SUBJECT: Compliance with SACS Core requirement for Governing Board Characteristics 
 
 
On December 21, I received via internal email a letter dated December 11, 2017 from the 
Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) 
regarding the evidence of “significant accreditation­related issues”.  A copy of the letter is 
attached.   Specifically, SACSCOC refers to compliance with core requirement: 
  
4.1.d   (Governing Board Characteristics) 
Inherent in this standard is the understanding that members of the governing board are not 
controlled by a minority of board members or by organizations or institutions separate from it.

The letter refers to Houston Community College’s (HCC) response to SACSCOC’s inquiry of 
July 11, 2017 which was triggered by an article titled “Houston CC Trustee Convicted of 
Bribery” in the online journal Inside Higher Ed.  In our response provided to SACS on 
September 7, 2017, we included requested documentation of the chronology of events and 
institutional responses dealing with Trustee Oliver’s guilty plea.  In addition, we presented a 
timeline that included our internal investigation as well as our plan to provide regular training 
updates to trustees on compliance with SACSCOC principles of accreditation. 
 
In its December 11 letter, SACSCOC points to a copy of an article from the Houston Press 
titled “HCC Board Member Hires Consultant, Attorney to Investigate His Own Board.” 
SACSCOC is requesting an additional report that explains and documents that the governing 
board is not controlled by a minority of the board and acts only as a collective board. 
 
Our response, due January 22, 2018, will be reviewed by SACSCOC for further action if 
necessary, including monitoring, sanction, or the appointment of a Special Committee to 
review the institution. 
 
I have started working on a response and will provide an update during closed session 
during the January 11, 2018 Committee of the Whole meeting.  Related to this response, we 
will schedule a makeup training session in early January 2018 for trustees that did not attend
