December 21, 2017 Ramsey County Board of Commissioners 15 Kellogg Boulevard West, Suite 250 Saint Paul, Minnesota 55102 DearCommissioners, it has come to my attention that a letter I had emailed in January 2017 indicated that my former property zt'ayne Avenue was vacant. Unfortunately, I had not properly proofed the email before I sent it to the homeowner's association As a result, my mistake has caused some to call into question the residency ofSheriffSerier. The letter states, "Consequently, our home at- Payne Avenue is vacant." This is categorically wrong. I intended to state, "Consequently, our home at- Payne Avenue could be vacant." wish to make it perfectly clear that at no time was our residence at .Payne Avenue unoccupied. My wife and I gave Sheriff Serier permission to reside at our home. When it became clearthat he needed a permanent place of residency, we sought a more formal agreement. I have never rented a property to anyone before and I learned that the HOA bylaws require their permission before a homeowner can charge rent. Therefore, I complied and did not collect any rent from SheriffSerier until after I had received permission from the HOA. Prior to being sworn in, Sheriff Serier slept at- Payne Avenue. He commuted to work from there and he paid the utilities. Consequently, the Sheriffs residency should not be at issue. SheriffSerier had no knowledge of my email conversation with the HOA. if I had been concerned that his residency would be challenged, or ifl had known my private email conversation with the HOA would he held to public scmtiny, lwould not have used email. instead, I would have used printed, notarized correspondence. I am embarrassed that my typo has resulted in the questioning of Sheriff Serier'S integrity. if I need to swearout any affidavits orpuhlicly addressthis matter at a Board of Commissioners meeting, lwill fly back to Minnesota to correct this gross mischaracterization of the truth. jarr-- att Bostmm Sincerely,
