Jack Sanders Justice Center 12400 Foster Overland Park, Kansas 66213 913/895-6000 - Emergency 911 January 5, 2018 Dear Superintendent, As you know, the Overland Park Police Department (OPPD) administers the school crossing guard program for the City. Historically, OPPD has hired, trained and supervised all guards who work within our city limits. However, OPPD recently entered into an agreement with All City Management Services, under which it will take over the administration of our crossing guard program. This will become effective on Monday, January 29, 2018. We did not take this decision However, it has always been challenging to recruit, hire and retain guards. Our Personnel Section spends many hours on this task. Every hour spent recruiting, vetting and training guards is an hour we don?t spend working to hire police of?cers. Since all school crossings must be staffed, hundreds of times each year, vacant guard posts are covered by police of?cers and other OPPD employees. This takes them away from their primary responsibilities and is an inef?cient manner of doing business. All City Management Services comes highly recommended and we have thoroughly vetted them. In fact, almost every other city in Johnson County, including Leawood, Lenexa and Olathe, contracts with All City Management Services to administer their crossing guard programs. All City Management Services has offered to hire each of our current guards and keep them at their assigned posts. It appears the vast majority of our guards will accept All City?s offer. Therefore, the transition, in most cases, will be seamless. The only change most will see is a different uniform. This change does not mean that OPPD is washing its hands of the program. We will still have OPPD employees overseeing our relationship with All City Management. Anyone with a concern regarding a speci?c guard, location or the program in general, is encouraged to call the OPPD Traf?c Safety Captain at 913?895-6402 or Police Dispatch at 913-895-6300. We promise to work closely with All City Management Services to solve any and all issues brought to our attention. Rest assured, the safety of our children is of paramount importance to OPPD.
