SUBJECT: Referral to the Wisconsin Department of Justice

Dear Ms. Benfield:

The Department of Natural Resources is referring Container Life Cycle Management, LLC
doing business as Mid-America Steel Drum (CLCM) to the Department of Justice for alleged
violations at the facilities located at 2300 West Cornell Street, Milwaukee, 3950 South
Avenue, St. Francis, and 8570 South Chicago Road, Oak Creek, WI.

The department alleges CLCM is in violation of the following:

Air Pollution Control Operation Permit No. 241021220-P20

Air Pollution Control Construction Permit No. 14-RSG-142

Air management laws per chs. 285, Wisconsin Statutes 

Air management rules per chs. 406, 429, and 439, Wisconsin Administrative Code
Hazardous waste management laws per ch. 291, Wis. Stats.

Hazardous waste management rules per ch. 668, Wis. Adm. Code
