1: Background and purpose
The offer relates to the acquisition of a new IT system which will provide the Police Police to
the Police Area (hereinafter "POL") and the Police Intelligence Service (hereinafter referred to
as "PET") a common analysis platform (also known as the "INTEL platform") they can better
utilize existing and future data volumes. It is desirable that the analytical platform be based
on a well-tested standard system (Commercial Off The Shelf software).
The acquisition is based on one of the 12 initiatives in the Government's initiative "A strong
defense against terror" under the heading "Increased IT and Analysis Capacity", which states
that a common analytical platform should provide the police and PET with better
opportunities to exploit existing as well as future data volumes for targeted response to
terrorist threats and attacks. Further information about the background of the acquisition

It is noted that the initiatives of 'A strong defense against terror' are continued by the
Multiannual Agreement on the Police and Prosecutor's Economy in the period 2016-2019.
The acquisition will be made as a joint acquisition, which results in two separate lots, called
'PET-INTEL' and 'POL-INTEL' respectively. For further description of respectively PET's and
POL's individual business-specific needs are referred to as "share agreement information".
For example, for regulatory and security reasons, the system will be installed separately at
POL and PET.
The system must be able to be configured to support both POL's (Police Police Police and the
National Police District) as PET's common business needs and tailored to the individual's
needs, including those used for POL and PET. In addition, the system should be further
developed to support the authorities' specific needs, which can not be supported by the
basic system's basic functionality. Customer-specific configurations and / or software
developed by the supplier as part of one of the sub-agreements must be made available to
the other authority, free of charge. POL and PET respectively.
It is essential that the analysis platform should be able to support the cross-cutting
processes that will be identified by a reduced coordination group based on the intentions of
'A strong defense against terror' on strong and coordinated and intensive cooperation across
PET, police and police districts.

 The analysis platform is expected to be integrated with and / or able to import data from
internal subject-specific systems in PET and other parts of the Rigspolitiet, including for
registers of information such as incidents and criminal matters as well as document
management systems, case management systems, investigation support systems, forensic
systems, mobile forensic systems and various types of retrieval systems (eg open source
retrieval). In addition, the analytical platform should support the exchange of information
with national and international partners (eg Interpol and Europol) and be able to load and
import data from ad-hoc extraction, typically used in exploration. The analysis platform
should also support the exchange of data across differently classified networks.
Common business needs
The analysis platform is expected to support structured as well as unstructured data. Both
POL and PET have a large business need for the system to handle the processing of
unstructured data (mostly in the form of documents) using tools to identify, translate and
maintain relevant information that can then be processed structurally and analytically.
In this context, it will not be entirely automated information processing, as the nature of the
information requires some degree of manual processing. Thus, the system must contain a
number of tools that actively assist users in identifying relevant information, but at the same
time allows to validate the automated proposals.
The analysis platform should be able to integrate with a variety of data sources that use
varying data formats and technologies, such as: SQL based relational databases, NO-SQL
databases, Graph databases, XML, Media Databases, file systems, binary files, etc. It is
expected that the standard system will provide the necessary systemic framework for
effective integration into other systems and data sources, such as through services (eg WS,
REST), built-in ETL functionality, database synchronization / replication support technologies,
or other products and frameworks (such as SOA platforms, ESBs, integration tools such as
Apache Camel, etc.). This applies to both the establishment of the system and the IFF tools
for the ongoing maintenance and monitoring of the integration.
The analytical platform is expected to enable advanced and current search options for users,
so that you can search the aggregate data base quickly and efficiently.
The interface of the analysis platform must be able to display multiple data from a variety of
systems in one single user interface. Thus, high demands are placed on the system's ability
to scale and present data in a way that gives users the best possible overview. In addition,
the analysis platform should be used to support a variety of different tasks across different
staff groups. It is therefore important that the supplier can document a user interface and
interaction patterns that emphasize user-friendliness, quality assurance and application
focus. This is especially true in connection with the establishment and retention of
information in the system.
The platform should be able to use a number of common algorithms and technologies for
visualization and pattern recognition in larger volumes of data - proactively as well as based
on user actions. These could include data segmentation, geographic visualization and data
processing, hotspot analysis, social network analysis tools, machine learning and DL
technologies.

 It is also seen that the standard system provides a range of analytical tools available to
users so that they can perform the types of analyzes that are common to the types of data
sets used by police and national intelligence services.
The system is also expected to have a data and information model that is flexible and easily
configurable, so that the system can be expanded and changed continuously with minimal
operational and user impact.
It is essential that the standard system provides a particularly fine-grained and robust
security model so that it can be ensured and checked at all times that the individual has sole
access to the data that he / she is authorized according to the rules and guidelines , which
applies to PET and POL. It is expected that classifications and rights can be inherited from
source material for derived information. The system must also support automated and
manual deletion of data based on configurable delete rules.
2: Main benefits
This offer includes the following main benefits, which are broken down into 'Delivery' and
'Current Benefits', respectively:
The delivery
A) Establishment
The supplier must establish the system of POL and PET, respectively, with support for the
initial functionality referred to by the Authority (hereinafter the "basic packages"), including
setting up data and information model in the system, integration into relevant internal and
external data sources, including transformation and role setting and rights model.
The content of the basic packages, the relevant data sources and cooperation and delivery
models will differ for PET-INTEL and POL-INTEL, respectively.
As part of the delivery, the supplier must make available the necessary licenses for use of
the system to POL and PET. The system must be made available to users at any time in the
form of a license covering all users in Danish police, ie. Police Police, Police and PET. The
system is expected to be used by approx. 10-15,000 users across the Polar Police, Police and
PET.
It must be possible for the authorities to be involved in the establishment of the system
(hereinafter 'co-development'). Characteristics of the two basic packages are described in
more detail below under 'Information on sub-agreements'.
Ongoing benefits
B) Support and Maintenance
The supplier must provide ongoing support and maintenance of the system during the term
of the contract.

 Maintenance includes ongoing and preventive maintenance, including patching, releases
and bug fixes.
Support includes technical support in the form of 2nd level support and 3rd level support,
including with the possibility of on-site support. 1st level user support for users is handled by
the customer himself. Suppliers' support services may also include assistance in identifying
and remedying problems associated with the daily use of the system and the integrations,
but not the physical operation of hardware and infrastructure undertaken by the customer or
by the customer's service providers.
C) Configuration and further development
The supplier must continuously ensure that the standard system is configured and further
developed to support the business needs of the authorities. The supplier shall, inter
alia, proactively provide advice to the authorities regarding new configuration and further
development possibilities, including based on the supplier's experience from other similar
customers.
It must be possible for the customer to participate in the further development of the system
(referred to as co-development).
D) Consulting services
The supplier must provide consultancy services throughout the contract period, including in
the form of training of customer users and developers. The services must be delivered at the
customer's request and to the extent that the individual authority needs it.
