have already been established and continue to intensify until after dawn. Always read and follow label directions. Grow Smart is a trademark of BASE @2017 BASF Corporation. I realiy like the recommendation from Ty to reach back out to the Pesticide Offices in key states to offer any additional communications support and updates to help them keep resources and outreach going during spray season. As you reviewed the list, i didn't catch that one so let's capture this. I think this also helps us politically, so see if this also connects to Dept of Age so they see how much we are doing in their states to share application requirements. With the appiication season on us, I wanted to share with you a tech bulletin we recently developed and are using in the field, ?Understanding Soybean Response to Dicamba?, which I thought could be helpful to inspectors who are investigating off target complaints. The most common questions we get are about the delay in response from the time an application is made, why the response is only seen on new growth and not the vegetation that is exposed to drift, and whether or not there will be a resulting reduction in yield. This bulletin addresses these questions. i also wanted to ask if you think an in person meeting to discuss this topic or others would be helpful at this time. If yes, I?d be happy to set something up. Mode of Action (How Weeds are Controlled) Dicamba mimics a naturai piant hormone called auxin that regulates how plants grow and develop. To be an effective herbicide, it is applied at rates greater than a thousand times more than normal auxin levels found in plants. This results in rapid, uncontrolled growth leading to plant death and weed control. at Low Rates Since auxin is present in plants at very low Eevels, dicamba can trigger plant growth responses in susceptible broadleaf plants at dosages fess than Wt 00 of the recommended use rate. These low rates will not impact leaves already deveIOped; will only show up on new growth. The degree of response is dependent on the rate of exposure. Therefore, like any herbicide, it is important to keep applications from moving off-target. Using labeled application practices is key to ensure on?target application success of Engenia?? Herbicide (refer to the Engenia Herbicide label). Termmal growth contmue with new leaves puckered Term Ina! inhibited; new leaves puckered when growth resumes Soybean and Potential Yield Response Non-dicamba tolerant soybeans are very sensitive to dicamba. While weeds sprayed with dicamba at full labeled rates often show within hours, soybeans exposed to rates associated with drift may not show until 1 to 2 weeks after exposure. This is because older, mature growth is not affected by extremely low rates; only new growth shows Puckered or cupped leavesis the most common associated with drift rates of dicamba (Image 1). Terminal growth inhibition combined with puckered leaves is a less common and usually a resuit of higher rates of exposure not associated with drift (image 2). Timing of dicamba exposure and level of are critical in determining potentiai yietd response. Research indicates that yieid potential is not impacted at any stage of soybean development if the terminal growth is not inhibited (Figure 1). When terminal growth is inhibited, yield potential may be affected, particularly when soybeans are exposed at tater stages of growth.
