General Services Date: December 28, 2017 Re: Reinstatement of Chief Procurement Officer?s Certi?cation of Procurement Process Pursuant to Title 44, Subtitle A, Chapter I, Part 1 Section 1.8025(a) of the Illinois Administrative Code, I am required to certify the procurement process for the Private Lottery Manager procurement, Illinois Procurement Bulletin Reference Number 22039124, followed the requirements of the Illinois Administrative Rules. I did so certify on September 18, 2017, however, on October 30, 2017 I became aware of information that led me to question whether my September 18, 2017 certi?cation had been made in reliance upon false information. Consequently, on October 30, 2017 I withdrew my September 18, 2017 certi?cation. At the same time, I referred the matter for further investigation with the Office of the Executive Inspector General. I was subsequently informed by the Governor?s Office that an investigation into the actions of certain members of the evaluation committee would be completed by outside counsel. I received the attached investigation report in the late evening of December 20, 2017. In addition to considering of the report?s findings, I had my office review the evaluation process for this procurement. Having completed that review, and particularly considering the investigative report ?found no evidence that any evaluation committee member was improperly influenced by a lobbyist for Camelot, or that the work of the evaluation committee was influenced by lobbyists for Camelot,? my of?ce is satisfied that the integrity of the evaluation process for this procurement was not affected by the failure of two 401 South Spring Street - 712 William Stratton Building 0 Spring?eld, IL 62706 P: (217) 558-2231 0 F: (217) 558-1399 CHIEF PROCUREMENT OFFICE Ellen H. Daley, General Services evaluation committee members to disclose potential con?icts of interest, and in one instance conversations, with lobbyists for Camelot. For all of these reasons, while I believe the actions of the two evaluation committee members detailed in the attached investigative report failed to comply with the procurement process, it did not affect the integrity of the evaluation process for this procurement and should not prevent the Lottery from concluding this procurement and executing the contract with Camelot.
