\anr" we ISSUES CREATED BY PROPOSED UNCLE SAM GARAGE TRANSIT CENTER 1. Proposed Project Costs: Our client has investigated the costs for the proposed project currently budgeted by CDTA. Based upon our client?s knowledge of the costs for the type of project at issue, they have determined that project costs should be approximately two-thirds of the proposed budget. Proieet Costs vs. Bene?t: The current bus stop on River Street near the corner of Fulton accommodates all necessary bus traf?c and passengers, and could be recon?gured or reconstructed in any way necessary to accomplish the same goals of this project without the adverse impacts and at a fraction of the cost. Structural Integritv: Uncle Sam Garage and CDTA staff have been working to address issues presented by the proposed project. Our client recently received 90% plans. These 90% percent plans propose to use existing footings of the Uncle Sam Parking Garage, which creates eccentric loading on the existing footings. The current design for the bus stop at the corner of Fourth and Fulton introduces a lateral load that causes the garage to pull outward. As a 40-year old post-tension structure the proposed design introduces a potentially hazardous situation by pulling on the garage in a way it has not been after years of exposure to the elements. Exiting Traf?c from the Garage: The proposed design removes direct access to Fourth Street from the garage that will create a bottleneck in the garage during rush hour, by moving the exit to the current alleyway. The proposed bus holding area in the alley between the garage and the Best Western Hotel is currently designed for buses to have the right?of?way, which will back up traf?c in the garage at the busiest times. In addition, the design proposes to eliminate a stair tower that will impinge ?lture development at the site. The proposal will also adversely affect rents achievable for the former OTB/Center of Gravity site; it will now likely attract a convenience store for which the market is willing to pay only one-half to two-thirds of regular retail rental rates. Additionally the current proposal is for a one story structure that does not ?t with the urban nature of the downtown area and should include development of upper ?oors. Neighboring Properties: In the rear of the garage, without a sound barrier deck, the noise impact to the adjacent Best Western Hotel would adversely impact its guests. Maintenance: Snow removal is currently handled by storing snow where CDTA plans to put canopies on Fourth Street, as well as at the proposed bus staging area in the alley between the Best Western hotel and the Uncle Sam Strap)? 10. 11. Garage. In the proposed project there does not appear to be any accommodation for how snow removal from the top deck of the parking garage will be handled. Porous Sidewalks: The City has determined that all sidewalks must be porous to allow storm water runoff to seep through them and into the ground beneath. These sidewalks have approximately a ten year life as compared to current concrete sidewalks that have a 40 year life. It does not appear this impact has been considered or who will pay for replacement every ten years. Fulton Loading Dock: Recon?guring the traf?c on Fulton Street to create a dedicated bus lane will cut off truck access to the loading dock.
