CHARGES

The Louisiana Board of Ethics voted on March 16, 2017, to and does hereby ?le the
following charges:

I.

Brent Washington was hired as Chief Financial Of?cer of Edgar P. Harney Spirit of
Excellence Academy on October 15, 2013.

As Chief Financial Of?cer of Edgar P. Harney Spirit of Excellence Academy, Brent
Washington was responsible for managing bank accounts, accounting records and ?nancial
records for Edgar P. Harney Spirit of Excellence Academy.

On July 1, 2014, Brent Washington entered into an agreement with Edgar P. Harney

Spirit of Excellence Academy to provide accounting services at an hourly rate of $75 per hour.

IV.

Brent Washington was paid a total of $22,000 in 2014, $25,500 in 2015 and $7,000 in
2016 by Edgar P. Hamey Spirit of Excellence Academy to provide accounting services in
addition to his salary as Chief Financial Of?cer.

V.

La. R.S. prohibits a public servant, or member of such a public servant's
immediate family, or legal entity in which he has a controlling interest from bidding on or
entering into any contract, subcontract, or other transaction that is under the supervision or
jurisdiction of the agency of such public servant.

VI.

La. R.S. prohibits a public servant from receiving any thing of economic
value for any service, the subject matter of which is devoted substantially to the responsibilities,
programs, or operations of the agency of the public servant and in which the public servant has
participated.

VII.

Based on the foregoing facts, Brent Washington violated La. R.S. by
entering into transactions to provide compensated accounting services to Edgar P. Harney Spirit
of Excellence Academy while he was employed as Chief Financial Officer of Edgar P. Harney
Spirit of Excellence Academy.


Based on the foregoing facts, Brent Washington violated La. R.S. by

receiving compensation for providing accounting services to Edgar P. Hamcy Spirit of

Excellence Academy, which services were substantially related to his job duties and
responsibilities as Chief Financial Of?cer of Edgar P. Hamey Spirit of Excellence Academy.
In accordance with La. R.S. the Board designates Jennifer T. Land

and Tracy Barker as the Board?s trial attorneys in this matter.

WHEREFORE, the Louisiana Board of Ethics requests that the Ethics Adjudicatory
Board conduct a hearing on the foregoing charge; determine that Brent Washington
violated La. R.S. and La. R.S. with respect to the foregoing
counts; and assess appropriate penalties in accordance with the recommendation of the

Louisiana Board of Ethics to be submitted at the hearing.
