It is noted that the initiatives of 'A strong defense against terror' are continued by the Multiannual Agreement on the Police and Prosecutor's Economy in the period 2016-2019. The acquisition will be made as a joint acquisition, which results in two separate lots, called 'PET-INTEL' and 'POL-INTEL' respectively. For further description of respectively PET's and POL's individual business-specific needs are referred to as "share agreement information". For example, for regulatory and security reasons, the system will be installed separately at POL and PET. Both POL and PET have a large business need for the system to handle the processing of unstructured data (mostly in the form of documents) using tools to identify, translate and maintain relevant information that can then be processed structurally and analytically. In this context, it will not be entirely automated information processing, as the nature of the information requires some degree of manual processing. Thus, the system must contain a number of tools that actively assist users in identifying relevant information, but at the same time allows to validate the automated proposals. The analysis platform should be able to integrate with a variety of data sources that use varying data formats and technologies, such as: SQL based relational databases, NO-SQL databases, Graph databases, XML, Media Databases, file systems, binary files, etc. It is expected that the standard system will provide the necessary systemic framework for effective integration into other systems and data sources, such as through services (eg WS, REST), built-in ETL functionality, database synchronization / replication support technologies, or other products and frameworks (such as SOA platforms, ESBs, integration tools such as Apache Camel, etc.). This applies to both the establishment of the system and the IFF tools for the ongoing maintenance and monitoring of the integration. The platform should be able to use a number of common algorithms and technologies for visualization and pattern recognition in larger volumes of data - proactively as well as based on user actions. These could include data segmentation, geographic visualization and data processing, hotspot analysis, social network analysis tools, machine learning and DL technologies. It is also seen that the standard system provides a range of analytical tools available to users so that they can perform the types of analyzes that are common to the types of data sets used by police and national intelligence services. The system is also expected to have a data and information model that is flexible and easily configurable, so that the system can be expanded and changed continuously with minimal operational and user impact. It is essential that the standard system provides a particularly fine-grained and robust security model so that it can be ensured and checked at all times that the individual has sole access to the data that he / she is authorized according to the rules and guidelines , which applies to PET and POL. D) Consulting services The supplier must provide consultancy services throughout the contract period, including in the form of training of customer users and developers.
